Barrios Technology is Hiring a Budget Analyst Near Houston, TX

Overview

Our long-term client relationship with NASA has led to a need for a Budget Analyst on the Human Space Flight Technical Integration (HSFTIC) contract at Johnson Space Center (Houston, TX).

HSFTIC supports multiple human spaceflight programs by providing products and services for mission and program technical integration activities. This includes the necessary infrastructure functions for the International Space Station (ISS), Orion and Gateway programs, with the potential for supporting additional human spaceflight programs or projects via task orders.

Our primary government work is with NASA and is conducted at the Johnson Space Center (JSC) in Houston, TX and the Marshall Space Flight Center (MSFC) in Huntsville, AL. Responsibilities

The Budget Analyst will:

  • Provide budget and resource analysis to International Space Station (ISS) Vehicle Office in support of the HSFTIC Contract.
  • Analyze budget, funding, and contract financial and budget data for ISS Vehicle Office (Contracts and Performing Organizations) to identify discrepancies, issues, and provide forecasts.
  • Develop reports and presentations for working meetings, pre- reviews, status reviews, issue resolution, and action item closure in an approved format.
  • Provide management and administration of ISS Vehicle Office budget products.
  • Maintain the Vehicle Office task agreements and related actions.
  • Performing Organization forecasts and alerting team Lead if overruns/underruns are being forecast.
  • Work with Vehicle Office Technical Engineers on cost reports.
  • Perform funding and budget analyses in support of special internal or external ISS inquiries.
  • Provide detailed analysis of budget reports as well as develop new or non-standard reports in ISS financial tools.
  • Provide support for multiple ISS financial systems including the creation of tickets, tracking all user change requests, managing requirements, prioritizing open tickets, and managing the prioritization of future enhancements between system users and system developers.
  • Provide ISS financial systems user training.
  • Support cost/schedule/technical meetings.
  • Perform all other assigned duties.

Qualifications

Required Education/Experience/Skills:

  • BS/BA degree in a business management, information technology field, or appropriate discipline from an accredited college or university, plus five (5) years of business related work experience. Additional relevant education may be substituted for progressive experience.

- OR - 

  • BS/BA degree in a business management, information technology field, or appropriate discipline from an accredited college or university, plus ten (10) years of business related work experience. Additional relevant education may be substituted for progressive experience.
  • Ability to communicate, both verbally and written, and present financial report and budget status to senior management.
  • Strong analytical and critical thinking skills.
  • Advanced excel skills.
  • Proficient in Microsoft Suite Application Office (Word, PowerPoint, Outlook, SharePoint).
  • Detail oriented and ability to prioritize multiple tasks with tight deadlines.
  • Ability to work in a team environment and with minimal supervision.

Preferences:

  • Knowledge of project financial management principles and best practices.
  • Familiarity with Government budgeting process, forecasting, and project control.
  • Experience with managing cost accounts & project codes, track actual and forecast cost, contractor financial 533 reporting.
  • Experience with large data sets.
  • Experience with NASA Financial System/Database such as Business Warehouse, SPICE, SAFE, ORBIT, and NASA contract is a plus.
  • Experience presenting to high level management is a plus.

  • Grooming and dress must be appropriate for the position and must not impose a safety risk/hazard to the employee or others.
  • This position may require some commuting and traveling to other installations as needed.
