DESCRIPTION:

The Regulatory Specialist will be a key member of the Beacon Regulatory and Operations team reporting to the Manager of Regulatory Affairs and working closely with all Company departments to ensure timely compliance and accuracy with all BSEE and BOEM documentation. In this position, the Regulatory Specialist will also be responsible for preparing and executing production-related permits and serve as the production operations regulatory focal point for BOE with BSEE.

ROLE AND RESPONSIBILITIES:

  • Serve as a regulatory focal point for Beacon Offshore Energy in its interaction with Bureau of Safety and Environmental Enforcement (BSEE) personnel for production-related activity
  • Prepare and execute production-related permitting and reporting functions required by regulation
  • Assist in the preparation, development, and submission of production-related information to regulatory agencies as required in a timely manner
  • Provide guidance and/or clarification on production-related regulations to BOE production engineering personnel
  • Other duties as assigned by supervisor

QUALIFICATIONS:

  • 5-10 years of corresponding oil and gas production operations experience, with an emphasis on the deepwater environment
  • Possess knowledge of offshore regulatory requirements (BSEE, BOEM, EPA, USCG)
  • Possess experience with BSEE / BOEM / EPA / USCG reporting requirements
  • Possess proven knowledge of all production-related regulations
  • Possess strong working relationship and familiarity with appropriate BSEE personnel
  • Experience with pipeline permits and reports / structure permits and reports / surface commingling and measurement / facility safety systems / resource conservation requests and reports / well casing pressure requests and other production-related permitting and reporting functions and associated supporting documentation is required
  • Ancillary duties such as incident reporting and well control equipment failure reporting will be assigned
  • Working experience / knowledge of federal well operations regulations is preferred
  • Excellent computer, organizational, and communication skills (verbal and written), including extensive knowledge of BSEE’s automated permitting and reporting systems (eWell / TIMSWeb)
  • Strong organizational and process management skills, with critical attention to detail
  • Must be a self-starter and able to work independently in an office environment
  • Possess a strong work ethic and a positive attitude suited to work in a dynamic, fast-paced environment
  • Ability to prioritize deliverables and flexibility to work hours needed to meet demanding deadlines, including the ability to manage critical well-related activity after hours, if necessary
