Shenandoah Valley Early Head Start is a regional program serving children birth to three in the communities of Staunton, Augusta, and Waynesboro. SVHS is a federal grant funded program with a long-standing history of success. Our mission is to provide a quality preschool program that forms partnerships among families, sites, and communities. The program emphasizes the physical, social, emotional, and cognitive development that is age appropriate for children while encouraging lifelong learning and empowering families through parent engagement.

General Description of Work

The EHS Center Manager will promote positive parent/child relationships, family well being, positive staff relationships, self-aware and culturally responsive services, mental health and wellness, the development of social and emotional skills for children, families and staff through direct service, assessment, training, designing activities for staff and families to implement, and supervision.
This position will report to the SVHS/EHS Director and will consult with the SVHS/EHS Comprehensive Team to ensure that staff, family, and children receive comprehensive services in compliance with established Performance Standards. The EHS Center Manager will work with the Comprehensive Team to support compliance with State Licensing and Federal Head Start Performance Standards to ensure quality and compliance. The EHS Center Manager is responsible for supporting the implementation of federal, state and local regulations related to the care of children from birth to three in child care settings as well as additional duties of supporting the planning, development and monitoring of service delivery in the Early Head Start-CCP site.

Duties of the EHS Center Manager

  • Oversee daily operations at the Wayne Hills site including implementing staffing schedules to ensure ratio, nutritional needs, meeting health and safety requirements of Child Care Licensing and the EHS program, schedules and provides coverage for teacher non-contact time.
  • Monitor staff completion of 2 home visits and 2 parent conferences annually
  • Ensure staff use their non-contact time productively
  • Ensure MAT trained personnel are always on site
  • Obtain certification as Infant Toddler CLASS reliable rater, complete CLASS ratings for EHS classrooms to support successful implementation of child development programming
  • Support facility cleaning and maintenance by communication with Operations Manager and Wayne Hills custodial and administrative staff
  • Support relationship between EHS and the Wayne Hills cafeteria through effective and professional communication
  • Ensure snack and meals meet needs and alternative needs of enrolled children, in collaboration with Health Specialist
  • Monitor inventory and menu for appropriate foods in collaboration with Health Specialist
  • Review physical with Health Specialist before a child enrolls, supports any needed Health Plan with program and parents
  • Record and report compliance for safety drills and other requirements in cooperation with Wayne Hills administration
  • Support safety protocols and monitor volunteers and visitors in the classroom etc.
  • Report critical issues to the Director and works with the SVHS & EHS Comprehensive Team to support timely corrective actions impacting successful compliance and implementation of the EHS-CCP grant
  • Participate in FOCUSS and other program meetings
  • Cooperate with FSA for providing regular Parent Engagement opportunities at the EHS site.
  • Respond to family concerns/requests while maintaining positive, goal oriented relationships with families and staff at the Wayne Hills site
  • Model and work with staff to support EHS philosophy, classroom management, curriculum implementation, and positive child development
  • Support development of each teacher’s lesson plans, curriculum implementation, and DRDP entries related to child development, and their finalization on the established schedule for child outcomes reporting
  • Substitute in classrooms as needed
  • Collaborate with ECDC in providing professional development, group and individual
  • Assist in implementing staff training plans associated with T/TA plans and Long Range Goals including working closely with T/TA to support quality EHS programming and staff development
  • Maintain professional, positive, goal oriented relationships with all staff
  • Receive, maintain, and share required documentation in child files and program policies with licensing inspector during announced and unannounced inspections
  • Support the completion of SVHS EHS Ongoing Monitoring protocol, including regular facility checklists
  • Collaborate with Infant and Toddler providers in designated service areas to support successful implementation of IFSPs
  • Cooperate with ERSEA Specialist to ensure EHS-CCP slots are fully utilized and accepted children are enrolled in a timely manner
  • Work with WWRC to provide teaching internships for students and complete evaluations
  • Model and train in the CCP setting to support the EHS/HS philosophy and investment in program and successful outcomes
  • Recommend modifications to the Director regarding the EHS-CCP program for children, families, and staff, as needed
  • Provide information to support reporting of compliance with EHS-CCP grant and EHS Performance Standards, as well as prepared reports for the Governing Bodies
  • Provide ongoing support for high quality services for children and families
  • Keep inventory and make recommendations for supply orders
  • Notify the Director of personnel concerns immediately
  • Assist with other program responsibilities, as necessary
  • Other duties as assigned

Knowledge and Abilities:

  • Proven expertise with parents and families of very young children and knowledge of child development for children ages 0-3
  • Previous teaching or child care experience
  • Knowledge and experience with state licensing standards in child care including rating tools to support safe, warm and nurturing environments for very young children
  • Ability to communicate effectively to and coordinate ideas with staff, families, the comprehensive team, Wayne Hills Administrative team, child care and community partners, as well as outside service providers that visit the Wayne Hills site
  • Ability to collaborate with community partners, families and other stakeholders to support successful implementation of EHS-CCP program in the SVHS service area
  • Ability to work under conditions that may be stressful such as problem solving compliance, situations involving Child Protective Services, and staffing issues
  • Ability to work using strength based model with diverse cultures and with children and families who demonstrate multiple risk factors
  • Demonstrate the ability to be approachable with families and staff, thus allowing them to be comfortable with the services offered and the benefits that are available to them
  • Ability to multitask and work within multiple systems maintaining confidentiality and regard for family’s right to direct services
  • Ability to prioritize work responsibilities so that deadlines are met while routine reporting and data entry remains compliant
  • Skilled in forging relationships with staff that are supportive of their unique needs while holding staff to a high expectation
  • Computer skills including email, google platform, ChildPlus and ChildPlus App
  • Must complete a minimum of 16 clock hours of professional development annually

Experience and Education:

Must be at least 21 years old and meet one of the following:

  • A graduate degree in a child-related field such as, but not limited to, elementary education, nursing, or recreation from a college or university and six months of programmatic experience;
  • An endorsement or bachelor's degree in a child-related field such as, but not limited to, elementary education, nursing, or recreation from a college or university and one year of programmatic experience;
  • Forty-eight semester hours or 72 quarter hours of college credit from a college or university of which 12 semester hours or 18 quarter hours are in child-related subjects and one year of programmatic experience;

Additional Qualifications:

  • Experience working in nonprofit setting, community agency, child care center, or education settings implementing federally funded programs a plus
  • Demonstrated successful experience working with young children and families in accessing services to support economic mobility, self sufficiency, or strengthening families
  • Demonstrated experience and success in a supervisory role, preferred.

Competencies:

Ability to support center based EHS and cooperating teachers in demonstrating and following competencies with all children, including children with disabilities and dual language learners:

  • Provided effective and nurturing teacher-child interactions,
  • Plan and implement learning experiences that ensure effective curriculum implementation, and
  • Demonstrate effective use of assessment to promote children’s progress across the standards described in the HS Early Learning Outcomes Framework as well as applicable state early learning and developmental standards.

REQUIREMENTS

  • Must have valid VA driver’s license.
  • Successful completion of background checks is required upon hire, including TB test and physical exam.

This position is full time, 8 hours a day and 260 days each year; anticipated salary range starts at $42,070 based on experience and education. Salary and benefits are administered by Augusta County Schools. Equal Opportunity Employer.
