Overview

Axient is seeking an Operations Specialist to support our customer in Huntsville, AL. 

Responsibilities

Duties will include, but are not limited to: 

• Provides programmatic analysis and support to the Special Electronics Mission Aircraft (SEMA) PdM, DPdM, Functional Leads, and APM’s.
• Manage communications, information collection, and collaborative responses to internal and external agency taskers and provide required deliverables.
• Support reviews and analysis applicable to the Joint Capabilities Integration & Development System (JCIDS).
• Familiar with DoDI 5000.02, Federal Acquisition Regulation, and applicable statutory/regulatory requirements in support of execution of the ACAT level programs.
• Assists in the development, tracking, and staffing of all program milestone documentation.
• Supports the development, coordination, and configuration control of programmatic schedules, contract requirements packages, and decision briefings.
• Prepares, facilitates, and supports functional integrated product team meetings, briefings, and senior program reviews.
• Develops and maintains status of task-based schedules, action item lists, minutes, and presentation materials.
• Utilize ETMS2 program managing and answering taskers received from both unclassified and classified solicitors.
• Working knowledge of Microsoft TEAMS communication platform used to communicate with team members across the SEMA Product Office.
• Working knowledge of SharePoint Online (SPO) web-based collaboration as well as document configuration management within established file structures developed on SPO and Common “O” Drive.
• Responsible for Army Records Information Management System (ARIMS) and completed Records Management Officials training for SEMA Product Office records management and coordinator as a trained member of the National Archives and Records Administration (NARA).
• Personnel management and accountability using Manpower Information Retrieval and Reporting System (MIRARS) personnel reporting system as Layer-Manager for SEMA managing personnel reporting to SEMA leadership and FW daily and creating daily reports for SEMA Leadership.

Qualifications

Minimum Requirements: 

• Must have an active and transferrable DoD security clearance with current investigation at the required level.
• Minimum of 8 years Operations Specialist experience
• Knowledge of Operations and Management techniques required to support a multi-function operations or program office.
• Working knowledge of aircraft technical expertise and knowledge of the Federal Acquisition Regulation, Planning, Programming, and Budgeting Execution (PPBE), JCIDS acquisition process, DODI 5000.02 requirements, and applicable supporting statutory/regulatory documentation.
• Working knowledge or experience providing strategic life cycle planning and ability to support ACAT I Major Defense Acquisition Programs.
• Working knowledge or experience with the Department of the Army and Joint milestone decision staffing and review process.
• Desired MBA or MS: Acquisition & Program Management preferred.
• Desired Training Certification: DAWIA Level III Program Management or Project Management Professional (PMP)
• System Engineering and/or Project/Program Management experience desired.
• Skills, Competencies and Abilities:
• Build strong working relationships with PM SEMA management, support organizations, stakeholders, and peers through timely, consistent, transparent, and effective communication.
• Utilize all available program management tools, spreadsheets, databases, SharePoint Online and the Microsoft Office Suite to efficiently manage and clearly communicate programmatic status.
• Remain responsive and flexible to organizational and programmatic changes.
• Strong organizational, oral, and written communication skills.
• Be proficient in MS OneNote software managing pages, create/update entries, manage access permissions for SEMA Product Manager, Deputy Product Manager, Associated Product Managers, or other designated SEMA PM personnel.
• Experience with Visio software (create/update/maintain).
• Review, edit, and enter all Significant Action Reports (SIGACTs) submitted for review into PEO AVN’s Significant Event portal.
