**Duties**

** Summary**

This position is located in BLM New Mexico State Office administrative region.

As the principal line officer, the incumbent serves as the focal point in the BLM Albuquerque District with responsibility for providing leadership, motivation, direction, and decisions required to implement and carry out multiple use management consistent with BLM and Department of Interior (DOI) Policies and within delegated authority. The incumbent oversees the Rio Puerco and Socorro Field offices.

**Responsibilities**

The incumbent is responsible for overall program direction, execution, and review of all activities within the District. Interprets Department of Interior (DOI) and BLM policy, directives as they affect District Office planning, and programs.

Responsible for development and implementation of the District's vision/strategy which integrates key national and State program goals, priorities, values and political, economic, social, technological and administrative factors.

Responsible for applying the policies and programs of the Department of the Interior in the management of multiple-use programs on the public lands.

Responsible for the administrative and technical supervision of a large and complex staff including Field Managers, team leaders, and/or contractors who each direct substantial workloads comparable to the GS-11 level.

Responsible for setting short- and long-term direction and priorities for accomplishment of work within the District. **Travel Required**

**In order to qualify, you must meet the experience requirements described below. Your resume must clearly describe your relevant experience.

**MINIMUM QUALIFICATIONS:**** To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience for the respective grade level in which you are applying:

**GS-14:**

**Specialized Experience:** Have at least one year of specialized work experience equivalent to the GS-13 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) effective leadership on technically complex and controversial issues, human capital management, budget planning and execution; (2) managing programs for resource management and resource use such as lands and realty, range, mineral resources, recreation, land use planning, NEPA, cultural resources, wildlife management, and other disciplines; (3) coordinating land and resource planning and management with stakeholders from the public and private sector; (4) conducting public relations and awareness activities that emphasize cooperative programs and accomplishments; (5) managing personnel in accordance with merit principles and EEO guidelines.

**Executive Core Qualifications (ECQs):** Your resume must show evidence of progressively responsible leadership experience that is indicative of senior executive level management capability, and that is directly related to the duties of this position and the five Executive Core Qualifications (ECQs) listed below.

Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. **4. Business Acumen:** The ability to manage human, financial, and information resources strategically. (Competencies: financial management, human capital management, technology management).

**5. Building Coalitions:** The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. (Competencies: partnering, political savvy and influencing/negotiating).

**TIME-IN-GRADE REQUIREMENTS**: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 is required to meet the time-in-grade requirements for the GS-14 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).
