General Summary:
As an experienced member of the Bayhealth Public Safety Team this incumbent is responsible to ensure the security, safety, and well-being of all Bayhealth Properties and individuals therein. The purpose of this job is to safeguard Bayhealth properties, staff, patients and visitors on Bayhealth’s premises and at specified Bayhealth authorized functions. Constables shall have certain, limited law enforcement powers as necessary to carry out those duties specifically required by Bayhealth. Bayhealth has authorized those employed in this position to fulfill these requirements only while on Bayhealth property or acting in an official capacity representing a Bayhealth job function.
Constables are responsible for the protection of life and property, prevention of crime, and apprehension of identified criminals. They execute all lawful orders, warrants and other processes directed to the constables by any Court or Judge of the State of Delaware. They will assist other local Law Enforcement Agencies when needed on Bayhealth controlled properties.
Reporting to a Public Safety Supervisor the Constable is responsible for ensuring a peaceful environment for employees, patients and visitors at Bayhealth by providing service of the highest quality, which optimizes our patient’s healthcare experience. In addition to requirements outlined in the Security Officer position the constables will transport psychiatric patients, man the Public Safety Control Desk, fill in as Officer in Charge as needed, and become primarily responsible for the detention of individuals committing crimes on the property.
Responsibilities:
1. Maintains established departmental policies and procedures, objectives, quality assurance program and safety standards.
2. Works to build a cooperative and proactive department using current law enforcement, security, and crime prevention techniques and technology. Builds and maintains relationships with hospital staff and local emergency responders.
3. Patrols medical center buildings and premises to observe for unsafe conditions like fire, theft, vandalism, and intruders. Secures and unlocks facilities.
4. Monitors conduct of visitors and persons on medical center premises engages and interacts with unauthorized persons for questioning as needed.
5. Responds to, intervenes in, and documents safety and security incidents.
6. . Escorts personnel to parking lots and medical center buildings. Responds to inquiries for assistance from medical center personnel, students, and visitors.
7. Observe and recognize suspicious behavior of individuals, which may indicate involvement in criminal offenses, stopping and interviewing a suspicious person, and successfully completing field interview cards.
8. . Query, when appropriate, individuals through Delaware Justice Information System and National Criminal Information Center for wants and warrants and take appropriate action when necessary. Serve outstanding subpoenas and warrants as required.
9. Make detentions using the appropriate level of force in accordance with the Bayhealth Use of Force Policy.
10. Perform searches of people, arrestees, vehicles, buildings and outdoor areas. Searches of persons and non-Bayhealth vehicles will require either consent, reasonable suspicion for weapons or probably cause for contraband.
11. Manage crime scene. Preserve evidence, secure areas, interview witnesses, obtain written statements, complete reports, and conduct other investigative work when appropriate. Investigate and interview arrestee, properly completing filling out the necessary paperwork as required by the state court system and departmental guidelines.
12. Follow the instructions of the Public Safety Leaders and keep the on-duty leader informed of any unusual circumstances. The Public Safety Leader will be notified before any outside law enforcement agency is contacted.
13. Complete and fill out the required reports on all incidents responded to.
14. Notify the full service police agency which has primary law enforcement jurisdiction in every instance in which a custodial detention or arrest is initiated.
15. Responsible for training new Security Officers.
16. Must be able to successfully complete all required departmental training programs within required time frames. Training includes but is not limited to: Handcuffing Certification, Oleoresin Capsicum Certification, NAPPI De-Escalation Training, and IAHSS Certifications.
17. Must possess and maintain a Constable Commission with the State of Delaware.
18. All other duties as assigned within the scope and range of job responsibilities
