REQUIREMENTS AND PREFERENCES

The Broward County Board of County Commissioners is seeking qualified candidates for Workforce Training and Development Coordinator.
General Description
Administers large-scale programs and/or projects that have County-wide impact. Works independently, under limited supervision, reporting major activities through periodic meetings.
Minimum Education and Experience Requirements
Requires a Bachelor's degree from an accredited college or university with major coursework in business or public administration or closely related field.
(One year of relevant experience may be substituted for each year of required education.)
Requires four (4) years of experience in a staff or administrative capacity managing special projects, programs or business operations appropriate to the area of assignment or closely related experience.
Special Certifications and Licenses Required
Possess and maintain a valid Florida Class E Driver's License based on area of assignment.
Preferences
Master's degree from an accredited college or university with major coursework in business or public administration or closely related field.
Human Resources Certification (SHRM-Talent Acquisition Specialty Credential or similar)
Project Management Professional Certification
3 years demonstrated familiarity with workforce development training and creating job placement and career paths in targeted populations, addressing hiring-related barriers.
3 years experience in developing marketing strategies, presentations, and/or brand awareness
3 years experience facilitating entrepreneur development training programs or similarly related program

DUTIES AND RESPONSIBILITIES

The Office of Economic and Small Business Development is seeking a highly motivated individual with exceptional organizational, communication and presentation skills to be responsible for the development, coordination, implementation, and evaluation of county-wide programming and projects that may include pre-apprenticeship, apprenticeship, workforce investment initiatives, and entrepreneurship in Broward County.
The primary function of this position is the development and maintenance of relationships with Broward County non-profit organizations, community based organizations, service providers, local business and industry groups, municipalities and educational entities. The main goal of these relationships is to align programs that create jobs, pipelines for jobs, develop entrepreneurs and start-up businesses, apprenticeship and workforce investment program opportunities with employment needs, throughout the county and particularly in disadvantaged communities.
The successful applicant will exercise a considerable amount of initiative and independent judgment, must have strong oral and written communication skills along with information management skills and an ability to build relationships with stakeholders, internal and external apprenticeship partners, educators, industry partners, and the business community.

The selected applicant will partner with the Human Resources Division and other internal County agencies to identify populations who can benefit from proposed services and coordinate programming opportunities to service the population. Additionally, the individual will report regularly on progress made in aligning workforce investment needs, apprenticeship/training programs and entrepreneurship development as part of Broward County's larger economic development effort. The incumbent in this position must have strong communication and collaboration skills to help reach new groups and work with various organizations.

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.

The incumbent will:
Develop marketing strategies, presentations, promotional strategies, and networking practices to deliver vital apprenticeship and workforce investment program opportunities to various audiences.
Exhibit exceptional communication, organizational, and presentation skills.
Gain knowledge and have in-depth understanding of county programs associated with economic development, including, but not limited to, pre-apprenticeship, apprenticeship, workforce investment, and entrepreneurship.
Plan, develop, authorize, implement, supervise and evaluate programs/projects, activities and services on a large scale with County-wide impact; facilitates inclusion, prepares reports, and analyzes and interprets data.
Coordinate and manage all aspects of a program or project which has operational responsibility of a major scope, a large-sized budget and provides a critical County service.
Exhibit initiative and independent judgment when providing program oversight to the various workforce and entrepreneurship efforts.
Assist the Director and Assistant Director by researching issues, creating memorandums, policies, procedures, reports, and monitors/advises on program(s) progress.
Conduct special research in conjunction with a project/program, analyzes data, and makes recommendations based upon research.
Identify and understand agency/business needs, contractual business requirements, and regulations governing local, state and other requirements, confidentiality obligations, warranties, liabilities, indemnification, termination clauses, breach, and remedies.
Coordinate with non-profit organizations, service providers, local business and industry groups, municipalities, and educational entities projects and programs, community outreach, and media relations; may assist with press releases and responses to media.
Advise and assists the Commissioner(s) and Office Director on all operational and technical matters related to workforce related services and programs as assigned.
Develop and maintain relationships by administering communications and public outreach to internal and external partners with a direct focus on employment needs throughout the County, but particularly in disadvantaged communities.
Provide assistance and training of contracted services providers.
Plan, organize and implement a compliance and monitoring program, conducts contract central audits, field documentation reviews, investigations or management studies.
