Astrion has an exciting opportunity for a Financial Management Subject Matter Expert (SME) for the Tenants Contract, supporting the Air Force Division at the Air Force Research Laboratory Munitions Directorate, Finance Division (AFRL/RWF) at Eglin AFB, FL.

JOB DETAILS:

LOCATION: Eglin AFB, FL

JOB STATUS: FT

TRAVEL: 1 to 2 times per year

REQUIRED QUALIFICATIONS / SKILLS

  • Master’s Degree required, preferably in subject related to Cybersecurity.
  • 20 years, primarily in Air Force or DoD financial management positions
  • DAIWA Level III Financial Management
  • Current Secret Clearance (US Citizenship required)
  • Knowledge of and working experience with the following AF specific financial documents:
    • Purchase Request (PR) (AFMC Form 36)
    • Reimbursable Order/Request for Support from Other Agencies (REO) (AFMC Form 227)
    • Military Interdepartmental Purchase Request (MIPR) – DD Form 448
    • Project Order (PO) – AF Form 185
    • Miscellaneous Obligation/Reimbursement Document (MORD) – AF Form 406
    • Fund Cite Authorization (FCA) – AF Form 616
    • Request for Purchase – AF Form 9
    • Single Line Item RE System Document (AF Form1220) is required
  • Knowledge of and working experience with AF specific financial systems used for preparing the aforementioned financial documents, such as Comprehensive Cost and Reporting (CCaR) system and Federal Records Center (FRC).
  • Knowledge of and working experience with AF specific financial reporting systems such as FM Suite, Commanders’ Resource Integration System (CRIS), and Job Order Cost Accounting System (JOCAS).

DESIRED QUALIFICATIONS / SKILLS

  • Financial Management leadership positions at the Squadron, Wing, Major Program Office, and MAJCOM Headquarters level is desired.

RESPONSIBILITIES

  • Provide strategic advice, technical guidance, and expertise to Financial Management Division (RWF) division and branch leadership.
  • Provide detailed analysis, evaluation and recommendations for improvements, optimization development, and/or maintenance efforts for mission critical challenges/issues.
  • Supervise and mentor RWF contractor workforce
  • Advise and assist interpreting various financial directives and related information and assist leadership by providing information regarding funding, forecasting, programming, and budget execution.
  • Advise and assist RWF in responding to HHQ tasks. Responses will use the RWF stipulated standard AF financial system, to provide data for ease of consolidation including but not limited to ABSS, CCaRS, JOCAS, GAFS, GAFS 2 Modernization (G2M), Commander's Resource Integration System (CRIS), JOSR, Budget and Accounting System, RW Integrated Tool Set (RWITS), Financial Management Suite (FM Suite), Defense Transaction Interface Module Systems, DTS, EBS, Electronic Data Access, or Mechanization of Contract Administration Services.
  • Advise and assist with budgeting, planning, and programming efforts; forecasting obligation and expenditure rates; tracking actual obligation and expenditure rates; tracking funding documents through the respective financial databases; budget development; clearing financial deferrals that might occur; financial SRs that are required by reimbursable customers; program budget analysis, program/contract cost analysis; helping distributing funds required to build FY budgets (JON Build), developing and implementing methodologies for tracking expenditures; assisting in tracking future budget projections, end of FY close-out actions, and execution of the next FY program budget.
  • Advise and assist with identifying funds that need financial action for commitment and obligation; resolutions to financial discrepancies as they arise; identifying funds that need financial action for commitment and obligation; helping with budget control and documentation and modifying project budgets as required when funding cuts or increases are experienced.
  • Advise and assist with coordination between Program Managers, Contracts Division (RWK) and Financial Management Division (RWF).
  • Advise and assist by participating in working groups, technical reviews, and other group activities. This support shall include attending program meetings and making recommendations on technical and functional process matters and decisions (including process improvement).
  • Advise and assist with support of preparing and presenting functional status briefings, documenting progress, accomplishments, and problem areas affecting defined task areas.
  • Advise and assist with Financial Management training. The support shall include, but is not limited to, training financial management workforce on government accounting, financial transactions, financial analysis, and financial decision support topics.
