Brown Caldwell is Hiring a Land Application Permitting Engineer and Project Manager Near Rancho Cordova, CA

Brown and Caldwell (BC) is seeking a senior level project manager and civil/environmental professional engineer with a desire to apply and develop their project management, leadership, and business development skills. The position will be part of BC’s Private Sector Business Unit, although project work will be completed for both private sector and municipal clients. The desired candidate will have experience working with land application of wastewaters and byproducts from municipal and industrial facilities. The successful candidate will apply knowledge of project delivery requirements, business acumen and metrics, project processes, health and safety, risk management, management resources, tools, and techniques for the purpose of planning, executing, monitoring, and delivering quality projects to our clients. Together with technical skills in project management and business acumen our ideal candidate will require effective interpersonal and personal skills. The effectiveness of our project delivery teams begins with the leadership of the project manager. Therefore, our ideal candidate will demonstrate leadership, communication mastery, organizational aptitude, problem-solving and the ability to motivate and manage diverse project teams and develop new and existing clients.

Detailed DescriptionIn this role, you will work as a project manager to execute work involving land application permitting for industrial facilities. You will lead and support a variety of projects that may include planning, evaluation, design, and construction related activities for wastewater, water, and stormwater conveyance systems. We are looking for someone that is highly organized and capable of working with a diverse team of scientists and engineers on multiple tasks with competing priorities. Specific duties may include, but are not limited to the following:
  • Serve as a Project Manager for a variety of projects focusing on delivery, schedule, and budget.
Project team leadership
  • Set direction – clarity on what the objectives are for an assignment, how decisions will be made, schedules and budgets, and what critical success factors for the client are important components to setting team direction.
  • Communicate – share how communications will be delivered, this includes team standups, technical/design decisions, client changes, etc. This will help the team understand what communication methods will be used during the assignment.
  • Motivate the Team – empower team members by giving authority and responsibility, resolve conflict and provide feedback. Make sure to pause and celebrate/recognize success.
  • Establish Trust – demonstrate integrity, be a competent leader, show consistency, promote loyalty, and model transparency.
  • Create a safe environment – an environment where team members feel supported and safe to share new ideas and be creative/curious in their approaches.
  • Embrace thought and experience diversity – ability to create an inclusive environment where diverse backgrounds, geographies, different perspectives are all heard, respected and considered.
  • Develop team members by creating a learning culture – help team members identify the areas they need to grow and give them the opportunities to learn those skills.
Execution of BC’s project delivery requirements
  • Scope: Project Manager must have the ability to prepare well-developed scopes of work to establish clear expectations with both the client and project team, which can also help prevent or significantly mitigate project overruns. An accurate scope with clear assumptions and limitations sets realistic expectations and a solid pathway to delivering quality work successfully.
  • Schedule: Project Manager must exhibit good scheduling practices to help secure resources and provide adequate time for quality reviews, and thus, enable on-time delivery, and avoidance of budget overruns. Schedule development, baselining and routine maintenance helps identify project problems early, so that mitigation measures can be implemented.
  • Budget: Project Manager must be capable of establishing a well-developed work breakdown structure and project budget to define the level of effort required to produce and deliver a quality work product or service in accordance with the expectations of our client. Alignment of the project budget to both the project scope and schedule is critical to the financial success of the project.
  • Quality Management: Project Manager must be proficient in quality management processes and systems. Quality matters to us because it builds trust with our clients, leads to repeat business, and helps manage our risk. BC’s Quality Framework is a simple and scalable application where everyone contributes to quality. The project managers budget for and are responsible for implementing a Quality Management Plan that incorporates our standards and reviews to reduce quality deficiencies. Delivering quality projects not only leads to higher client satisfaction and loyalty but adds to BC’s bottom line by preventing quality issues and reducing costs associated with errors and rework.
  • Change Management: Project Manager must have a strong aptitude for identifying and management change on a project. This can be both internal change (resources, quality, productivity) and external change (scope creep, change scope conditions, client request for additional work). The ability to quickly identify the change, prepare the scope and budget for the change, and get client endorsement and approval for the change minimizes financial and execution risk to BC.
  • Risk Management: Project Manager must be proficient in risk management processes and systems. This includes the identification of risks, preparing mitigation strategies for each risk, monetization of each risk, and updating the risk profile on the project throughout the lifecycle of a project.
  • Health and Safety: Project Manager must lead team on developing and implementing appropriate H&S plan for the project they manage and partner with BC H&S leaders on any changes or requirements given to PM and know/follow the H&S requirements of the client.
  • Subcontractor/Subconsultant Management: Project Manager must manage subcontractor procurement, contracting and execution of subcontractor scope in accordance to BC processes including subcontractor prequalification, appropriate client contract flow down provisions.
  • Coordinate with clients to ensure that all permit-required monitoring is completed and reported. Permit required monitoring will typically include testing of land applied byproducts and/or wastewaters, flows and quantities of land applied materials, crop yields, crop tissue, soils, and groundwater.
  • Complete monitoring reports that review and interpret client data to determine if client’s operations are compliant with permit requirements.
  • Assist with preparation of cost estimates for operating modifications that will facilitate permit compliance when needed. Work across BC’s various communities of practice (e.g., process wastewater engineering, hydrogeology) to assist clients in this regard.
  • Preparation of land application permit applications for industrial and municipal utility operations.
  • Preparation of engineering reports, technical memoranda, and specifications.
  • Conducting compliance related site visits, inventorying/assessing facilities for compliance plans and conducting compliance audits.
  • Negotiating permitting strategies and requirements with regulators.
  • Interacting and communicating directly with clients on behalf of BC.
  • Interface with engineering disciplines, construction management, and cost estimating departments to develop and deliver proposals and design documents.
  • Review technical work product prepared by junior staff.
  • Data collection, manipulation, analysis, and documentation.
  • Work collaboratively with groups and project teams across the Area and Company
Desired Skills And Experience
  • BS degree in biological, civil, or environmental engineering required.
  • Professional Engineer (PE) license in the State of California. Or the ability to obtain within six months.
  • Proficiency in Microsoft Office (Excel, Word, Project, Power point, Outlook).
  • Strong verbal and written communication skills.
  • 8-15 years’ experience in environmental work with progressive responsibilities, including project management and business development.
  • Valid driver’s license, good driving record and willingness to travel and conduct field work.
  • Experience with land application of municipal and industrial byproducts (e.g., municipal biosolids, ashes, industrial wastewater treatment solids, municipal and industrial wastewaters) for agricultural crop production.
  • Experience evaluating analytical test data for wastewater treatment solids and wastewaters in regard to suitability for agricultural crop production, calculation of appropriate application rates, regulatory limits, and monitoring requirements for site soils, crop, groundwater, and surface water.
  • Ability to work effectively in a diverse team environment under tight and pressured deadlines.
  • Project Management Professional (PMP) certification from the Project Management Institute (PMI) preferred
  • Strong project management and leadership skills
  • Previously proven and successful project management experience as the lead
  • Must be proficient in change management processes and systems.
  • Ability to identify and mitigate risks on projects.
  • Excellent communication skills including the ability to communicate orally and in writing - across functions and teams, up and down the chain of command.
  • Proficient in contract terms and execution.
  • Strong negotiation skills.
Salary Range: The anticipated starting pay range for this position is based on the employee’s primary work location and may be more or less depending upon skills, experience, and education. These ranges may be modified in the future.
Location A: $103,000 - $141,000
Location B: $114,000- $155,000
Location C: $124,000 - $169,000
