Located in Germantown, MD Project Enhancement Corporation (PEC) is a technical services business focused on providing Project Management and specialized consulting services in the areas of nuclear safety, worker safety and health, emergency management, incident response, quality assurance, environment as well as materials and facilities disposition within the DOE/NNSA and commercial power industry.
NA-84 Policy Program Analyst
Location: DOE Forrestal Building, Washington, DC
This is an "on-site" position supporting the National Nuclear Security Administration (NNSA) Office of Nuclear Incident Response (NA-84) in the execution of the Policy and Plans program. This position also serves as an on-call member of Nuclear Emergency Support Team (NEST) with a primary response duty location at DOE Headquarters in Washington, DC (Forrestal Building).
Responsibilities:
  • Support the NA-84 Policy and Plans Program Manager execute core programmatic lines of effort to include Key Leader Engagement, Strategic Plans, Crisis Response Concept of Operations, and International Partnerships.
  • Provide policy support to inform nuclear incident response decisions, operations, and exercises.
  • Facilitate communication among Departments, Agencies and Programs regarding policies associated with the NA-84 and NEST mission space.
  • Maintain close working relationships with U.S. government interagency and international partners in support of both deliberate planning and crisis response.
  • Work with technical subject matter experts to integrate complex technical and policy topics into understandable, timely, and actionable decision support models.
  • Support the provision of policy guidance, interpretation, and execution to inform NEST Field Element and Home Team of operations and exercises involving full spectrum radiological or nuclear incident response.
  • Track Nuclear Incident Response Program issues that cross programmatic boundaries.
  • Coordinate and track multiple plans, policy, and program initiatives.
  • Identify and provide contextual feedback on the effects of policy decisions as they relate to other programs.
  • After receiving the appropriate training, serve "on-call" as a member of the NEST response team which may include after-hours, extended shifts, and weekends.
  • Maintain training and appropriate qualification standards associated with response team.
  • Domestic and International travel will be required to support policy development and to support integration of policy into related operations, exercises, training, and meetings. A current personal passport is required.
Required Qualifications:
  • Must be able to obtain a DOE "Q" clearance which requires an active "Q" or "TS" clearance. The candidate's written consent to conduct a background check to obtain a "Q" security clearance is required as a condition of employment.
  • This position may require successful completion of a counterintelligence-scope polygraph examination.
  • Ongoing tests for the absence of any illegal substances will be conducted as a requirement for access to DOE sites. The candidate's written consent to conduct such tests will be required as a condition of employment.
  • Must be able to obtain DOE Sensitive Compartmental Information (SCI) access.
  • Must be able to qualify as a Derivative Classifier (DC) in the appropriate subject matter areas within twelve months of employment.
  • Minimum Masters of International Affairs/Relations, Public/National Security Policy or similar field. May be substituted by a Bachelor of Science degree with 4 years of demonstrated experience in emergency management, crisis response, national security policy, public policy, or international relations.
  • Willingness to work in an environment that changes rapidly; must possess a mature approach to the personal interactions among internal and external partners.
  • Must be an independent self-starter, and dedicated problem solver, with excellent communication and organizational skills, and be comfortable working with a team of technical experts in varying fields related to nuclear incident response.
  • Must be able to present material in a senior leader environment, conversant with subject matter policy expertise, and be able to guide policy discussions.
  • Able to work after hours, extended shifts, and on weekends when required during emergency responses and exercises.
  • Able to lift 50 pounds, carry your own luggage, and walk up to a quarter of a mile to work locations.
Desired or Preferred Qualifications:
  • Experience with the National Security Council (NSC) policy making process; familiarity with NSM-2 and the NSC policy making process.
  • Experience with the US intelligence cycle, crisis response planning and operations, or other joint/interagency planning and operations.
  • Demonstrated experience with response operations involving the National Incident Command System and Incident Command Systems frameworks.
  • Familiarity with Nuclear Incident Response topics and/or NEST planning subject matter.
