This position is paid through ESSER Grant Funding and is funded through the end of the 2022-2023 school year. This position expires on September 30, 2023 (or for as long as we have federal emergency relief funds to support this grant administration position whichever comes first)

PRIMARY PURPOSE:

Assists departmental and campus staff with procedures, documentation, and investigations of residence verification, enrollment/student recovery, attendance, truancy, and other related issues. Works with campus personnel in interpreting and enforcing compulsory attendance laws and resolving truancy, excessive absences, and tardiness problems.

QUALIFICATIONS:

Education/Certification:

  • High School diploma or GED
  • Valid driver’s license, automobile insurance, and privately owned vehicle

Special Knowledge/Skills:

  • Awareness of and ability to access community resources
  • Ability to represent the school district on legal matters pertaining to compulsory attendance laws
  • Knowledge of Texas Public School Residency Requirements
  • Knowledge of Texas and Local Compulsory Attendance and Enrollment Policies Laws and Requirements
  • Knowledge of prevention and intervention strategies for truancy, gang involvement, and other related issues
  • Ability to travel to conduct home visits and visit sites where truant students have been reported to the District
  • Strong consultation skills for conferencing with parents, students, staff, and outside agencies.
  • Excellent case management, organizational and interpersonal skills

Experience:

  • Two years working in compliance, law enforcement, social work, or with children or adults in a leadership role.

MAJOR RESPONSIBILITIES AND DUTIES:

Program Management

  1. Assists in enforcing residency, enrollment/student recovery, anti-truancy, and related compliance policies and administrative procedures.
  2. Assists in providing trainings and conducting conferences to ensure district compliance with State and District Residence, Enrollment/Student Recovery, Anti-Truancy, and related requirements.
  3. Carries out necessary procedures and protocols to ensure compliance with federal and state mandates.
  4. Serves as liaison between Central Office and campus staff in the communication of residence, enrollment/student recovery, anti-truancy, and other related compliance mandates.
  5. Maintain contact and act as liaison to local law enforcement agencies and courts in the area of student truancy.

Enforcement

  1. Investigates, interviews, and assesses residence, enrollment/student recovery, anti-truancy, and related issues.
  2. Investigate cases of unexcused and excessive absences, tardies, and enforce provisions of compulsory attendance laws.
  3. Issue warnings; file complaints against student, parents, or individuals with parental control in accordance with compulsory attendance laws, Texas Education Code, and board policy; and refer to appropriate court.
  4. Interpret and communicate compulsory attendance laws and school policy to parents and students.
  5. Serve as representative for the school district in court hearings resulting from attendance problems.
  6. Investigate cases of suspected drop out; retrieve textbooks and school property.
  7. Confer regularly with district and campus staff to identify problems of tardiness, attendance, and student truancy.
  8. Conduct home visits and parent conferences on student truancy and attendance problems.

Administration

  1. Compile, maintain, and file all physical and computerized reports, records, and other documents required, including records of all cases investigated and report required the commissioner of education.
  2. Performs data entry of all necessary PEIMS coding related to residency, truancy, etc.,

Communication and Community Relations

  1. Maintain a positive and effective relationship with supervisors.
  2. Communicate effectively with colleagues, students, and parents.
  3. Communicates and monitors compliance of educational services across the district.
  4. Articulates to the general public the school district’s mission and objectives and the ways that mandates support these directions.

Policy, Reports, and Law

  1. Enforces and complies with policies established by federal and state laws, State Board of Education rule, and local board policy.

  1. Attends workshops and trainings, as assigned, to keep abreast of the latest federal and state mandates.
  2. Participates in professional development to improve skills related to job assignment.
