REPORTS TO: President SUPERVISES: Post Delivery Service & Support AUTHORITIES I RESPONSIBILITIES: Guide and direct post-delivery management, coordination and execution of all global post-delivery and warranty efforts on all programs Guide and direct management of customer relations including liaise/interface with senior government representatives on post-delivery matters and issues Develop business strategy and strategic alliances or partnerships in support of post-delivery programs and relations with customer Lead pursuit of future government business opportunities that are available with existing business as well as emerging business in the area of post-delivery Oversee contract compliance and direct resolution of contract interpretation engaging customer in matters beyond the program manager level for post-delivery and warranty issues Liaise/interface with senior representatives of major sub-contractors on post-delivery programmatic issues Direct all planning and scheduling of key events and milestones for post-delivery activity Track and monitor performance to schedule and performance to budget reporting results to the customer as required. Direct and manage the coordination of configuration management as may be required to track changes and optimize business potential Interface with business development team to new business initiatives and to incorporate lessons learned from previous program pursuits Represent Austal to the federal agencies, U.S. Navy as necessary to support Austal post-delivery programs Provide coordination, guidance and direction to the Post Delivery team in the execution of all Post Delivery efforts including but not limited to: Budgeting Manage post-delivery budgets for all Post Delivery Services and Support efforts. Oversee post-delivery budgets for other departments/subcontractors. Vessel Repair Manage contract administration, specifications, drawings, and regulatory requirements as they apply to ship warranty and repair. Class Design and Configuration Management Manage design to ensure that deliverables are sufficient to support the project schedule. Manages all aspects of design, configuration management, document control, and production support. Contract change management I control Working level understanding of contract change management Procurement of materials and equipment. Manage order placement, on-time delivery from suppliers, quality assurance from suppliers Identify and resolve material and equipment issues including repairs and vendor services. Proposal development efforts Ability to communicate with customers to settle warranty issues post delivery Establish repair activities with seconded repair facilities for repair to Austal ships after delivery and with the warranty period Establish service contracts with Austal customers that extend beyond the warranty period. Manage vessels' availability with warranty and repair work mix QUALIFICATIONS / KNOWLEDGE I EXPERIENCE: 10 years of progressive management experience within 15 to 20 years of military marine program/project management. Experience with U.S. federal acquisition and life cycle support programs for the U.S. Navy. Ability to communicate effectively with all levels of government agencies, consultants and clients. Ability to develop, negotiate, interpret and communicate contracts and related financial issues. Knowledge of contracting methods and contract types a plus. Must possess a high level of understanding of technical and engineering issues as related to Naval shipbuilding Must be able to obtain and maintain a security clearance. Demonstrated understanding of the Change Management process as related to shipbuilding Demonstrated experience and understanding in post-delivery life cycle support of Navy ships Ability to lead and manage in a very fast-paced and constantly changing environment. A proven track record with Program Management experience in the marine industry Bachelor's degree from a four-year college or university preferred in a business, engineering or naval discipline. Masters in Science or Business Administration is a plus. Prior related military experience a plus. RESPONSIBILITIES: This position may be required to manage repair efforts in various offsite locations. The potential for offsite travel can potentially be in excess of 40-50%. TOOLS: Not applicable LIAISES WITH: All production departments and support departments, program team, project team, client, suppliers, subcontractors, and class and flag authorities ADDITIONAL GUIDELINES: Candidates must be able to obtain and maintain required Security Clearance Candidates must be able to provide proof of US Person status Candidates must be able to obtain and maintain TWIC credentials PHYSICAL DEMANDS: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the position. Must be able to tour all vessels and work sites. While performing the duties of this position, the employee is often required to stand, walk, utilize hands to manipulate, handle, or feel, reach with hands and arms, climb and balance, stoop, kneel, crouch, or crawl, and talk or hear. The employee is occasionally required to work at a computer station. Specific physical requirements include the following: Must have the ability to bend, squat, stoop, crawl, and kneel Withstand periods of prolonged standing Ability to turn head from side to side and about the vertical axis Ability to turn body at the waist from side to side and about the vertical axis Lift/push/pull up to 75lbs on an occasional basis Lift/push/pull up to 20lbs on a frequent basis Must have the ability to climb in a safe manner (climbing as a minimum includes stairs, scaffolding, ladders, and ramps) Ability to work at heights above 12’ while working from ladders, scaffolding and/or man lifts Able to work at a variety of levels (ex. waist, eye, overhead) Demonstrate the ability to safely and appropriately use required tools and equipment Demonstrate good balance while working on uneven surfaces and maneuvering obstacles Possess sufficient handgrip and coordination to carry and operate tools and equipment Ability to utilize personal protective equipment (hard hat, safety glasses, steel-toed shoes, goggles, respirator, safety harness, safety line, flotation gear, etc.) safely per OSHA standards Ability to withstand cold and hot temperatures Ability to enter 18” x 36” openings and work in confined spaces for prolonged periods of time Able to respond to verbal and audible sounds/commands Able to utilize adequate visual skills Ability to fully extend the arm while reaching overhead, reaching out, reaching to the side, and reaching down Ability to perceive attributes of an object/material such as size, shape, temperature and texture by means of receptors in the hands and fingers WORK ENVIRONMENT: The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this position.
