Boston Water and Sewer Commission is Hiring a Site Plan Review Engineer Near Boston, MA

Residency Requirement:

employment subject to BWSC policies and collective bargaining agreements

Overview:

Position Purpose :

Performs professional and technical work related to all engineering and construction activities in the Commission; responsible for reviewing construction site designs for accuracy and compliance.

Responsibilities:

Essential Functions :

  • Evaluates engineering designs for accuracy and compliance with all BWSC Codes and regulations.
  • Collaborates on project development through completion with consultants, engineers, architects, developers, homeowners, surveyors, plumbers, officials and Commission staff.
  • Reviews designs for construction projects in accordance with general engineering principals and Commission standards; reviews scope, designs, specifications.
  • Reviews and evaluates final as-built plans and utility plans for accuracy and compliance.
  • Maintains the site plan database.
  • Performs construction site inspections and enforcement programs.
  • Reviews stormwater pollution prevention plans (SWPPP) for BWSC and EPA acceptance.
  • Reviews, comments, and approves applications for de-watering permits for construction sites.
  • Prepares semiannual consent decree reports and submits all data to the Legal Department for review.
  • Provides design data for surveying and engineering applications using Computer-Aided Drafting (CAD), word processing, spreadsheets, and Geographic Information Systems (GIS); uses appropriate computer hardware; responsible for the data input and production of digital maps, surveys, engineering drawings, and special database reports for Public Services Department.
  • Provides technical assistance and consults with other departments regarding engineering functions, site development, drainage, and transportation.
  • Provides technical support and training on the usage and development of the geographic information system and its databases, as well as other engineering software applications to all users of the system in the Public Services Department.
  • Assists the Manager of Engineering Customer Service with administrative duties, short and long term plans and coordination within the department and other city and state personnel.
  • Reviews various permits and petitions as required.
  • Reviews sewer video inspections for reactivation of sewer laterals for properties that have been vacant for more than a year.
  • Reviews pre and post video inspections to determine structural integrity of systems due to building construction adjacent to existing structure.
  • Provides planned and ad-hoc reports as directed.
  • Reviews BMP applications for Stormwater Credit Program and makes recommendations for approval.
  • Assists public with water, sewer, and drain questions including question relating to BWSC Stormwater fee and credit program.
  • Assists GIS in verifying and updating changes to impervious area and coordinates or performs necessary site inspections for verification.
  • Performs similar or related work as required, directed or as situation dictates.
Qualifications:

Recommended Minimum Qualifications :

Education, Training and Experience:

Bachelors Degree in Civil Engineering required; Masters Degree preferred. Five (5) years of experience with municipal infrastructure projects or construction sites; experience with construction infrastructure and water, sewer, and drains systems. EIT required (in MA). Registered Professional Engineer with the MA Board of Registration for Professional Engineers and Professional Land Surveyors preferred. Must possess a valid Massachusetts Drivers License.

Knowledge, Ability and Skill:

Knowledge: Extensive knowledge of civil engineering and engineering survey and design; working knowledge of drafting; thorough knowledge of public works construction; working knowledge of computer applications to engineering; working knowledge of local and state regulations.

Ability: Perform complex technical research; compile comprehensive reports and the practical application of findings; assess conditions in a variety of locations and determine proper course of action; deal effectively and diplomatically with the public, consultants, officials, department heads and other constituencies; read site plans.

Skill: Strong interpersonal skills; excellent written and verbal communication skills; proficient computer skills including MS Office applications and specialized software such as AutoCAD and HydroCAD; skills in operating the above listed tools and equipment.

Physical agility required to access all areas of inspection sites. Employee may occasionally lift and/or move objects weighing up to 100 pounds. Vision and hearing at or correctable to normal ranges.

Supervision :

Supervision Scope: Performs various duties of a routine to complex nature following acceptable standards of quality and performance; requires independent judgment in determining methods of completion and carrying out assignments.

Supervision Received: Works under the general supervision of the Manager Customer Service Engineering.

Supervision Given: None.

Job Environment :

  • General office conditions, field work is performed outdoors with loud noise levels and exposure to variable weather conditions/hazards associated with heavy equipment and construction sites, the workload is subject to seasonal and weather-related fluctuations, responds to emergencies, operates telephone, computer, hand power tools, survey equipment and standard office machines.
  • Must comply with all BWSC, State and Federal safety requirements.
  • Makes frequent contact with municipal, state and federal representatives, city officials, businesses, property owners, engineering consultants, department heads, the public, other city employees. Contacts are in person, by phone, email and group meetings, hearings.
  • Has access to department-related confidential and/or sensitive information.
  • Errors could result in delay or loss of services, personal injury to self and/or others, damage to building and equipment, and significant monetary loss and/or legal repercussions.
