Overview

Blackfish Solutions is looking for a Program Manager that will work across all Blackfish Solutions teams to deliver government vessels and related marine items on time and on budget while concurrently identifying and developing new business opportunities. The successful candidate will show a proven track record of developing detailed project plans, meeting project deadlines, and holding cross-functional teams accountable for complex project deliverables and commitments. This hands-on role requires exceptional competence in full-spectrum project/program management practices and business development to grow the company. The successful candidate will be capable of immediately providing strong leadership for existing work, enhancing communication between the company and our clients, and delivering vessels and related marine projects on time and on budget. A proven track record of meeting program production deadlines and developing exceptional relationships with clients is required.

This position is contingent upon award, reports to the President of EVP, and is in Clackamas, Oregon.

Responsibilities

  • Responsible for performance on each program per statement of work and agreed upon deliverables and timelines
  • Manage individual or multiple concurrent programs and serve as the primary point of contact between Blackfish Solutions and the client(s)
  • Manage project scope, scheduling, resources, and budgets, while being accountable for the quality of project deliverables; this includes the development and maintenance of program schedules that feed an Integrated Master Schedule
  • Responsible for the delivery of project plans, including scoping, milestones, and completion dates from initial vessel orders through post-delivery support
  • Gather requirements, identify resources, and develop detailed project and resource plans
  • Work closely with all cross-functional teams to ensure all deliverables are on track
  • Communicate project milestones, status updates, as well as any existing or potential customer escalation issues
  • Own status reporting, risk and issue management, and client expectation management
  • Maintain positive CPARs on all programs as applicable
  • Direct communications with the customer and fulfillment of customer statement of work/specification
  • Accompany delivery of assets to clients and supervising all training and activation if/as required (OCONUS & CONUS)
  • Assist the Operations team in global logistics, fulfillment, inventory and warranty management, and integration and process improvements
  • Proposal management and responsibility for final proposal submissions to clients
  • Identify and develop new business development opportunities through program lifecycle
  • Support any/all business development roles and responsibilities, including last-minute OCONUS/CONUS travel to remote and austere locations for undefined periods of time
  • Take on new responsibilities as required

Qualifications

  • Required Knowledge/Experience:
    • Three (3 ) years project management experience as a primary stakeholder in organizing, planning, and executing small to large-scale projects from vision through implementation
    • Strong project planning, scheduling, cost analysis, time management, and organizational skills
    • Proficiency in the Microsoft Office software package and Microsoft Project
    • Strong attention to detail and quality deliverables
    • Outstanding verbal and written communication skills that can support the ability to work with vendors, customers, and employees
    • Adaptable and responsive to emerging challenges and opportunities
    • Ability and willingness to develop systems and processes that benefit the company
  • Preferred Knowledge/Experience:
    • Professional maritime experience
    • PMP or other project management certification
    • Experience working in government contracting environment or on government vessel programs
    • Background in marine operations and manufacturing
    • Experience with the following types of management software: Trello, Slack
    • Knowledge of current USCG, ABYC, NMMA, ABS standards
    • Full knowledge of Electronic Ships Work Breakdown Structure (ESWBS)
  • Physical Requirements:
    • Must be able to bend, stoop, squat, and stretch to complete tasks
    • Ability to work long hours, when required, to meet deadlines and/or other deliverables, often on short notice
    • Must be able to get underway on vessels for testing, evaluation, training, activation, and delivery
  • Security Clearance:
    • Must be eligible for Secret Clearance

Other Responsibilities

  • Perform other tasks consistent with the goals and objectives of the department/contract
  • Perform other duties as assigned
  • Must comply with all federal COVID-19 related vaccination and testing requirements, including, but not limited to, those set out in Executive Order 14042
