BlueForce is Hiring a JCITA - Instructional Systems Design (ISD) Specialist Near Landover, MD

BlueForce, Inc. is looking for an Instructional System Design (ISD) Specialist to assist the US Joint Counterintelligence Training Center (JCITA) at Landover, Maryland.

JCITA provides a full spectrum of joint and advanced counterintelligence (CI) training to DOD, which includes CI operations, collection, investigations, functional services, and analysis. JCITA is also responsible for training DOD Security Operations personnel.

DUTIES AND RESPONSIBILITIES

The Instructional Systems Design Specialist duties include, but are not limited to:

  • The instructional systems design (ISD) contractor shall create classroom and e-learning course materials that support field-driven performance gaps, overseeing and creating course content, and researching, implementing, and evaluating instructional outcomes. This includes, but is not limited to, instructional systems design activities and documentation, storyboards, narrative scripts, graphics, exam writing, and scenario props for instructor-led and for virtual classroom environments.
  • The contractor shall apply knowledge of education principles and distance learning concepts, graphic design, and electronic teaching techniques to determine the goals, duration, approach, and instructional media which is the most effective for the subject matter.
  • The contractor shall follow a recognized ISD process to develop instructional design plans, storyboards, and final training products. The contractor shall test all e-learning courseware. All designs shall adhere to the standards set by the council on occupational education, as well as jcita instructional design policies and procedures.
  • Contractor responsibilities shall include collaborating on training plans and blended learning implementation strategies; providing quality assurance and peer reviews on design plans and instructional materials; creating professional quality presentation materials; regularly participating in meetings requiring close interactions with various project stakeholders (course smes and government stakeholders); performing needs and/or gap analysis to determine training requirements; tracking work and schedules to ensure work is completed within scheduling parameters; and producing quality results in a fast-paced and dynamic work environment.
  • Might drive and/or be a passenger in a U.S. government vehicle including purchased, leased, and/or rented when supporting the JCITA mission.
  • Active Top Secret/SCI with Poly.
  • A bachelor’s degree in curriculum development, instructional design, human resource development, education, or equivalent degree is required.
  • A certificate in instructional design along with seven (7) years of experience developing course materials are acceptable in lieu of a bachelor’s degree.
  • At least five (5) years of experience developing course materials for complex DoD subject matter, expert knowledge of educational evaluation and adult learning theory, and excellent written communication skills.
  • Holding and maintaining valid state driver’s license.
