Job Title: Pretrial Services Supervisor Department: Justice Services Hiring Range: $56,747.94 - $69,752.71 Compensation Grade: 3004 Compensation Pay Range: $56,747.94 - $87,959.31 Posted Internally and Externally Job Posting End Date: April 21, 2024 The Buncombe County Justice Services Department is hiring for a Pretrial Services Supervisor position. Our Pretrial Services Supervisor is responsible for overseeing and supporting the work done by four Pretrial Screeners, which involves conducting criminal history investigations to inform evidence-based risk assessments, providing relevant information to court partners/stakeholders, and processing the court’s orders assigning defendants to Pretrial supervision. This position also works collaboratively with a peer supervisor to assist the Program Manager in the development of policies and procedures, advising the team of policy and procedure changes, and ensuring team adherence. In-person work is required in an office setting in downtown Asheville, Monday through Friday from 8am-5pm, with the expectation of frequent visits to various courtrooms. This position reports directly to the Pretrial Services Program Manager. Purpose of the position: The purpose of this position is to be responsible for performing supervisory work in administering direct services to justice-involved individuals based on assigned justice services program. Minimum Education, Training and/or Experience (required at time of hire): Bachelor’s Degree in Criminal Justice, Social Work, Psychology, or a related field and three (3) years of related case management experience working with a criminal justice population, or a substance abuse/mental health population; or an equivalent combination of education and experience. Additional Training and Experience: Certified Alcohol Drug Counselor preferred License or Certification Required by Statute or Regulation: Certified Pretrial Services Professional and Certified in Crisis Intervention. Essential Functions of the position: Assign, direct, and supervise activities of staff, ensuring adherence to established laws, policies, procedures, and standards; assist and advise subordinates, as necessary, resolving problems as non-routine situations arise; may accompany subordinates on interviews, investigations, field visits, etc., as deemed necessary. Monitor case management activities of subordinates, reviewing case files to ensure adherence to established state and local laws, regulations, policies, procedures, and standards; monitor subordinates’ relations with law enforcement, court, and other officials and assists and advises subordinates as necessary; monitor referrals to pre-trial release and/or probation assistance programs to ensure propriety and effectiveness of referrals; assist and advise subordinates of appropriate methods and techniques for investigation and/or case management in response to inquiries or to remedy problems observed during case-file reviews. Assist in development of policies and procedures for pre-trial release processing and case management, ensuring adherence to applicable federal, state, and local laws, rules, and regulations; advises subordinates of policy and procedure changes. Assume duties of Pre-trial Release Coordinator and/or Pre-trial Release Screener as caseload requires, including, but not limited to, performing appropriate background investigations of clients, meeting with clients, referring clients to assistance programs, preparing case files and associated documentation, conferring with law enforcement and court personnel, testifying during revocation hearings, performing public safety assessments (PSAs), etc. Confer with counselors or other professionals connected to agencies providing human services to clients and maintain knowledge of programs and services available and applicable to needs of pre-trial release program clients. Review and/or prepare periodic reports of pre-trial release program activities and make or recommend changes in program policies and procedures to resolve identifiable deficiencies. Performs other related duties as assigned. Knowledge, Skills, Abilities: Knowledge of practices and procedures of the court system and various ways to expedite the processing of inmates through the court system. Knowledge of federal, state, and local laws pertaining to law enforcement work, including North Carolina Statutes pertaining to the commitment, confinement, and release of inmates. Knowledge of human services systems, including behavioral health and substance use treatment. Knowledge of case management, including interviewing as well as motivational, resource connection, and accountability measures. Ability to utilize crisis management and de-escalation techniques as necessary. Knowledge of information verification techniques including the use of CICS computer terminals. Ability to exercise sound judgment in emergency and routine situations and to adopt quick, effective, and reasonable courses of action Ability to present accurate information in court in an appropriate manner. Ability to prepare clear and concise reports; prepare and type reports with speed and accuracy required. Ability to establish and maintain effective working relationships as necessitated by work assignments. Ability to take prompt and effective action during detention facility emergencies.
