The first level of full management authority for a medical or health program or programs where team management is the primary duty. Depending on the size of the department or organization, has responsibility for one or more supervisors or associate managers with a subordinate team of individual contributors or direct supervision of an average-sized team. Develops and recommends budgets, including staffing, infrastructure and revenue or expense plans, and has authority to approve budgeted expenditures within established limits or oversight of an established budget portion; responsible for performance management, initiates employee disciplinary actions, including termination, and makes hiring and promotional decisions; and, with financial oversight, has authority to make job status recommendations for employees and fill approved job vacancies. As part of this role, the Health Program Coordinator provides therapy in the Integrated Behavioral Health Program. The Health Program Coordinator assists the manager and/or director of Psychiatric Services/Behavioral Health Clinic in providing leadership and management for the Integrated Behavioral Health Program (IBH). Responsibilities include communication and collaboration with department and regional IBH teams, and local/national consultants. The role provides education and advisement to existing and onboarding sites on IBH principles, protocols, and workflow. The Health Program Coordinator is responsible and accountable for the coordination of the Billings-area IBH operational and clinical activities. Responsibilities include, but are not limited to, clinical personnel selection, orientation/training, staff development/mentoring, scheduling, performance appraisals, coaching and counseling, disciplinary actions, clinical supervision, facilitating and coordinating IBH staff meetings on a regular basis, patient care delivery, provider relationships, intradepartmental and interdepartmental activities, quality control and process improvement activities, regulatory compliance and fiscal control. Assists the Outpatient Manager of Psychiatric Services with the assessment of performance in employee appraisals. Assists in the development of policies and procedures related to IBH. Utilizes current evidence-based practice to ensure effective therapy practice provision, care coordination and practice integration in the primary care setting.Under the direction of department leadership, the licensed clinical therapist provides services consisting of patient assessments, provision of brief interventional therapy (including crisis intervention), care coordination, and referral for ongoing therapy (if indicated) upon conclusion of IBH programming. The licensed clinical therapist is responsible for providing education addressing physical, psychosocial, financial, environmental and other needs of patients and families and/or significant others. Essential Job Functions

• Health Program Coordinator
Acts as a liaison between local behavioral health resources throughout the service region.
Assists in the development and coordination of IBH Programs at Billings Clinic and regional affiliates.
Directs the orientation and training of new staff and ensures the provision of ongoing education. Utilizes evidence-based practice supported by research.
Fosters an environment in which staff can realize personal and professional growth and development through active participation in program decisions.
Participates in short and long term planning for departmental functions, budgetary processes and fiscal control. Maximizes resources; anticipates and responds to the needs of the department.
Organizes ongoing communication with the interdisciplinary team regarding aspects of patient care and program functions.
• Licensed Clinical Therapist – Assessment and Intervention
Supports patients to ensure they can function to the best of their ability and maintain optimal health related to their medical condition. Provides education and information to patient’s identified support systems.
Utilizes interviews and patient record reviews to identify actual or potential barriers and care needs.
Discusses evaluations, treatment plans and goals with patients to enhance patient engagement.
Collaborates with the multidisciplinary team to identify needs of patients for therapeutic intervention.
• Licensed Clinical Therapist – Care Coordination
Provides information or referral for ongoing therapy, if indicated, to achieve continuity and quality of care.
Demonstrates and utilizes knowledge of services/resources related to the needs of specific patient populations. Demonstrates resourcefulness when collaborating with the interdisciplinary team.
Maintains current knowledge regarding insurance benefit reimbursement and community resources to meet the needs of internal and external customers.
• Licensed Clinical Therapist – Evaluation
Monitors the need for revisions in the plan of care and makes recommendations to the multidisciplinary team when indicated. Modifies treatment plans to reflect changes in patients’ status and needs.
Monitors, evaluates and documents patient progress related to the plan of care.
• Licensed Clinical Therapist – Documentation
Documents interventions in the medical record. Documentation is timely, reflects professional practice and is consistent with departmental/organizational policy.
• Safety/Quality Assurance/Risk Management
Participates in hospital/department programs to address and improve quality of care.
• Professional Accountabilities
Participates in continuing education, department planning, work teams and process improvement activities.
Adheres to department and organizational policies addressing confidentiality, infection control, patient rights, medical ethics, advance directives, disaster protocols and safety.
Demonstrates the ability to be flexible, open minded and adaptable to change.
Maintain competency in organizational and departmental policies/processes relevant to job performance.
