Job Description:

In your position as a Cost Analyst, you will provide cost analysis expertise to NSF management and staff across the full range of funding mechanisms (i.e., grants, cooperative agreements, contracts) to ensure proposed costs are reasonable, allocable, and allowable. You will also:

  • Conduct advanced analyses and negotiations in support of both pre- and post-award cost analysis.
  • Provide advice and consultation to NSF staff related to issues across the variety of funding mechanisms to ensure federal funds are used for their intended purpose.
  • Conduct comprehensive evaluations of awardee institutions' business, financial, management, and administrative systems, policies, and practices to determine their capacity to carry out the terms of proposed awards. Grantee communities include academic institutions, state and local governments, profit and non-profit organizations, and large corporations, as well as small and disadvantaged businesses.
  • Review audit reports issued by NSF's OIG, Single Audits, and others to determine adequacy of findings for questioned costs and compliance and/or internal control issues on audits that may involve questioning of large dollar investments by the Agency and/or may require extensive changes in an organization's method of business conduct and accounting operations.
  • Review and analyze all materials, including extensive supporting documentation provided by awardee organizations in support of their position relative to the audit findings.
  • Determine corrective actions deemed necessary for compliance, as well as internal control issues in accordance with applicable cost principles and regulations.
  • Provide recommendations to NSF audit resolution officials to assist them in making the audit resolution management decisions for audit reports.
  • Single Audit support may also include:
    • Assisting with/completion of bi-weekly Federal Audit Clearinghouse pulldown of Single Audits requiring NSF review/resolution.
    • Developing spreadsheets for tracking of findings and recommendations for trend analysis and reporting purposes.
    • Adapting tracking tools to support data analytics.
    • Maintaining accuracy of audit resolution folders.
  • Support file maintenance and records retention efforts by reviewing, managing, organizing, monitoring, and maintaining files to support DIAS Activities.
  • Draft, transmit, monitor, and review for completeness audit resolutions letters, post-award adjustments, corrective action plan results, site and desk review notifications, and pre-award packages.
  • Participate in the full range of DIAS pre- and post-award advanced monitoring activities.
  • May also serve as a member of site visit and desk review teams providing expertise on business processes and financial management.

Required Skills:

  • Public Trust clearance
  • 6 years of experience
