POSITION SUMMARY

The Director of Behavioral Health (DBH) is responsible for directing all aspects of UAII's Behavioral Health policies, objectives, and initiatives and is responsible for evaluating current and proposed systems and procedures, recommending changes, and assisting with their implementation. The DBH is part of a multi-disciplinary team representing the agency at community events, meetings, and program reviews. The DBH provides leadership and direction for Behavioral Health and works to ensure the integration of services.

ESSENTIAL DUTIES, FUNCTIONS & RESPONSIBILITIES

  • In collaboration with colleagues and supervisor, set vision for BH services, and develop annual workplans (goals and objectives) that support UAII's strategic plan.
  • Represent UAII and its interests to public and private groups such as city, county, state, and federal government offices and social/civic organizations
  • Establish and ensure adherence to agency policies and applicable funding guidelines and advance the goals of UAII in a manner that embodies the agency's philosophy
  • Maintain and evaluate the need for improvements to BH workflows and documentation, (e.g., EHR and data collection workflows, staff onboarding checklists, program manuals, workflow and documentation guides, and BH screening, warm handoff/triage, and referral criteria documentation.)
  • Ensure continuous availability of the "warm handoff" consultation service formedical staff
  • Manage UAII's BH referral processes ensuring access to BH services.
  • Develop, implement, and evaluate interdisciplinary case conferences/rounds.
  • Work collaboratively with clinical operations and clinical directors to ensure BH programming, goalsand objectives meet the needs of UAII's patients.
  • Participate in required administrative, clinical, and education/training meetings includingclinical case assignment conferences, rounds, team huddles, and supervision meetings.
  • Provide regular and timely feedback and reports to medical and behavioral health administrative leadership and other stakeholders pertaining to Behavioral Health service operations, as requested or necessary. In these efforts, identify program achievements as well as barriers, suggestions for improvement.
  • Lead grant projects and contracts that apply to BH services. Responsible for ensuring that all required data and reports are completed and submitted to appropriate funding sources
  • Facilitate or participate inassociated meetings, quality improvement efforts with project managers and supportstaff. Ensure deliverables are met and required reports/data are submitted in a timelymanner.
  • Actively participate in county meetings and work with UAII administration toidentify, evaluate, and apply for new project opportunities.
  • As needed, provide clinical consultation/liaisonservices and education for staff, projects, and departments.
  • Manage and oversee departmental & program budgets
  • Leads and actively participate in Programmatic Technical Reviews and Audits and corrective action plans.

Direct Service Duties and Responsibilities

  • Provide medically necessary, service-plan driven, and culturally proficient behavioral health treatment services for people presenting with a broad range of psychological conditions. Treatment services typically involve time-limited individual therapy for adults, brief behavioral health assessments/intakes, and crisis assessment and management, but may also include some child/youth therapy and group therapy/psychoeducational classes. Treatment plans are client driven and strengths-based, and are consistent with recognized best practices.
  • Conduct clinical intakes and behavioral health assessments in accordance with professional expectations, including biopsychosocial, cultural, diagnostic, and crisis/risk evaluations for the full spectrum of psychological conditions. Includes scheduled appointments, "warm handoffs," and walk-in services.
  • Provide case management and service linkages, including facilitating urgent or emergency service referrals to medical/psychiatric staff/agencies, mobile crisis services, and the police.
  • Create and regularly review individualized service plans with members served that are client driven, strengths-based, informed by recognized best practices, modified based on clinical need and client priority, and supportive of the integrated health team's plan of care.
  • Document and track service activities in electronic health record systems, paper records, and other data management systems as required in a thorough, accurate, secure, and timely manner (within 72 hours), in accordance with agency policy and procedure. Support all evaluation and data reporting requirements.
  • Provide clinical decision support and leadership on crisis walk-ins and calls, as well as ongoing case management, which may include interacting with police, psychiatric services, and other community agencies and staff. Work with case management and ancillary staff.

