Broward County is Hiring an Information Technology Specialist - Infrastructure Services Near Fort Lauderdale, FL

Broward County Board of County Commissioners is seeking qualified candidates for the position of Information Technology Specialist (Infrastructure Services) in the Regional Emergency Services and Communications Technology Division.
The position is responsible for maintaining the design and integrity of Broward County’s Mission Critical Public Safety Network with a focus on Applications, Server Infrastructure and Storage Platforms. The Public Safety Network supports the operation of the Countywide Computer Aided Dispatch System, the Countywide Regional Law and Fire Records Management Systems, the Mobile Data System, Virtualization, Storage platforms, and dozens of other public safety applications and services leveraged by emergency responders and 911 communication centers. This role will be responsible for designing, implementing, and testing complex server and storage environments in support of public safety customer needs. As a member of the Regional Emergency Services and Communications Technology Division, the ITS will provide onsite, remote, and on-call support to our public safety customers who have critical response time requirements.
Primary Role:
(1) Providing 24x7, proactive incident detection and remediation service for Broward County's Public Safety Server Infrastructure;
(2) Maintaining and administering the existing Public Safety Server and Storage Infrastructure equipment;
(3) Increasing the reliability and availability of the PSI server infrastructure and services;
(4) Improving server and application performance;
(5) Improving server, application, and storage security;
(6) Leading continuous improvement programs related to public safety mission critical applications, server, and storage infrastructure; 
(7) Performing research, data analysis, and feasibility studies in order to submit technical and management reports;
(8) Designing and implementing complex data applications, server, and storage related projects;
(9) Ensuring compliance to local, county, state, and federally mandated changes (FDLE, FCIC/NCIC/CJIS);
(10) Change Management coordination;
(11) Continuous monitoring of availability, performance, utilization, and overall Server Infrastructure health;
(12) Establishing guidelines and standards for projects associated with the Public Safety Server Infrastructure
(13) Assisting with preparation of budget, procurement, and system development life cycle (SDLC) related to the PublicSafety Server Infrastructure hardware and applications;
(14) Establishing policies and procedures concerning the use of the Public Safety Server Infrastructure environment.
Position Duties:
• Server Level: Design, installation, support and overall administration of physical servers, hardware components, firmware, and ancillary cabling, and primary responsibility of the County's Server Infrastructure.
• Internal Systems: Design, installation, support and overall administration of public safety applications and centralizedinfrastructure applications.
• Microsoft Related Technologies: Windows Servers, SQL, Clustering, Active Directory, DNS, and Group Policies.
• Administration and Maintenance: Anti-Virus, Patch Management, Continuous System Health Checks, Security Audits, System Alerts and Notifications.
• Author and maintain documentation of all Server Systems and Storage Infrastructure.
• Communication with customers as required: Engaging stakeholders regarding incident progress, impending changes, and outages as part of a Change Management Process.
Duties include managing daily operations, maintenance and administration of the various Public Safety server and storage infrastructure components. Duties require knowledge and familiarity with advanced server and storage infrastructure and architecture, and the principles, methods and best practices to ensure delivery of mission critical application services with 99.999% reliability.
Work involves on-going Move-Add-Change-Delete (MACD) Services. Examples of PSI infrastructure MACD may be: Active Directory objects, DNS, GPO, installation and support of third-party public safety applications. Additional work includes IP/Port/VLAN/DMZ configurations and firewall policy requirements, patch and anti-virus deployments, access control request, server failover, and datacenter provisioning such as rack space and power requirements.
Required technical proficiencies include:
• Advanced expertise with Microsoft Windows Server 2016 and later environments including fluency with Active Directory, DNS, Group Policy, and ODBC.
• Advanced expertise with virtual server environments.
• Advanced expertise with datacenter concepts and methodologies.
• Advanced expertise with enterprise storage arrays, NAS, and SAN technologies.
• Experience with installation and configuration of server physical hardware and ancillary cabling.
• Experience with server backup and recovery solutions including snapshot and replication methodology.
• Experience with disaster recovery procedures.
• Experience with continuous patch management and anti-virus updates.
• Fluency with the Microsoft Office Suite including Word, Excel, Outlook, Skype, PowerPoint, and Visio.
General Description:
Manages large scale information technology projects.
Works under administrative supervision, developing and implementing programs within organizational policies and reports major activities to executive level administrators through conferences and reports.
Minimum Education and Experience Requirements:
Requires a Bachelor's degree from an accredited college or university with major coursework in computer science or closely related field.
(One year of relevant experience may be substituted for each year of required education.)
Requires four (4) years of experience in systems analysis, systems design and/or applications programming relevant to area of assignment including related project management or closely related experience.
Special Certifications and Licenses:
Possession of or eligibility to obtain basic CJIS Security Awareness Level 4 certification.
Possession and maintenance of a Florida Class E Driver's License.
Preferences
Strong written, verbal, interpersonal and presentation communication skills.
Experience with engineering, design, installation, administration, and maintenance of server and storage infrastructure.
Experience with managing complex and sophisticated mission critical projects.
Experience with performing research, data analysis, and feasibility studies in order to submit technical and managementreports.
Experience with leading continuous improvement programs related to public safety mission critical applications andcommunications infrastructure (E-911).
Experience with IT Technology Security including knowledge of and experience with current vulnerabilities and threats, ITbest practices and new technologies supporting server and storage security, containment and segregation techniques.
Experience with Windows Servers, Virtualization (VMWare, HyperV, etc.), Domain Controllers, Active Directory, and StorageArea Networks.
System Administration Certifications (MCSE, MCSA, Server , or closely related field).
Network Administration Certifications (CCNA, CCIE, CISSP, or closely related field).
Six Sigma Certifications (Green Belt, Black Belt, or Master Black Belt).
Database Administration Certifications (SQL, Oracle, or closely related application).
Virtualization Administration Certifications (Citrix, VMWare, HyperV, or closely related application)
Master's Degree in Computer Science, MIS OR closely related technical field.
Project Management Certificates (PMP, PgMP, Project , or closely related field).

Provides high-level technical expertise and project management direction of multiple large scale information technology initiatives including technological research, analysis, design, development, and implementation of projects.

Reviews County-wide information technology strategic direction, recommends approaches for incorporation of the emerging technologies when appropriate, and implements the approved approach.

Reviews programming techniques and recommends information technology solutions, enhancement plans, and related cost-benefit comparisons.

Supervises professional and technical personnel in assigned work teams or sections.

Plans, organizes and implements approved emerging technologies.

Administers County-wide technological specialty functions.

Performs project management responsibilities for large scale complex information technology projects.

Reviews systems designs, development of applications, and documentation for accuracy, timeliness, and adherence to departmental standards.

Documentation of deployment, security, quality assurance, change controls, and compliance.

Performs related work as assigned.
