Department of The Navy is Hiring a Personal Financial Counselor with Security Clearance Near San Diego, CA

Summary The incumbent is responsible for providing a range of education and support services to the serviced population. Services include briefings, workshops, self-help resources and one-on-one assistance sessions. The incumbent is also responsible for independently accomplishing assigned tasks in education and training and for meeting specified workload criteria. The incumbent serves as the Lead for managing PFM and Ombudsman program responsibilities. Duties * Develops and updates professional and current curriculum lesson plans and presents General Military Training (GMT), seminars, workshops and classes in varying lengths to address FFSC services in general, Transition Assistance Program (TAP), Family Employment Readiness Program (FERP), Personal Financial Management (PFM), and Ombudsman support.
* Provides ongoing evaluation of services provided is accurate.
* Conducts one-on-one consultation for clientele in programs listed above in line witth standards set at the FFSC and maintains documentation as required.
* Serves as Lead for the Personal Financial Management Program.
* Provides a full range of prevention and education briefs and workshops to active duty and family members and coordinates the provision of Command Financial Specialist (CFS) Training in accordance with guiding instruction. Includes coordinating with service provisions with the Navy and Marine Corps Relief Society and appropriate civilian agencies, and maintaining an automated list of CFS trained personnel.
* Works with the trained CFSs, Navy Marine Corps Relief Society and Consumer Credit Counselors to coordinate and refer requests for individual appointments for both basic budgeting and debt management.
* Assists CFSs in counseling involving complex cases.
* Provides individual appointments where another referral cannot be made and maintains records in accordance with guiding instructions.
* Coordinates and networks with other military and civilian providers of financial resource services to establish non-duplicative and optimum service delivery plans.
* Serves as Lead for the coordination and provision of Ombudsman supports services to include: ensuring Ombudsman awareness of and access to FFSC support resources, attending and presenting at Ombudsman assemblies; conducting and/or coordinating Ombudsman training.
* Uses Ombudsman connections to gather information about family member issues and to identify innovative and effective ways to conduct outreach to the family member population.
* Provides development and maintenance of accessible and up-to-date relocation, spouse employment and transition self-help resources. Includes job bank maintenance and assisting clients with access to the resources.
* Provides timely and complete information to the Information and Referral (I & R) Specialist regarding marketing if services including workshops and briefings and participates actively in the FFSC Marketing program, e.g., write articles regarding the PFM program for various media; develops handouts to be provided via the sponsor program to family member spouses.
* Provides military and civilian resource agency information related to program responsibilities to the I & R Specialist for inclusion in the I & R Directory.
* Disseminates and collects customer evaluation feedback in accordance with FFSC procedures.
* Identifies trends in PFM services and makes recommendations for FFSC program changes to Director/Manager/Designated Supervisor.
* Serves as a command representative for the command representative program and makes contacts with commands in accordance with guidelines established by the FFSC Director.
* Ensure appropriate referrals and follow-up for services requested and documents contacts and results.
* Provides timely completion of FFSMIS date for all services provided.
* Performs other duties as required. * Three (3) years' experience providing training or education services to small and large groups (50-500) and demonstrated effective presentation and facilitator skills.
* A minimum of one (1) year of demonstrated experience in interviewing customers, making appropriate referrals, and handling a high volume of requests
* An understanding of the military lifestyle and the objectives of military family support programs.
* Comprehensive knowledge of issues impacting military and family members that can result in increased stress.
* Practical knowledge of the theories, principals, practices and techniques of sound personal financial management including knowledge of state and community agencies and programs which address financial assistance and consumer affairs, regulations such as taxes, assessments, and bankruptcy laws, as well as their functions.
* Knowledge of the techniques and principals to develop a variety of workshops and programs addressing suicide prevention, stress management, pre and post deployment support, financial management, comprehensive understanding of the basic principles of communication and personal behavior change.
* Ability to express oneself orally and in writing in a professional manner to deal with diversified groups, individuals and organizations, and to compose written reports and material clearly, concisely and effectively.
* Ability to work collaboratively with other agencies to establish positive relationships for the provision of Fleet and Family Support Center services.
* Ability to analyze program effectiveness through a variety of reports and study techniques including client critique forms.
* Ability to manage multiple priorities.
* Knowledge of Microsoft Office Suite software demonstrated ability to use software to prepare reports, enter data and provide nformation.
* Certification from the Association for Financial Counseling and Planning Education (AFCPE) is preferred but not required. If you are not currently certified, employer will cover all initial costs to receive this certification from an internationally-recognized and accredited program.