Supervisory Duties and Responsibilities

  • Manage, supervise and represent UAII's Behavioral Health (BH) staff and trainees.
  • Ensure staff/trainee completion of BH service onboarding and training; adherence to documentation, workflow, reporting, and productivity expectations; and comprehensive and continuous compliance with program requirements. This will be done via direct observation, individual and group supervision meetings, completion certificates, chart/administrative/data reviews, and timely feedback.
  • Ensure clinical supervision and consultation support and training needs are met within critical timeframes for unlicensed BH staff, and in accordance with applicable agency and professional regulations and/or staff development needs. This includes providing expedient clinical decision support and leadership for the BH team in case management and crisis services/calls as needed.
  • Resolve staffing issues and facilitate conflict resolution for staff under direct supervision. Hire, discipline, evaluate and terminate staff in coordination with the Human Resources department and supervisor.
  • Effectively lead and retain BH staff by fostering a team environment and providing opportunities for staff to develop new skills.
  • Manage BH provider case assignments and maintain optimal provider productivity.

General Duties and Responsibilities

  • Actively contribute to quality assurance and improvement (QA/QI) projects and initiatives (i.e., PDSA projects, Peer Review/Chart Review).
  • Ensure maximal quality of services and compliance with the mission and strategic goals of the organization, federal and state laws and regulations, agency policy and procedure, accreditation standards, applicable professional standards, and supervisor/team expectation and/or assigned duties. This includes maintaining current professional knowledge and skill.
  • Member Care: Demonstrate understanding and apply working knowledge of safety policies and ensuring safe member practices.
  • Quality Improvement: Actively participate in internal quality improvement teams and work with members proactively to drive quality improvement initiatives in accordance with the mission and strategic goals of the organization, federal and state laws and regulations, and accreditation standards, when assigned.
  • Must maintain compliance with ergonomic safety standards; be mindful of posture and regularly practice ergonomic stretches.
  • Safety: Responsible for ensuring that all duties, responsibilities and operations are performed with the utmost regard for the safety and health of all personnel involved, including themselves.
  • Safety: Take appropriate corrective actions to address matters pertaining to employee health and safety that have been brought to their attention.
  • Work extremely well under pressure, meet multiple and often competing deadlines.
  • At all times demonstrate cooperative behavior with supervisors, subordinates, colleagues, clients and the community.

MINIMUM QUALIFICATIONS

Qualifications:

  • Must have knowledge and experience demonstrating competence in planning and budgeting, fiscal management, supervision, personnel management, employee performance assessment, and data collection and reporting

Education &
Experience:

  • Master's degree in psychology, Social Work, Marriage and Family Therapy, or related discipline from an accredited college or university
  • Must have 5 years of clinical practice experience post-licensure in psychology, clinical social work, marriage or family therapy, or related work
  • Must 5 years of management experience in clinical service management with a public organization or community-based provider
  • Must have as evidenced by work experience, academic background, in-service and other training, working knowledge of child development and education, family counseling, substance abuse treatment, mental health counseling, and primary health care

Certifications:

  • Licensed Clinical Psychologist or Licensed as a Clinical Social Worker in the State of California, in good standing and eligible or renewal

Confidentiality:

  • Maintain strict confidentiality of client and personnel information adhering to HIPAA, professional codes of conduct, State of CA regulations, Privacy Act, trade secrets, and UAII policies and procedures
  • This position has access to confidential, sensitive, and trade secret information. The VPBH is responsible for preserving and maintaining these confidential matters and ensuring that all employees know and protect these confidences. Breach of confidentiality will be grounds for disciplinary action up to and including immediate termination

Communication/ Interpersonal Skills:

  • Proven ability to manage own behavior to successfully navigate work relationships and social complexities to achieve department and organizational goals
  • Possess the ability to communicate with others in a courteous and professional manner
  • Demonstrated ability to train, coach, mentor, and motivate all levels of staff
