SUMMARY

Bering Straits Native Corporation (Company) is currently seeking a qualified Contracts Administrator, located in Belcamp, Maryland. This is a fulltime regular position with the possibility of a hybrid schedule allowing the right candidate to work in the office at least three days per week and work from home up to two days per week. A minimum of two weeks’ onsite training at Company’s corporate headquarters in Anchorage, Alaska is mandatory.

This position is responsible for preparing and administering contractual agreements, related data and deliverables in an organized manner for Company and its subsidiaries involved in the performance of federal government and commercial projects in a variety of business lines, including but not limited to construction, security services, logistics, facility O&M, IT/ administration services, environmental remediation, telecommunications, and procurement. The Contracts Administrator is responsible for preparing non-disclosure agreements, teaming agreements, subcontracts and other formal documents for a variety of project types. This is a direct report to the Director of Contracts and Legal Administration but may also be tasked with providing technical advice and contract documentation support to Business Development, Legal, Operations, Accounting, and other departments. Individual may also assist with contract auditing, and compliance analyses.

Responsibilities

ESSENTIAL DUTIES & RESPONSIBILITIES

The Essential Duties and Responsibilities are intended to present a descriptive list of the range of duties performed for this position and are not intended to reflect all duties performed within the job. Other duties may be assigned.

  • Provides day-to-day contract administration for federal contracts, subcontracts, non-disclosure agreements, teaming agreements, and other formal documents for a variety of project types as assigned.
  • Prepares and negotiates subcontracts and other contract agreements in accordance with the Company’s policies and procedures, including coordination between executive management, counsel, subcontractors, consultants, and customers to execute contracts that effectively manage risk for the Company.
  • Maintains current contract and subcontract information in the Company’s Contract Management system in accordance with Company policies and procedures.
  • Maintains contracts, subcontracts, and related files/records in a central repository of record in accordance with Company policies and procedures. These files must be maintained for audit review.
  • Updates contract files when the parties sign change orders or modifications, and preserves critical communications concerning disputes, deliveries, claims, changes, or performance issues.
  • Prepares and disseminates information regarding contract status, compliance, modification, and termination to legal counsel. Notifies management team of executed changes.
  • Participates in audits of contracts for compliance with internal controls and procedures, the FAR, Government regulations, and state law.
  • Ensures all compliance reports are submitted or dispatched accurately and timely in accordance with contract and corporate requirements.
  • Dispatches contract information to department representatives as needed to support procedural requirements. Maintains logs to track disposition of information and maintain complete files.
  • Maintains and updates contractor manpower reporting in the System for Award Management (SAM) for assigned subsidiaries.
  • Works with the corporate Legal department as well as the Business Development/Operations Groups to structure contracts that effectively manage risk for the company.
  • Corresponds with internal and external customers. This includes working with customers to coordinate modifications and working with Finance/Accounting department to ensure there is adequate funding for incrementally funded projects.
  • Coordinates contract administration between executive management, attorney, subcontractors, consultants and customers.
  • Manages and updates BSNC’s standard operating procedures for contract administration in coordination with the Director of Contracts/Legal Administration or General Counsel.
  • Other duties as assigned.

Qualifications

QUALIFICATIONS - EXPERIENCE, EDUCATION AND CERTIFICATION

Required (Minimum Necessary) Qualifications (applies to both this section and KSAO’s)

  • Must be proficient with the application and knowledge of the FAR, DFARS, Service Contract Act, Davis Bacon Act, GSA schedules, and various contract types.
  • Minimum 4-6 years’ experience with contract administration, compliance, purchasing or related field, preferably in support of federal government construction and/or services contracts.
  • Excellent Proficiency with Microsoft Software Suite (Word, Excel, Sharepoint, and PowerPoint).
  • Possess a strong desire to expand responsibility and increase experience and knowledge through continuing education. BSNC will work with the appropriate candidate to grow his/her experience and knowledge.

Knowledge, Skills, Abilities, and Other Characteristics

  • Knowledge of business and management principles involved in contract formation, government contracting processes, such as solicitation, source selection, purchasing, contract administration, and closeout.
  • Able to interpret the FAR, standard contract terms and conditions, contract parts and organization, prime-sub arrangements, and supplier sales forms.
  • Knowledgeable in commercial contracts principles including Uniform Commercial Code, master agreements, and other standard forms.
  • Ability to work independently, collaboratively, and apply sound judgment and reasoning skills to a variety of situations, multi-task and collaborate effectively with other personnel to meet deadlines.
  • Verbal and written communication, attention to detail, organizational skills, and familiarity with contracts and compliance concepts. Able to work with lengthy documents within critical deadlines. Candidate must be capable of identifying potential contractual problem areas early on, assessing alternate courses of corrective action and recommending satisfactory solutions.

Preferred

  • Bachelor’s degree in the field of Business, Accounting or Legal process preferred.
  • Involvement with Department of Defense projects is a plus.

DOT COVERED/SAFETY-SENSITIVE ROLE REQUIREMENTS

  • This position is not subject to federal requirements regarding Department of Transportation “safety-sensitive” functions.

WORK ENVIRONMENT

Work Environment characteristics described here are representative of those that must be borne by an employee to successfully perform the essential functions of this job.

Job is performed in an office setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse, and multi-line telephone system. The work described herein is primarily a modern office setting. Occasional travel may be required.

SUPERVISORY RESPONSIBILITIES

  • No supervisory responsibilities.

ADDITIONAL QUALIFYING FACTORS

As a condition of employment, you will be required to pass a pre-employment drug screening and have acceptable background check results. If applicable to the contract, you must also obtain the appropriate clearance levels required and be able to obtain access to military installations.
