Broward County is Hiring a Senior Data Analyst & Visualization Specialist Near Plantation, FL

The Broward County Board of County Commissioners is seeking qualified candidates for the position for Senior Data Analyst & Visualization Specialist (Senior GIS Analyst classification) within the Mobility Advancement Program.
***** This is not a remote position***** 
The successful candidate will demonstrate a commitment to resiliency, transparency, and accountability. This high-level position is intended to support the 30- Year Transportation Surtax Program—the Mobility Advancement Program (MAP Broward)—which is made up of hundreds of projects, services, studies, and systems across County agencies and 29 municipalities. The Sr. Data Analyst & Visualization Specialist reviews existing surtax data for accuracy and creates efficient models for accessing updated data on a regular basis. Data is used to create dashboards and other visual tools to inform stakeholders, subject matter experts, and the public about the program. The position supports the program’s Independent Transportation Surtax Oversight Board through the continuous maintenance and improvements of internal databases, dashboards and reporting tools related to this vast and maturing program which is generating approximately $500M, annually.
 To excel in the role, you will have extensive experience effectively (1) collaborating with internal partners, the ability to identify and implement innovative solutions; (2) leveraging the power of data, analytics, cognitive technologies, and incorporating Geographical Information Systems (GIS) technologies to generate insights and provide intelligence for decision-making; (3) performing advanced professional and highly technical analysis, design, and management of large Geographic Information System (GIS) projects and data processing systems activities, including systems analysis and programming.
 
These are key responsibilities in addition to those listed in the Classification Description: 
 
  • Reviews existing or incoming data for accuracy, usefulness, quality, or completeness of documentation to ensure quality of information; source data must be catalogued and cited to provide transparency and accountability to the public and internal users.
  • Designs, develops, and manages project-specific relational database applications using desktop and enterprise database software. Updates dashboard datasets, project spatial data, and automated scripts.
  • Performs high-level data analysis and dashboard interface designs.
  • Supports and participates in the design, development, and implementation of computer based and other systems.
  • Develops business intelligence (BI) documentation.
  • Maintains and manages the Enterprise ArcSDE enterprise geodatabases including performance of configuration and tuning, database security and access, database compression and version management, archiving, replication, and synchronization.
  • Analyzes Geographic Information Systems (GIS) data to identify spatial relationships or display results of analysis, using maps, graphs, charts, reports, or tabular data.
  • Manages large, dynamic datasets to drive accurate project and program information.
  • Coordinates GIS functions and uses with other departments, other agencies/jurisdictions, engineers, program stakeholders, and the public.
  • Assists with analysis, research, design, and implementation of all mapping tools, templates, standards, and software.
  • Researches technical issues and provides solutions; makes technological recommendations for improvements.
  • Conducts research and attends training for professional development.
  • Acts as a lead worker providing guidance, support, and leadership to other professional staff.
  • Supports and participates in the design, development, and implementation of computer based and other systems.
  • Demonstrates strong teamwork skills as well as ability to work independently with minimal supervision.
  • Plans, executes, organizes, and implements MAP Program deliverables and related emerging technologies.
  • Reports major activities through periodic meetings.
  • Demonstrates excellent oral and written communication skills.
Performs related work as assigned.
 
Minimum Education and Experience Requirements:
Requires a Bachelor's degree from an accredited college or university with major coursework in urban planning, engineering, geographic information science, spatial analysis, data analytics, computer science, or closely related field.
 
(One year of relevant experience may be substituted for each year of required education.)
 
 Requires four (4) years of professional experience analyzing, designing, or managing databases, including two (2) years of lead work experience.
Preferences:
  • Master's degree or higher from an accredited college or university with major coursework in urban planning, engineering, geographic information science, spatial analysis, data analytics, computer science, or closely related field.
  • 2 years experience following, updating, developing, and implementing comprehensive written documentation/ instructions/policies and procedures related to database management, creation, and quality assurance.
  • 2 years experience with business analytics dashboards (Microsoft Power BI, Tableau etc.) or other data visualization tools for complex projects/programs
  • 2 years high-level analysis and dashboard interface design experience.
  • 2 years experience with shell programming and scripting (Python, bash) or modern programming languages (Java,SQL)
  • 2 years experience making public presentations; developing story boards; working collaboratively with diverse sets of public and private stakeholders, including local, state, and federal government officials.

Physical Demands
Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.
Performs light work that involves walking or standing most of the time and involves exerting up to 20 pounds of force on a regular and recurring basis, or skill, adeptness and speed in the use of fingers, hands or limbs on repetitive operation of mechanical or electronic office equipment within moderate tolerances or limits of accuracy.
