The Director of Facilities is responsible for providing all staff and residents with a comfortable environment that is safe, sanitary, and well-functioning as well as ensuring that Agency assets are being managed in an efficient and cost-effective manner. This position is responsible for the oversight and management of all properties owned and maintained by Bath Housing, the Maintenance functions of Comfortably Home and Quality Control inspections for the voucher program. The Director of Facilities is a key member of the senior leadership team that provides strategic and operational guidance for the organization in addition to leading and developing team members. The Director works within a progressive team environment to develop and create strong, long-lasting relationships with employees, vendors, and residents.
ESSENTIAL JOB FUNCTIONS
Preventative, Ongoing, and Capital Maintenance Oversight
· Organize and implement a program of preventive maintenance for all buildings and equipment to ensure that all buildings, systems, and equipment are maintained in good working order. Use monthly variance report for tracking and adjustments.
· Assign work to maintenance team members, including the development and implementation of processes for work order fulfillment, on-call assignments, and unit turnovers. Ensure accountability within the department.
· Respond to after-hours emergency situations as required such as fires, floods, and disasters.
· Develop and implements processes related to key maintenance and distribution.
· Develop and implement supply ordering and inventory system.
· Conduct regular walkabouts of all buildings, grounds, and installations to ensure that high standards of workmanship, cleanliness, safety, and security are maintained.
· Plan, direct, and oversee all routine and emergency maintenance work performed on all buildings and grounds owned and managed by the Agency with a focus on efficiency and cost-effectiveness.
· Monitor physical needs assessments. Set and develop plans and specifications for capital projects. Coordinate major renovation activities including scope of work, procurement, and construction oversight.
· Direct work performed by outside contractors and ensure contract terms have been fulfilled before authorizing payments.
· Participate in annual selection of energy and contract service providers and bulk purchase opportunities.
· Maintain good working relationships with internal and external customers.
· Recommend efficiencies and areas of improvement as relevant.
Compliance
· Ensure all standards relating to safety and the protection of life and property are maintained in accordance with the law, Agency policies, and HUD requirements.
· Stay current on HUD rules and regulations as they relate to the Bath Housing physical plant.
· Ensure that all local, MSHA, or HUD reporting requirements are completed and submitted in a timely accurate manner including but not limited to PHAS, REAC, NSPIRE, etc.
· Responsible for following the approved Procurement Policy and Procedures.
· Adhere to all applicable state, federal, and Agency rules, policies, procedures and regulations at all times.
· Protect the privacy of individuals residing in Bath Housing managed apartments by safeguarding personally identifiable information and sensitive data in accordance with federal privacy laws, guidance, and best practices.
Risk Management
· Conducts and/or arranges annual OSHA and Worker’s Compensation safety training classes for maintenance staff.
· Arrange regular inspections and tests of equipment and building systems as appropriate.
· Facilitate quarterly Safety Team meetings and ensure annual updates to all required safety policies.
Financial
· Identify and pursue cost effective strategies to reduce utility expenses at properties.
· Maintain active involvement in property finances, including participation in annual budget process, ensuring monthly property expenses are within budgets, and reviewing monthly financial reports.
· Perform other related tasks as required.
MANAGERIAL/SUPERVISION RESPONSIBILITIES
· Manage a team of direct reports: Maintenance Technicians level I and II and Grounds Maintenance Technician.
· Supervise, evaluate, coach, and develop team members to reach long-term and short-term objectives. Holds maintenance team members accountable for results.
Lead the team to meet or exceed the Agency’s expectations for quality and customer satisfaction through development and implementation of work objectives and workflow processes in the Maintenance Department.
· Conduct and/or arrange regular training for staff related to applicable policy and procedures. Track completion of training.
· Ensure a safe, respectful, and inclusive work environment through promoting, supporting and facilitating teamwork among staff.
