SUMMARY

BATES TECHNICAL COLLEGE Assistant Director of Facilities and Operations is responsible for maintenance and operations of buildings, building equipment and systems, supervision of maintenance and custodial staff, contracted grounds maintenance, energy and utilities management, operational budgets, and coordinating minor capital projects. Responsibilities include customer relations, quality assurance, employee assessment and development, day-to-day staffing, budgets, cost containment and reduction initiatives, short and long-range planning, sustainability initiatives, problem solving, new product and service delivery, and continuous quality improvement efforts.

ESSENTIAL FUNCTIONS & OTHER DUTIES

Essential Functions
  • Develop and maintain uniform custodial procedures and standards for all assigned facilities.
  • Oversee the preventive maintenance (PM), corrective maintenance (CM), and scheduled maintenance (SM) programs for buildings, grounds, equipment and systems.
  • Conduct regular site inspections and determine appropriate action.
  • Ensure proper operation of heating and cooling systems and maintain proper building temperatures and indoor air quality.
  • Approve, prioritize, assign and monitor work requests.
  • Coordinate workflow with all college departments, outside vendors and contractors, as necessary.
  • Establish project scopes, acquire cost estimates and bids for contracts, materials, and services.
  • Manage grounds contracts as well as service contracts for the department.
  • Coordinate work schedules with contractors, vendors and the college community.
  • Work collaboratively with staff and community during emergencies, assisting with the assessment and implementation of corrective action.
  • Responsible for the safety and protection of the building during inclement weather or natural disasters.
  • Manage minor capital project budgets as assigned.
  • Participate in short/long range facilities planning for the College.
  • Manage solid waste, energy, pest management, recycling and utility programs ensuring sustainable initiatives are on-going.
  • Coordinate and maintain College energy conservation programs.
  • Analyze and monitor actual energy costs.
  • Responsible for preparing budgets and management of financial operations of the department within the budget, goals and objectives of college guidelines and policies.
  • Provide leadership, development and supervision to staff to maximize the overall performance and ensure alignment of the department's and College's strategic plan, core values, vision and mission.
  • Ensure that all maintenance and custodial staff maintain appropriate licenses, comply with safety, health, fire and boiler codes, and safe handling, and storage of hazardous materials.
Non-Essential/Other Functions
  • Assumes the backup role as needed during the absence of the Director of Facilities & Operations.
  • Accountable for keeping personal development up-to-date; adding to skills and knowledge through courses that may be available through the Bates Technical College courses, professional development committees, etc.
  • Participate actively and collaboratively on committees for college as needed including but not limited to staff recruitment, college councils, etc.
  • Additional activities, duties and responsibilities may be added with or without notice to meet college needs.
Supervisory Responsibilities - This position is responsible for the following positions:
  • Maintenance Engineers I, II, III & IV
  • Custodians II & III
Conditions of Employment
  • Once offer of employment is made, a background check including criminal record history will be conducted. Information from the background check will not preclude employment but will be contingent in determining the employee's suitability and competence to continue to perform in the position.
  • Maintain first aid/CPR certification.
  • Valid Washington State Driver's License and reliable vehicle for reimbursable travel.
  • This position is required to work on campus.
QUALIFICATIONS

Minimum Qualifications
  • High School diploma/GED or certification in closely related field.
  • Three (3) to five (5) years of progressively responsible experience in custodial, maintenance, and grounds services.
  • Two (2) to three (3) years of supervisory experience.
  • Two (2) to three (3) years of experience working with HVAC and boiler systems.
  • Two (2) to three (3) years of experience working with integrated building control systems.
  • Two (2) to three (3) years of experience working with Computerized Maintenance Management Systems.
Allowable Substitution
If necessary, alternative combinations of education and experience may be evaluated by Human Resources for comparability.
Preferred Qualifications
  • Education equivalent to a Bachelor's or an Associate's degree in Facilities Management or closely related field.
  • Experience Managing Facilities Departments in higher education organizations with multiple campuses.
  • Certified Educational Facilities Professional (CEFP) through APPA International.
  • FMP, CFM, or SFP credential(s) through the International Facility Management Association (IFMA).

Faculty and Exempt Positions

SBRP (TIAA) is a defined contribution plan with the following contribution rates:
    • Employee Contribution: Under 35: 5% of gross salary; 35-49: 7.5% of gross salary; 50 & over: 10% of gross salary

TRS Plan 3 is a defined benefit and a defined contribution plan with the following contribution rates:

Employee and employer contributions to applicable retirement plans are mandatory. The amount of the deduction and contribution are dependent upon the retirement plan chosen and may vary by current contribution rates in effect.
Bates provides $35,000 basic life insurance for death from any cause and $5,000 basic accidental death and dismemberment at no cost to the employee. Employees can enroll in additional low cost life insurance for themselves and dependents.
Bates provides a basic LTD insurance plan at no cost to employees. The basic plan pays a maximum of
$240 per month after 90 days of total disability. The optional LTD plan pays 60% of the first $10,000 of monthly salary, reduced by any deductible income such as social security or retirement benefits.
Employee cost is dependent upon benefit waiting period chosen.

Vacation
Eligible exempt and classified employees accrue annual leave at rates determined by their employee status, ranging from 7 to 16 hours per month when eligible.
Sick Leave
Eligible classified, faculty, and exempt staff accrue sick leave monthly. Employees represented by a bargaining unit should refer to their negotiated agreement for sick leave rules and accrual rates.

Bates observes the following holidays/non-work days:
