Description
POSITION SUMMARY
Directs, develops, and implements policies and procedures related to the inspection, preventive maintenance, and repair of assigned areas within the approximately 4.5 million square feet of Authority assets which include all bus garages, rail garages, and platforms. Plans and manages all projects, day-to-day operations, and all maintenance activities that reflect best practices and comply with applicable laws and policies to provide a safe, healthy, and clean facilities environment for all Authority staff, visitors, and customers.
Qualifications
PRIMARY RESPONSIBILITIES
Develops and implements facilities standards and improved work procedures and methods that meet department and Authority goals and objectives. Enforces code compliant standards. Sets standards for facility maintenance projects. Reviews progress, work methods, and compliance with contract specifications and related documents, safety regulations and regulatory agency requirements.
Oversees development of project plans for executing department goals and performance improvement. Conducts inspections of facilities to evaluate general appearance and equipment, reviews work methods and performance, and determine compliance with applicable CTA policies, goals and objectives, as directed by the Vice President. Identifies opportunities for improving service delivery methods and procedures. Reviews with appropriate management staff and coordinates plans to successfully implement improvements.
Develops, leads, and provides strategic oversight for Facilities Maintenance department budget, goals, and objectives. o Develops department initiatives and oversees project coordination. o Plans and finalizes annual budgets and project cost estimates, performs project budget planning and implementation, and identifies progress or negative variances and takes appropriate actions. o Identifies and provides recommendations for areas of improvement within the Facilities Maintenance Services department. o Oversees development of project plans for executing department goals and performance improvement.
Disseminates work order requests, provides scheduling and rotation of work force based on immediate needs, and evaluates and coordinates responses to any emergency situation that arises around the clock. o Monitors work flow, reviews, and evaluate work products, methods and procedures, and meets with staff to identify and resolve problems. o Directs, coordinates, and reviews work plans for assigned structures maintenance, inspection and repair services and activities on assigned shift; assigns work activities and projects.
Oversees the day-to-day functions of the department. o Oversees operational and administrative activities. o Leads bi-monthly leadership meetings with the trades, foreman, and senior managers to remain updated in all activities and operations. o Reviews reports and status updates from subordinate staff o Represents the Authority at meetings with vendors, contractors, and municipal agencies.
Oversees staff development to ensure proper training and knowledge is attained to perform effective and safe work functions. o Reviews training session material and training bulletins for staff in proper maintenance and preventative procedures and techniques to ensure they meet Authority standards and industry best practices. o Approves updates to work processes and process improvements and identifies opportunities to increase efficiencies and safety. o Reviews all relevant performance and productivity reports, sets goals for staff, and executes performance improvement plans. o Approves corrective action/discipline in accordance with the current Corrective Action Guidelines. o Oversees the dissemination of departmental bulletins and ensures they are understood and adhered to by all employees.
Directs the development and administration of Facilities Maintenance Services programs, policies, goals, and objectives. Establishes plans and implements department priorities, goals, and campaigns that meet Authority objectives and comply with safety and engineering policies and regulations.
Hires, trains, develops, monitors, and evaluates staff. Reviews and recommends personnel actions for approval.
Performs related duties as assigned.
CHALLENGES
• Keeping abreast of Authority standards and industry best practices in ensuring facilities are kept in a clean, safe, and functional manner.
• Designing maintenance programs and initiatives that ensure efficiency and budget consciousness.
• Dealing with stress due to "24-hour on call" nature of the job.
EDUCATION/EXPERIENCE REQUIREMENTS
• Bachelor's degree in Operations, Management, Business, or a related technical field, plus seven (7) years of maintenance or operations experience, of which three (3) years is in a management or supervisory role.
• A combination of education and experience relating to this position, including any relevant military experience, may be substituted in place of the above mentioned requirements.
• Training, apprenticeships, or work experience in construction trades preferred.
• Must possess a valid State of Illinois driver's license.
• Required to complete and maintain CTA Rail Safety certification training.
PHYSICAL REQUIREMENTS
• Requires stooping, bending, kneeling, standing, walking, and climbing.
• Requires remaining in a stationary position for extended periods of time and constantly operating a computer and other office productivity machinery.
KNOWLEDGE, SKILLS, AND ABILITIES
• Detailed knowledge of applicable federal, state, and local laws and regulations.
• Detailed knowledge of the principles and practices in program development and administration.
• Detailed knowledge of budget management practices.
• Detailed knowledge of occupational hazards and safety practices.
• Detailed knowledge of the practices and procedures in facility maintenance and upkeep.
• Working knowledge of building construction principles and practices including familiarity with plumbing, building, electrical, and mechanical trades.
• Working knowledge of the principles and practices in record keeping and management.
• Strong project management skills.
• Strong leadership skills.
• Strong oral and communication skills.
• Strong interpersonal skills.
• Strong organizational skills and attention to detail.
• Ability to establish and maintain good working relationships with departmental staff, management, vendors, outside agencies, community groups, and the general public.
WORKING CONDITIONS
• General office environment.
• Subject to normal garage and shop working conditions such as noise, dust, grease, moving vehicles, etc. when visiting field locations.
• Travels to various field locations and exposed to prevailing weather conditions.
• On call 24 hours a day, seven days a week and required to carry a CTA issued phone.
• This position is considered a "C-List" position under the "Revolving Door" prohibition within the State Officials and Employees Act (5 ILCS 430/5-45), which contains a number of post-employment restrictions CTA employees in C-list designated positions must follow. Among other requirements listed in this statute, CTA employees in C-list designated positions are required to follow State notification procedures to the Office of the Executive Inspector General prior to acceptance of any applicable non-State employment or may be fined significant penalties.

• Standard office equipment.

Additional Details

Final salary will be determined in part by the qualifications of the selected candidate and may be higher or lower than target.
