The Purchasing Supervisor provides leadership to thePurchasing Agents through direct supervision and oversight of all purchasing activities toinclude fiduciary responsibility to all organizational departments to assure that the highest quality products arepurchased at the lowest possible cost. The incumbent in this position is responsible for assuring thepurchase and accounting of materials and equipment in support of Billings Clinic’s mission, vision and values;the Supply Chain Operations’ financial, operational and service goals; and patients’ needs. ThePurchasing Supervisor, in conjunction with the Director, optimizes and automates supply chain efficiency andprocesses to reduce the ongoing cost of business, improve communication, operational control andincrease reliability.

Essential Job Functions

•Supports and models behaviors consistent with themission and philosophy of Billings Clinic. Responsible for the promotion of,and adherence to, the elements of Billings Clinic’s Code of Business Conductand corporate compliance program as it relates to Supply Chain Operationsservices.
•Responsible for supervising the day-to-day activities ofthe Purchasing Agents. Establishes priorities and assigns workloads.Responsible for purchasing personnel management including recognition,counseling, disciplinary corrective actions, interviewing,orientation/training, and performance appraisals in conjunction with the DSCO.Conducts meetings, orientation/training sessions at least monthly to ensurepurchasing related operational efficiency/effectiveness. Maintains purchasingagent employee records in accordance with Human Resources and Supply ChainOperations standards. (Leadership, Day to Day Operations, Day to DayOperations), (Leadership, Day to Day Operations, Participates in HR Process)
•Under the direction of the DSCO, assists the SupplyChain Operations Value Analysis Team members and the Procurement Analyst withreview of all agreements. Identifies savings opportunities, benchmarks pricing,reviews contract specifications and recommends changes. Assists withdevelopment of bid specifications, obtains, and reviews bid documents andcompares the vendor bid versus the Group Purchasing Organization (GPO) baselineagreement. Audits all vendor contracts and reconciles pricing, discounts, andrebates. (Resource Management, Supply Chain, Contract Review &Negotiations)
•Acts as a liaison with other departmental staffconcerning purchasing and supply issues. Ensures integrity of capitalpurchasing and adherence to policy compliance. Provides advice concerning logisticalsupport and product flow. Participates in Billings Clinic committees asappropriate (i.e., Product Standards Committee, Capital Review Committee).(Resource Management, Supply Chain, Staff Liaison)
•Orchestrates in-house product availability as needed toensure no bedside outages of medical supplies. Plays a key role in ongoingreview of appropriateness of unit PAR levels. Identifies cost savingopportunities and communicates these to the DSCO. (Resource Management, SupplyChain, Just In Time Inventory)
•Participates in the development and oversight of thedepartment’s operating budget. Identifies budget variances and effectivelycommunicates these to the DSCO. (Resource Management, Department Planning,Participates in Dept. Operating Budget)
•Develops, recommends and implements purchasing policiesand procedures with the approval of the DSCO. Optimizes and automatespurchasing efficiency and processes to reduce the ongoing cost of business,improve communication, internal control and increase reliability.(Quality/Regulatory, Policies & Procedures, Responsible for PolicyDevelopment)
•Responsible for maintaining master files,troubleshooting problem scenarios. Coordinates with SCO Value Analysis DataCoordinator in the design, update, scheduling of upgrades and problemresolution of information systems utilized by Supply Chain OperationsDepartment. (Resource Management, Supply Chain, Information Systems)
•Maintains all records of purchasing and disposal for allequipment, according to recognized accounting principles and/or required bystate or federal law, rules, and regulations. (Resource Management, SupplyChain, Equipment Records)
•Effectively communicates to the DSCO instances in whicha manufacturer fails to meet quality standards and agreed upon deliveryexpectations. (Resource management, Vendors, Communication)
•Monitors purchasing and distribution activities anddemonstrates support for continuous quality improvement principles andtechniques to assess and improve processes, systems, and departmental/personnelperformance.
•Identifies needs and sets goals for personal growth anddevelopment; meets all mandatory Billings Clinic/departmental requirements.
•Maintains competency in all organizational, departmentaland outside agency environmental, employee or patient safety standards relevantto job performance.
•Performs other duties as assigned or needed to meet theneeds of the department/organization including providing back up to thepositions of Purchasing Agent.
