Key Responsibilities and Essential Functions

The Transit Information Technology Section Director is a senior-level leadership position responsible for the technical operations, development, execution, support, and evaluation of the agency’s Information Technology section. The Transit Information Technology Section Director provides leadership for short and long-term planning, innovation, efficiency, and implementation of effective industry-leading telecommunication and technology practices. Responsibilities include but are not limited to:

  • Directs, establishes, maintains, and communicates IT (information technology) procedures, policies, standards, and strategic direction related to innovation, technical work, and operational processing activities, including systems analysis and programming for the division.
  • Collaborates with department leadership, developing and implementing programs within organizational policies, and reports major activities to executive-level management through conferences and reports.
  • Establishes priorities, sets deadlines, and provides guidance in the development and preventive maintenance of IT systems across Transit, Fleet, Rail, and ParaTransit business units and in the resolution of operational issues through coordination with technical staff, user agencies, and vendors, IT infrastructure services, applications development, and support.
  • Directs and participates in the design, development, and implementation of computer-based and other systems; determines the feasibility of installing or converting work systems and processes, implements disciplined quality assurance process with appropriate validation activities which deliver data integrity and protection for processing data or other needs.
  • Assigns, coordinates, and supervises staff in operational Transit maintenance and support activities and provides project management oversight and guidance to assigned staff; organizes diverse technical teams for upgrades, release planning, data migration, and other operational and project activities.
  • Lead in the research of technical issues and provides solutions; make technological recommendations for improvements; evaluate office data processing needs and proposals and assess project feasibility and requirements, including cost-benefit analysis.
  • Collaborates with Transportation executive leadership, Enterprise Technology Management, and staff to assess the Division's computing needs and systems requirements; reviews and approves systems, designs, and program adequacy; directs the evaluation of new data processing technical developments in hardware, software, and/or application development; research new technologies, tools, and trends and recommends equipment and program modifications deemed feasible.
  • Provides direction to develop technology solutions for process improvement, efficiency, and cost savings.
  • Directs the professional development and training of staff; assigns staff to application development, operational maintenance, and support activities, and monitors progress; performs administrative duties such as performance evaluations for subordinates, one-on-one progress meetings, team meetings, coaching, and mentoring technical staff.
  • Oversee vendor contract and procurement management-related work as assigned.

Preferences

Master's Degree in Computer Science or a related field

4 years of supervisory experience with ten (10) or more staff

4 years of Transportation and/or local government experience

5 years of supporting diverse transportation technology systems and managing customer service level expectations

5 years of working knowledge with vendor and/or contract management experience


General Description

Provides safe, clean, and reliable transportation to the riding public.
Works under administrative supervision, developing and implementing programs within organizational policies and reports major activities to executive-level administrators through conferences and reports.

Minimum Education and Experience Requirements
Requires a Bachelor's degree from an accredited college or university with major coursework in business, public administration, or a closely related field.
(One year of relevant experience may be substituted for each year of required education.)
Requires four (4) years of senior-level transit experience related to the area of assignment; including four (4) years of high-level supervisory experience.

DUTIES AND RESPONSIBILITIES

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.

Provides oversight of on-going service planning efforts, long-range planning projects, scheduling related activities, and capital projects; coordinates with external stakeholders; works closely with staff members in support of Division goals for safe, courteous, and reliable transit services.

Works directly with department heads and division directors; directs superintendents and other assigned staff during emergencies or critical situations, equipment breakdowns, and service delays.

Monitors staff compliance with the divisions' policies, procedures, and collective bargaining agreements; as well as local, state and federal rules and regulations.

Manages the investigation process and resolution of customer complaints with Commission; conducts investigations, hearings, and counseling sessions.

Interacts with internal Division departments and outside agencies to identify and coordinate schedule and procedural improvements; provides input for the development of the budget for the Division and manages the assignment of Division resources to ensure that service objectives are achieved within the established budget.

Ensures the proper maintenance of employee records and department statistics related to assigned operations.

Manages the delivery of transportation services for the assigned Division for long range sustainability; develops and supervises special projects related to Division operational goals, from inception to close on time and within project scope and budget.

Makes recommendations for disciplinary actions, and participates in problem solving forums, grievance resolutions, and related labor relations activities; acts as lead contract negotiator.

Performs related work as assigned.
