Bay Area Traffic Solutions is Hiring a Director of Safety Compliance and Training Near Fremont, CA

FLSA: Exempt

POSITION SUMMARY:

We are looking for a Director Level Leader to lead the Safety & Training Department. The position will work primarily out of our Fremont headquarters and make trips out to our Northern California offices/locations.

The Director will be responsible for all areas of training, which most importantly includes curriculum development, the training and development of our Traffic Control Technicians. Traffic Control Technician Training includes: ATSSA Flagging, ATSSA Traffic Control Technician (TCT), ATSSA Traffic Control Supervisor (TCS), and various other training programs such as Safe Driving. Traffic Control Technicians are members of the Union, so City Rise is able conduct training in-house and also partners with the Union to hold trainings.

The Director also oversees all Safety areas, which includes, but is not limited to, situations such as work-site traffic accidents, work-site employee injuries, and driving/equipment incidents. The Director will also oversee the company’s Injury and Illness Prevention Plan (IIPP), ISN Safety Reporting, and ensure compliance with OSHA standards.

POSITION DUTIES:

Essential Functions:

Training

  • Develops and executes City Rise training strategy – including working with stakeholders to determine training needs and priorities and provides appropriate training to meet those learning needs.
  • Develop training materials in collaboration with subject matter experts for existing employees, ensuring all aspects of job responsibilities and expectations are met to improve efficiency, effectiveness, and compliance.
  • Monitors effectiveness of training to ensure what is taught is delivering the desired results. Develops and monitors KPIs to assess training effectiveness and skill gaps analysis.
  • Develop and manage Training Department structure and its personnel. Hire, develop, mentor, and oversee direct reports.
  • Works with the Union to direct Traffic Control Technicians for Union lead trainings.
  • Purchases training content which are conducted in-house or online and are engaging and effective.
  • Creates in-house training content which is conducted in-house or online. Content will be delivered in person as well as delivered and administered online through our Learning Management System (LMS).
  • Maintain and improve current LMS processes and end user experience.
  • Maintain and Administer the Learning Management System and well as obtaining reports and interpreting the data of the reports.
  • Monitors Training Certifications and ensures compliance.
  • Oversees the creation and delivery of training content.
  • Coordinates with Operations Field Dept. to develop Training Programs. Go onsite to active worksites to visually inspect training effectiveness.

Safety and Compliance

  • Administers and manages all aspects of the Injury and Illness Prevention Plan (IIPP) adhering to standards and keeping Company complaint with all state and federal laws, as well as industry standards based on (American Traffic Safety Services Association) ATSSA guidelines as well as customer requirements.
  • The Safety department is the first point of contact for all worksite accidents and for all employee injuries.
  • Ensures employees are supported throughout their injury to support their return to work.
  • Manages and partners with Human Resource on all injuries and their related Worker’s Compensation claims, modified duty program, and is actively involved in the WC Claims process.
  • Investigates all injuries and performs required documentation as well as root-cause analysis to prevent reoccurrence, if possible.
  • The Safety department is the first of contact for Customer inquiries relating to safety and training and manages Safety Portal Reporting process as required (ISNetworld and Aveta).
  • Ensures compliance with OSHA/CalOSHA requirements including filing logs, reports, primary point of contact with OSHA inspectors, customer Safety administrators and all agency representatives.
  • Develops and administers COVID safety programs, and other communicable diseases in close coordination with Human Resource Dept.
  • Maintains Facility Safety Programs (quarterly fire drills; point of contact with fire department).
  • Work closely with facilities department to enhance the safety and productivity of the work environments by providing ergonomic solutions for office administration.
  • Develops and maintains related records and reports of observations, recommendations, and implementation procedures.
  • Provides training as needed to employees regarding proper body positioning, movement standards, and other injury prevention techniques.
  • Develops and maintains Emergency Management and evacuation plan and Work Violence Prevention Plan.
  • Is the company go to person for safety law and compliance requirements.
  • Proactively implements new policy changes/requirements.
  • Other duties as assigned.

SKILLS AND ABILITIES:

  • Strong interpersonal skills. Able to excel as part of cross functional teams. Able to influence others, even in situations where others do not report to you.
  • Strong writing and investigation skills, ability to clearly and concisely articulate details.
  • Ability to multitask, manage and prioritize amongst multiple items and handle multiple priorities.
  • Ability to organize conduct and perform trainings, speak to large groups, and facilitate or lead investigations.
  • Ability to exercise discretion regarding confidential and sensitive information.
  • Valid CA Driver’s License required with a clean driving record.
  • Technical Skills: Proficient with computers and online software programs. Strong proficiency in Learning Management Systems, Strong working proficiency with Microsoft Office suite: Email, Calendar, Word, Excel, PowerPoint; Adobe PDF, online safety databases.

EDUCATION AND EXPERIENCE:

  • Degree or Certification in Occupational Safety & Health required: Construction Health & Safety Technician (CHST), Certified Safety Professional (CSP), or Associate Safety Professional (ASP) required.
  • Minimum 7 years of relevant work experience with at least 3 years at the level of Manager or Director in Construction Industry.
  • Certified ATSSA Trainer for Flagger, TCT, TCS highly desired.
  • Experience within Construction Industry required.
  • Traffic Control industry experience highly desired.
  • Experience designing and implementing programs and initiatives from needs assessment through delivery, required.
  • Minimum 5 years managing others: performance reviews, employee development, KPI’s, SMART goals, and goal setting.
  • Demonstrated knowledge of state and federal agency guidelines and compliance including Occupational Health and Safety/CalOSHA, Department of Transportation, and Department of Industrial Relations.
  • Experienced in performing safety training and leading investigations.
  • Demonstrated knowledge of state and federal agency guidelines and compliance including Occupational Health and Safety/CalOSHA, Department of Transportation, and Department of Industrial Relations.
  • Strong project management, writing, and research skills.
  • Spanish speaker highly desired.

PHYSICAL REQUIREMENTS:

  • Prolonged periods sitting at a desk and working on a computer.
  • Occasional lifting of 50 lbs.
