DESCRIPTION:
Deputy Chief of Staff Capability Development (DCOS CAPDEV) acts as the Supreme Allied Commander Transformation's Director for guidance, direction and co-ordination of the activities and resources of the Capability Development Directorate. CAPDEV is responsible to:
Identify and prioritize Alliance capability development from short to long term, ensuring coherence between all capabilities within the CAPDEV portfolio
Lead the determination of required capabilities and prioritization of shortfalls to inform the delivery of materiel and non-materiel solutions across the Doctrine, Organisation, Training, Material, and Leadership, Personnel, Facilities and Interoperability (DOTMLPFI) lines of effort to enable a holistic approach to capability development, ensuring improved interoperability, deployability and sustainability of Alliance Forces
The future Capability Development Directorate will include enduring functionality to effectively plan and manage coherent through life capability development, aligned to NATO’s strategic intent and priorities. The CAPDEV Strategic Planning Cell (SPC) is responsible to DCOS for Strategic Capability Development Planning, and informing business change that will improve CAPDEV business functions.
As part of ongoing organisational functional reviews, CAPDEV is in the process of implementing measures for improved capability development planning and management, including the way it collects, manages, analyses and reports on capability development and delivery information, both legacy and current.
EXPERIENCE AND EDUCATION:
Essential Qualifications/Experience:
A University Degree in a relevant engineering, management, information systems, accounting, economics, finance, business administration, public administration, operations research, project management or related discipline
IIBA CBAP or PMI Business Analyst certified, or equivalent
5 years’ experience in the application of business data analysis
5 years’ experience of complex data analysis and processing, while creating modeling and reports
DUTIES/ROLE:
Provide analysis of business data and information supporting the planning of NATO capability development and delivery-related portfolio, programme and project management
Undertake the identification of gaps between current data/information and the needs of emerging business processes
Apply analytical best practices for data and information collection, aggregation, normalization, and analysis
Analyze and process data, while informing the creation and maintenance of data models and reporting templates
Use business intelligence data for predictive analytics and supporting implementation of new tools, including Power BI, SQL Server, API, and SharePoint
Recommend appropriate business performance improvement measures
Provide detailed, actionable reports documenting the findings from data processing and data analysis.
Recommended integration of current systems or change to functionality used across the data and information landscape
Work to develop and test subsequent information exchange or implement recommended process / role exchanges
Supports identification of options for resolving relevant business process issues
Contributes to the development of relevant directives and standard operating procedures that apply to emerging and refined business processes
Contributes to the development of quality control and assurance assessment process, tools and reports
Works in a federated and enterprise-wide manner to facilitate cross-functional, collaborative and supported interdependent teams/individuals in other divisions and other directorates across ACT as appropriate
Contributes to organizational continual process improvement activities
Performs additional tasks as required by the COTR related to the labor category
