SALARY: $88,799 - $107,260

DISTINGUISHING FEATURES OF THE CLASS:

This is a technical/administrative position where the incumbent is responsible for the design, programming, maintenance and documentation of all vendor supplied and internally developed systems software. The incumbent coordinates the installation and operation of large computer systems and evaluates operational staff engaged in the delivery of data processing services. Work involves the planning and scheduling of computer personnel to insure optimum personnel and computer system utilization. Supervision is received from a higher ranking administrative employee of the department. Supervision is exercised over a number of technical data processing staff.

TYPICAL WORK ACTIVITIES:

  • Performs cost benefits analysis relating to current and proposed computer systems through the analysis of competing system designs and prior implementation of systems in other settings;
  • Coordinates the testing, evaluation and implementation of new systems including the development of acceptance and ongoing evaluation procedures and documentation to support these activities;
    • -provides technical assistance and evaluation concerning the design of new systems
  • And proposals from contractors and software vendors;
    • -establishes procedures for making modifications to systems during programming testing, installation and maintenance phases of the software cycle.
  • Keeps abreast of current technical information in the field of computer operations, systems and application software in order to serve as a technical resource for end users enabling them to attain their management objectives through the use of data processing services;
  • Supervises and coordinates the installation and operation of large computer systems and communications networks;
    • -provides over-all direction;
    • -maintains liaison with data base and communications manager ;
  • Supervises the input/output section coordinating data entry activities with computer operations and related computer accounting functions;
  • Coordinates and develops standards for systems, programming and operations;
  • Develops access policies and implements departmental security and protection procedures;
  • Performs related work as required.

FULL PERFORMANCE, KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:

  • Thorough knowledge of current electronic data processing equipment, policies, procedures and terminology;
  • Thorough knowledge of data base development and systems software design, application and enhancement;
  • Thorough knowledge of programming and systems analysis as it applies to electronic data processing and its utilization and potential;
  • Thorough knowledge oelectronic data processing hardware and software, and their capabilities and application;
  • Good knowledge of the current literature, sources information and technological development related to the technical support services rendered;
  • Ability to plan and supervise the work of others;
  • Ability to establish and maintain effective working relationships;
  • Ability to train and supervise others; Tact; Sound technical judgment;
  • Physical condition commensurate with the demands of the position

MINIMUM QUALIFICATIONS:

PROMOTIONAL:

Continuous and permanent status as a Computer Programmer, Computer Accounting Control Coordinator, Senior Computer Shift Supervisor, Systems Support Analyst, Systems Analyst, Program Administrator, Systems Support Specialist, Systems Administrator, Data Base Administrator, and Supervisor of Data Processing Operations for one year. ·

Additionally, must have six years of full-time electronic data processing experience in programming or systems development; one year of which must have been in a supervisory capacity;

OPEN COMPETITIVE:

(A) Master’s Degree from an accredited college or university in Computer Science and two years of full-time experience in a supervisory capacity in the area of programming or systems development;

OR

(B) Bachelor’s Degree from an accredited college or university in Computer Science, Computer Systems Management or Information Systems Management and six years of full-time electronic data processing experience in programming or systems development; one year of which must have been in a supervisory capacity;

OR

(C) Bachelor’s Degree from an accreditedcollege or university (any major) including or supplemented by 12 credit hours of computer science courses and seven years of electronic data processing experience in programming or systems development; one year of which must have been in a supervisory capacity;

OR

(D) Associates Degree from an accredited junior college, business or technical institute and eight years of electronic data processing experience in programming or systems development; one yearof which must have been in a supervisory capacity

OR

(E) an equivalent combination as defined within the limits of (A) thru (D)

NOTE: SUPERVISION: Responsible direction and control of subordinate employees. Supervisory aspects must be an integral part of the job, not incidental or occasional.
