ORGANIZATION OVERVIEW

The Environmental Compliance Group (ECG) is part of the BNL Environmental Protection Division (EPD). The group's mission is to ensure that the Laboratory operates effectively while meeting regulatory requirements of numerous environmental laws including: National Environmental Policy Act (NEPA), National Historic Preservation Act, Archeological Resources Protection Act, Native American Graves Protection and Repatriation Act, Clean Air Act (CAA), Clean Water Act (CWA), Safe Drinking Water Act (SDWA), Federal Insecticide, Fungicide, and Rodenticide Act, Resource Conservation and Recovery Act (RCRA), Site Sustainability requirements under DOE Order 436.1a, and Department of Energy monitoring and reporting requirements.The group interfaces with a broad spectrum of the Laboratory line organizations to collect, review, and report environmental data to DOE and regulatory agencies as well as promote sustainable business principles across the Laboratory. The group is responsible for preparing the annual Environmental Monitoring Plan, the annual Site Environmental Report, the annual Consumer Confidence Report, and supports the development and execution of the Lab's Site Sustainability Plan (SSP).

POSITION DESCRIPTION

EPD has an opening for an Environmental Compliance/Environmental Staff Engineer/Engineer II in the ECG. The primary responsibilities for this position will be to work under the direction of the Environmental Compliance Manager and the Director of Stakeholder and Community Relations to manage the Cultural Resources Management program for the Laboratory in accordance with the National Historic Preservation Act, Archeological Resource Protection Act and other state and federal regulatory requirements administered by the Advisory Council on Historic Preservation, DOE and the New York State Historic Preservation Officer (NYSHPO). BNL manages cultural resources following its Cultural Resource Management Plan and Sections 106 and 110 of the National Historic Preservation Act. BNL currently has 35 buildings, features, and archeological sites eligible for listing on the National Register of Historic Places; maintains the Camp Upton collection of WW I and WW II artifacts from Camp Upton; and maintains historic artifacts associated with the history of the Lab. The Cultural Resources program also manages compliance requirements of several Memoranda of Agreement between the Department of Energy-Brookhaven Site Office and the NY SHPO and is in need of developing a Programmatic Agreement for the management of National Register eligible buildings and resources. The Cultural Resource program manager would be responsible for the above activities and will also be responsible for maintaining the historic resources, develop and lead outreach to local communities, historical societies, libraries, and towns to bring the rich history of BNL and the BNL site to these organizations. Other responsibilities include interacting with BNL organizations to ensure cultural resources are protected and regulatory requirements are followed. Interactions may also include working with archivists, photographers, public relations, and facility and operations personnel. This position effectively acts as site historian.

This position will also have broad responsibilities to support development and review of environmental documents developed by the NEPA program.

Essential Duties and Responsibilities:

Under the direction of Environmental Compliance Manager and Director of Stakeholder and Community Relations Office:

  • Have primary responsibility for the Lab's Cultural Resources Management program:
    • Prepare, maintain, track Cultural Resources Management Plan deliverables
    • Complete Memoranda of Agreement deliverables for submission to NY SHPO
    • Manage Submissions to NY SHPO through NY Cultural Resources Information System (CRIS)
    • Preparation and/or submittal of NHPA regulatory documents
    • Preparation of Statements of Work and management of cultural resource services contracts
  • Technical report writing including writing applicable portions of chapters in the annual Site Environmental Report
  • Development and management of a Programmatic Agreement for managing buildings, structures, trenches, and archeological sites eligible for listing on National Register of Historic Places
  • Curate historical collections including Camp Upton collection and scientific artifacts collection, and arrange for periodic loan of materials to museums
  • Develop outreach materials for use with schools, historical societies, libraries, and other interested groups
  • Build relationships with historical groups, Town of Brookhaven, Suffolk County, and local historical societies
  • Develop displays of historical items for placement in public places in BNL buildings
  • Participate in technical review of documents, e.g., Environmental Assessments prepared under NEPA
  • Participate in internal environmental assessments

POSITION REQUIREMENTS

Required Knowledge, Skills, and Abilities:

  • Bachelor's degree in environmental/social sciences or closely related field of study including (Cultural Resources, Archeology, Cultural Anthropology, Anthropology, History, Museum Sciences) or equivalent experience generally based on 2:1 (experience : college) years, plus ten years relevant experience in a business field.
  • Primary experience with National Historic Preservation Act (Section 106, 110) compliance with some experience in public relations programs.
  • Experience building relationships with a diverse set of stakeholders/customers.
  • Demonstrated ability to independently perform duties.
  • Strong communication and writing skills.

Preferred Knowledge, Skills, and Abilities:

  • Master's degree in related field.
  • Broad understanding of federal and state environmental regulations
  • Experience in historic preservation
  • Experience in archeological methods and techniques
  • Experience working with cultural resources contractors
  • Experience in preparing NHPA compliance reports
  • Experience working with SHPO(s)
  • Experience developing and implementing programmatic agreements
  • Experienced developing historic interpretive displays
  • Experience working with the public and public speaking
  • Perform contractor oversight for cultural resource support contracts
  • Experience managing archeological and museum collections
