Berkeley County Commission is Hiring a Building Plans Examiner Near Martinsburg, WV

GENERAL DEFINITION OF WORK:

Responsible for reviewing both residential and commercial permit applications and construction documents for compliance with state building codes, ordinances, fire protection codes, and ADA requirements. This position provides assistance to the Residential Plans Examiner, Building Inspectors, and Permit Technicians as needed.

ESSENTIAL FUNCTIONS AND DUTIES:

  • Review applications for permits for commercial and residential projects for compliance with state and local codes and ordinances, including written comments and responses.
  • Answer questions and assist design professionals, architects and engineers and the general public by phone or by meetings with regard to code requirements and solutions to specific problems.
  • Assist and direct department personnel in the resolution of problems and questions concerning code related issues and permit applications.
  • Coordinate and conduct preliminary review of new commercial and residential projects with other agencies (Fire Marshal’s Office, Planning, Health Department, etc.) in order to eliminate confusion and expedite review requirements.
  • Assist and direct department personnel with regard to problems or questions concerning code issues and problems that are encountered in the field and the office and provide solutions to these problems.
  • Coordinate and conduct preliminary and final review of new projects, either in the office or at job locations, with other agencies (Fire Marshal, Health Department, etc.) in order to eliminate confusion and expedite review requirements.
  • Train department personnel with regard to code requirements and issues.
  • Assist, recommend, and verify code requirements and issues with the County Engineer to clarify and substantiate any question they may have.
  • Troubleshoot problems in the field to assist the inspector with problem assignments.
  • Cover other Inspector’s areas in their absence.
  • Document results of inspections into the computer system.
  • Attend required continuing education courses on a regular basis, such as, building code and new product seminars.
  • Investigate complaints of violations of codes and ordinances and prepare notice of violation letters.
  • Performs related work as required.

QUALIFICATIONS AND REQUIREMENTS:

  • High school diploma or GED certificate.
  • Advanced technical school training as an electrician, plumber, HVAC tradesman, etc.
  • Combination 1 & 2 Family Dwelling Inspector (includes plumbing/mechanical) required.
  • Combination Commercial Building Inspector (including plumbing/mechanical) required.
  • Building Plans Examiner certified.

**Comparable training and experience may be substituted for the minimum qualifications**

KNOWLEDGE, SKILLS AND ABILITIES:

  • Thorough knowledge of building, plumbing, mechanical, energy, fire, ADA, and related state and federal regulations.
  • Ability to read and interpret plans and specifications.
  • Ability to communicate building regulations to architects and engineers.
  • Knowledge of structural principles and general building practices.
  • Ability to communicate effectively, both oral and written.
  • Possess basic computer skills, with a working knowledge of Microsoft office software.
  • Ability to multi-task with little or no difficulty.

PHYSICAL REQUIREMENTS:

Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact as normally defined by the ability to see, read, talk, hear, handle or feel objects and controls. Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to a, personal computer, calculator, copier, and fax machine. Some standing, walking, moving, climbing, carrying, bending, kneeling, crawling, reaching, and handling, pushing, and pulling. Ability to complete field inspections when necessary.

SPECIAL REQUIREMENTS:

  • Possession of a valid Driver's License.
  • Some schedule flexibility will be required occasionally.
