Job Description
BAE Systems is hiring a Director, Program Planning & Controls to support our Ship Repair business in San Diego, CA. The Director will manage a team of Managers, Projects Schedulers, and Earned Value Analysts. This role responsible for the schedule execution and analysis of multiple ship repair programs within the portfolio including planning and baseline integrity, internal reporting, and Earned Value Management System and Life Cycle Management compliance and cost forecasting. The role will provide leadership, expertise, and guidance to Program Managers, Control Account Managers, and more junior members of the planning team.

The Planning team plans, controls, and reports program performance relating to cost and schedule according to the Earned Value Management System.
Responsibilities:
  • Manage, coordinate, plan, organize, control, integrate, and execute projects
  • Prepare, develop, and coordinate the integrated master plan and integrated master schedule to meet all program objectives
  • Ensure major projects and program schedules and plans are horizontally and vertically integrated across company functional groups including but not limited to finance, engineering, material, manufacturing, and quality
  • Utilize Gantt, PERT, milestone charts, earned value management and other project management techniques to gauge progress and identify performance variances to facilitate focus and intervention on critical areas
  • Monitor program schedule performance, track plans and schedules, perform risk analysis, identify and resolve critical path and network logic conflicts
  • Ensure achievement of financial, schedule, technical, and new business performance objectives
  • Conduct regular review of production and project performance metrics to ensure program objectives are met (Safety, Quality, Cost, Schedule)
  • Update and prepare reports for customers and leadership to support decision-making
  • Drive efficient execution of assigned scope through optimization and production improvement initiatives
  • Oversee the development and maintenance of integrated master schedules for multiple multi-million dollar Department of Defense ship repair projects
  • Lead the Project Management Office scheduling/planning department with a focus on Earned Value Management and scheduling
  • Responsible for oversight and management of building, maintaining, and managing schedules in support of the project managers and program teams
  • Responsible for work sequencing, scheduling, data collection, data entry, analysis, reporting, and communications surrounding financial impact and production progress under the Earned Value Management
  • Evolve current production scheduling and data management models/tools supporting future government contracts, in collaboration with our larger ship repair business
  • Participate in the support of new business and in the development of financial plans for the company
  • Create a business culture where people are valued, engaged, and invested in our success
  • Responsible for developing people, including succession planning, education, courses, and training that improves people skills and engagement, and drives performance and productivity throughout the shipyard
  • Responsible to drive ethical behavior and enforcing respectful culture
  • Instill a culture of Safety, Health, and Environmental (SHE) excellence throughout the organization; including continuous improvement and compliance with SHE objectives and policies
  • Model and demonstrate strong leadership in ethics, safety, and security
Required Education, Experience, & Skills
  • Bachelor Degree and 12 years of relevant experience or equivalent experience
  • Experience in Shipbuilding, Ship Repair, Maritime, or Defense Manufacturing/Production
  • Experience in Program Management or Controls within various contract type environments
  • Experience in People Management/Leadership
  • Experience in Earned Value Management (EVM)
  • Experience in Project Planning/Schedule Software (Primavera, Deltek Open Plan, or similar)
  • Proficiency in Microsoft Office tools, in particular, Excel and Power Point
  • Capable of efficient and relevant decision-making
  • Ability to communicate and present financial data to various functions and varying levels of Management
  • Ability to lead and work with diverse work teams
  • Analytical and problem solving skills
  • Effective communications skills
Preferred Education, Experience, & Skills
  • Experience in Ship Repair
  • Experience in managing a scheduling team
  • Experience in Deltek Open Plan software or similar scheduling tool
  • Experience in Deltek Cobra Software or similar Earned Value Management tool
Pay Information
Full-Time Salary Range: $128100 - $217800
Please note: This range is based on our market pay structures. However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
