The Sr. Director of Facilities Planning provides oversight of the Facilities Management Department in its commitment to providing a quality and safe environment for our customers, employees and visitors and demonstrating stewardship of the physical assets of BakerRipley. Working with BakerRipley senior leadership, the position also leads the planning and implementation of BakerRipley's capital projects, anticipating and providing the physical environment which enables BakerRipley to achieve its objectives in bringing resources, education and connection to underserved communities. This position encompasses a wide range of responsibilities, including long-range planning, project management, regulatory compliance, environmental and safety programs, personnel management.

Essential Function

  • Pursue development opportunities for achieving BakerRipley’s capital goals through the creation of strategic partnerships and/or responding to solicitations and offers to expand services
  • Through direct responsibility and/or coordination with BakerRipley department leaders, evaluate and determine project feasibility and coordinate all development activities from initial feasibility analysis, acquisition, design, financing and entitlements; construction and start-up operations.
  • Facilitate the delivery of effective programs in support of Agency goals by integration of efficient and cost-effective process management throughout the Agency.
  • Utilizing asset management best practices, implement strategic, technical and operational planning practices for the management of BakerRipley’s physical property assets. The actions resulting from this asset management plan are:

    • Ongoing improvement of asset management systems and processes
    • Adherence to a Facilities Management Plan (Risk/Emergency Response)
    • Routine review of service levels based on current and projected demands, assessing opportunities to improve efficiencies and cost-effectiveness
    • Ongoing assessment of condition and function of BakerRipley’s properties, and development and management of capital improvement scope of work and budgets to address life-cycle issues (annual/multi-year projections)
     • Estimate and manage overall project costs, emphasizing sustainable goals.
  • Lease Management

    • In partnership with other departments, provide facility related support and information related to negotiating new and renewing agency property leases
    • Oversee facility operations related to agency-owned tenant leases, and as requested negotiate terms and conditions to capitalize on all BakerRipley resources
    • Maintain facility related lease and regulatory compliance on agency property leases when agency is tenant and landlord as outlined in lease agreements
    • Interface with building owners on construction projects for agency tenant lease improvements to ensure owner completion of designated work
  • Project Development

    • In partnership with agency leadership, secure pre-development, construction, and permanent financing from various resources for significant capital projects
    • Establish and manage development budgets, establishing and updating total project budget throughout project delivery.
    • Conduct planning and administrative tasks related to the project, including project planning and scheduling; period project activity reports; and project accounting/invoicing.
    • Coordinate the hiring of the A/MEP design team and other specialized consultants, oversee service delivery and payment to consultants.
    • Perform outreach duties and public relations work with neighboring organizations and businesses as needed; prepares for and makes public presentations related to the project.
    • Facilitate obtaining project approvals from necessary regulatory agencies, including planning and building departments.
    • Coordinate the selection of a general contractor and monitors construction budget and reviews change orders during construction phase.
    • Convey cross-department compliance terms for reporting and assists as needed to ensure timely information submission.
    • Oversee proposal procurement, service delivery and payment to agency vendors as applicable (FFE, security, network, etc...).
    • Coordinate property appraisals, surveys, inspections, and platting.
    • Manage project close-out activities.
  • Leadership

    • Articulate and exemplify the values, vision and mission of the agency;
    • Prepare materials as requested to support the CFO/CAO for presentations to the the Board of Directors and/or Board Committees;
    • Actively stay informed of current trends and practices in the Facilities industry and to develop internal mechanisms for dispursement of that information within the department and the Agency.
    • Provide leadership, vision and direction setting for both project team and business partners. Uses knowledge of mission and core strategy as a basis to develop specific objectives and goals.
    • Establish contacts, relationships and a network both inside and outside Agency.
  • Compliance Management

    • General knowledge of and compliance practice with all Federal, State and local codes and ordinances pertaining to facilities planning, design, construction and maintenance.
    • Monitor all buildings and maintenance activities under the agency umbrella to ensure compliance with agency policy and procedure and relevant government rules and regulations.
  • People Management

    • Develop and implement plans for staff development, growth, and provide training opportunities in areas of expertise to improve work skills
    • Provide direct guidance, support and supervision of the Facilities Director, Assistant Project Manager, Safety Security Manager, Safety and Security Coordinator and indirect support to the Manager of Property Logistics
  • Vendor Contract Management

    • Provide management oversight of procurement, service delivery and payment to agency facility vendors that provide maintenance and operations services
  • Financial

    • Establishes and monitors multiple annual department facility budgets
     • Establishes and monitors annual facility maintenance, improvement and capital budgets
  • General Safety

    • Ensures adherence to safe work practices by Facilities staff, and vendors and assists with oversight of life, health, safety and security issues for assigned work.
    • Maintain a safe, hazard free environment and effectively communicate policies, procedures, and safety and security measures, while also providing emergency preparedness resources for the Agency.

    Evaluate and enhance the agency's safety and security program, ensuring compliance with regulations.

    • Oversee code compliance programs, including asbestos management, lead, air quality, and hazardous waste.
    • Interpret and enforce safety programs to comply with federal, state, and local regulations.
    • Ensure accessibility and ADA compliance, implementing reasonable accommodations.
    • Develop staff training programs to maintain compliance with safety regulations.
    • Monitor and minimize safety hazards in work areas.
  • Agency Incident Response

    • Position serves as the agency's safety officer as part of the Incident Command Structure and monitors incident operations and advises Incident Command on all matters relating to operational safety, including the health and safety of incident site and impacted staff.
    • Position is considered essential staff and will be on call to respond to facility emergencies 24 hours a day / 7 days a week unless on approved vacation. The employee will be issued a cell phone for this purpose and must reply to emergency calls within 15 minutes of the initial call.
    • Emergency response includes both (short-term) intermittent events and participation as a key member of the agency’s Disaster Recovery Plan to support the restoration of the agency’s operations in the event of a disaster.
