Northrop Grumman Aeronautics Systems sector has an opening for an RQ-4 Enterprise Test & Evaluation (T&E), Proposals Lead and Section Manager 2 to join our team of qualified, diverse individuals. This leadership position will be located in San Diego, CA. Job Description: The selected candidate will be the RQ-4 T&E Proposals Lead for all Test IPT Enterprise proposals for current development initiatives as well as future continued support activities. And responsible for all proposal development activities to include all T&E supported RQ-4 portfolios including Advanced Development, USAF domestic, Foreign Military Sales (Republic of Korea & Japan), NATO Alliance Ground Surveillance (AGS), Test Resource Management Center (TRMC) and NASA. This position requires the candidate to work directly with high levels of both internal and external leadership to manage risks, issues, and opportunities related to the technical execution of the program, as well as ensure the timely and accurate delivery of proposals. This candidate will develop successful, compliant, compelling, and on-time proposal submissions. The proposals that the candidate will author include top Sector Priority Wins and other major competitive pursuits. Candidates for this position will demonstrate a broad skill set that is balanced across leadership, collaboration, innovation, communication, project management, risk management, and proposal-based capabilities. The ideal candidate should be detail-oriented, demonstrate agility and self-awareness in decision making, and have the ability to lead the team with a vision of first-time quality, engineering acumen, and cross-collaboration to build partnerships and achieve common goals. The RQ-4 Enterprise T&E Proposals Lead responsibilities will include working closely with the RQ4 Enterprise T&E IPT, RQ-4 Lead Test Engineers, Control Account Managers, Lab Managers and Lab Operations Managers to successfully estimate all required labor hours and materials needed to successfully execute the RQ-4 Test Statement of Work on behalf of the customer(s). Section Manager responsibilities include working closely with the System & Flight Test Engineering Department Managers and fellow section managers to implement department and San Diego Site initiatives, ensuring successful planning and execution of program test engineering activities, collaborating with programs to satisfy staffing needs and provide operations support (e.g., incident investigations, metrics collection and analysis, etc.), setting Workday goals and providing quarterly performance feedback to employees, supporting the annual salary review and promotion process, mentoring and developing the next generation of technical and project leadership, and improving and implementing test engineering processes and procedures. The responsibilities of this position include (but are not limited to) the following:
* Lead proposal development across the RQ-4 Enterprise for Test & Evaluation including Advanced Development, USAF domestic, Foreign Military Sales (Republic of Korea & Japan), NATO Alliance Ground Surveillance, Test Resource Management Center (TRMC) and NASA
* Manage, Lead, Coach and Mentor 10-15 System Test Engineers to achieve programmatic goals
* Lead and execute proposal efforts to ensure an on-time delivery of a high quality, FAR compliant and customer responsive proposals
* Support Program Manager in identifying T&E proposal team, attend kick off meeting, and coordinate proposal workflow and estimates collection
* Defines and communicate proposal scope requirements and responsibilities to BOE writers, functional areas, and support organizations
* Lead the estimating function and prepare material, labor and non-recurring estimates via coordination of proposal inputs from functional
* Collaborate with functional proposal team leads to review accuracy of material BOMs
* Work closely with the proposal development team, including Pricing & Estimating, to prepare, review, and finalize proposal inputs
* Review and evaluate all proposal outputs by element of cost, identity material changes and ensure accuracy
* Coordinate and solicit executive leadership approval of labor estimates and material costs
* Support Customer Fact Finding, Requests for Information (RFI) and negotiations
* Support initiatives for continuous process improvement of proposal development process, tools and documentation
* Support the Proposal Program Manager in development of efficient and effective proposal execution plans in response to solicitations from U.S. Government and other customers
* Provide support to the proposal team by developing, reviewing, and submitting approved proposals that effectively represent the proposal strategy and baseline
* Work with the Capture and Proposal Manager and core team to develop compliant proposals
* Track and report on proposal development milestones and ensure timely and accurate proposal labor and material estimates
* Identify Ground Rules & Assumptions applicable to proposal development and task execution
* Identify Risks and Opportunities for RQ-4 Test & Evaluation
* Author executable workforce & staffing plans in collaboration with the Enterprise Integrated Product Team and Functional Homeroom (FHR)
* Lead strategies for future enhancements and improvements, with an emphasis on affordability

* Must have a Bachelor of Science degree in a STEM discipline AND 9 years of related professional experience OR a Master's Degree in STEM discipline AND 7 years of related professional experience
* Minimum of 3 years of lead experience
* Must have the ability to obtain and maintain a DOD Secret Clearance
* Must have ability to obtain and maintain Access (PAR) within a reasonable period, as determined by the company to meet its business needs.PREFERRED QUALIFICATIONS:
* Master's degree in engineering or management
* Experience supporting competitive and sole source proposals with values greater than $250M

* Knowledge and understanding of the U.S. Government's acquisition process including federal procurement regulations (FAR/DFAR)Salary Range: $138,100 - $207,100 The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions. Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
