About the job :

The purpose of the Bend Parks and Recreation Centers is to provide a comprehensive aquatic and fitness programs, enrichment programs and social opportunities to meet the needs and interests for the community both today and in the future.

The Recreation Center Supervisor is charged with overseeing programs, services and operations through the leadership, coordination and supervision of the Facility Shift Lead staff as part of a highly collaborative and innovative Recreation Facilities Leadership team.

The position is responsible for coordinating with aquatic and fitness, enrichment staff, customer service and maintenance staff facility operations to assure operations meet high customer expectations and health and safety expectations.

The Recreation Facilities Leadership team is charged with leading the field in delivering aquatics, fitness, wellness, enrichment programs , special events and social opportunities for the residents and guests of Bend.

The position involves supervising and managing all aspects of the day to day activities providing leadership for daily operations including activities, program, staff, training, budget, partnerships, and responding to community and user expectations.

A day in the life :

Duties may include but are not limited to the following :

Personnel Management & Oversight

  • Manage and oversee all personnel matters according to established policies and procedures including hiring, training, supervision, performance management up to and including discharge, personnel development setting targets and goals, evaluation of staff and volunteers.
  • Develop and maintain a proactive internal work ethic, internal customer service focus and a team driven work environment to include professional development, training and communication at all levels.
  • Staff scheduling, time and attendance review, including management of leave requests and time entry approval.
  • Regularly serves as Facility Shift Lead.

Program Planning & Scheduling

  • Lead and oversee the development, implementation and evaluation of specific programs and services to meet the needs and desires of the Bend Community, including playing a leadership role in enhancing programs currently offered at the Juniper Swim & Fitness Center and the Larkspur Community Center-Home of the Bend Senior Center to complement and enhance services.
  • Instructs and leads programs and activities as required.
  • Work with program supervisors to ensure an accurate and efficient pool block and fitness schedule and staffing protocol to best utilize spaces for the greatest community benefit, including strong relationships and scheduling with partner organizations, rentals, and other groups with efficient billing and ongoing communications to prioritize facility use.
  • Identify and respond to community needs, program trends and District strategic programming and outreach goals.
  • Work collaboratively with Recreation Facilities Manager to communicate market and promote facility and programs, coordinate and oversee special events and community engagement opportunities in accordance with the Program Delivery Strategy, the BPRD Strategic Pan, and Comprehensive Plans, such as Latino programming, teen and family outreach to underrepresented residents.
  • Ensures facility schedules, rental requests and schedules and in-house marketing materials and other public information and communications are accurate and responsive.

Facility Operations

  • Coordinate with the necessary facility programs and aquatic and facility maintenance functions while working closely with the Customer Service Representatives, Recreation Facility Shift Leads, Aquatics and Fitness teams to assure operations meet health and safety expectations.
  • Supervise and support Facility Shift Lead staff throughout day. Oversee daily operations at the facility and provide support where it is needed.
  • Leads and Directs Emergency Action Plan, training and compliance with all Public health and safety Codes and operational procedures.
  • Responds to staff and public questions, concerns, requests regarding facility quickly and efficiently.
  • Monitor maintenance and operational conditions to mitigate risk both to resources and occupants.
  • Stay up to date with Fitness and Aquatics trends and best practices by participating in the ORPA Aquatics Section and other regional and National organizations.
  • Maintains required records including facility use, attendance, operating records, chem logs, safety, staff training, etc.
  • Identifies and prioritizes facility maintenance and works with maintenance staff and facility staff to meet needs and to ensure facility maintenance and that all pool public health codes and requirements are consistently maintained.
  • Implements and monitors facility budget; works with Rec Manager on budget development.

Community Relations / Partnerships & Collaborations

  • Initiate and nurture ongoing healthy work relationships with community partners and the public, answering general inquiries, responding to concerns and capitalizing on opportunities to collaborate.
  • Serve or participate on community and District committees as assigned.
  • Ongoing outreach and interactions with community members, groups and organizations.
  • Coordinate and oversee facility use agreements with schools, clubs, private parties and other non-district user groups, independent contractors, vendors, etc.

Fiscal and Organization Management

  • Assist in the development and management of budgets and monitor and ensure financial performance.
  • Oversee contractual agreements with user groups, independent contractors, vendors, etc.
  • Ensure compliance with safety, health, personnel, industry and other regulations, including maintaining appropriate records and documentation.
  • Purchase facility equipment and supplies in accordance with established policies and procedures and make recommendations for larger purchases.

Marketing & Outreach

  • Work closely with Community Relations and the District Marketing & Technology Managers & Coordinators to create and distribute promotional materials such as accurate online schedules, newsletter(s), flyers, social media content, and electronic schedule board.
  • Provide ongoing promotion of LCC / JSFC and BPRD programs and special events, as well as, maintaining a strong communications strategy with all partner organizations to protect the Juniper experience.
  • Play a leadership role in the development of assigned PlayBook sections, RecTrac entries, website pages, and online calendars.
  • Works collaboratively with Marketing Manager to develop facility marketing strategy.

REQUIREMENTS :

Strong Knowledge of :

Recreation facility management, including aquatic and fitness facility operations and risk management. Community recreation programming with an emphasis on aquatic and fitness programming, including assessing needs, designing and evaluating programs and services, and staff planning, supervision and development.

Ability and skill to :

Provide strong leadership and supervision for staff and facility; deploy excellent planning, organization, analytical and problem solving skills;

demonstrate excellent oral and written communication skills; role model exceptional customer service. Exercise independent judgment and decision making, including the ability to make sound decisions under pressure and manage emergency situations.

Communicate effectively and work collaboratively with others to meet facility needs and goals. Skilled in the use of computers, including MS office applications.

Exceptional ability to work cooperatively with others and create a positive, constructive relationship with staff and the general public.

EXPERIENCE AND TRAINING :

  • Bachelor’s degree in a related field; AND
  • Three (3) years of experience in a similar classification and / or performing similar tasks; AND
  • Two (2) years of supervisory experience; OR
  • Any satisfactory combination of education, experience and training.

LICENSE AND CERTIFICATION :

  • Must possess or obtain within 30 days of hire a valid First Aid / CPR Certification for Professional Rescuer.
  • Other licenses and certifications may be required depending on specific facility assignment (example : Lifeguard certification, Aquatic Facility Operator certification, Ice Maintenance, etc.)
  • Some positions may require possession of, or ability to obtain valid Oregon driver’s license within 30 days with an acceptable driving history as defined by district driving policy.

Position Specific Requirement :

This position may require reporting to additional sites throughout the workday, typically achieved in a motor vehicle OR other modes of transportation.

If choosing a personal vehicle, possession of, or ability to obtain valid Oregon driver’s license within 30 days with an acceptable driving history as defined by district driving policy.

If you do not have a driver’s license or have an unacceptable driving history, it does not disqualify you from this position, only from driving a vehicle for district business.
