Army National Guard Units is Hiring a STATE COMMAND SENIOR ENLISTED LEADER Near Colchester, VT

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a State Command Senior Enlisted Leader, Position Description Number D2681000 and is a part of Joint Force Headquarters of the Vermont Air National Guard.

Qualifications:

NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is a Title 32 excepted service position that requires membership in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.

OPEN AREAS OF CONSIDERATION: AREA 1, 2
Area I: All current On-board Permanent and Indefinite Dual Status 32 and Title 5 (Competitive and Excepted) Technicians (Tenure: 1-Career, 2-Conditional, 3-Indefinite) - Only those Vermont National Guard members who are in permanent or indefinite technician status as a result of being competitively hired within that National Guard component applying for a position within the component which they are currently employed.
Area II: All Members of the Vermont Air National Guard.

Military Grades: SGM/E-9

SPECIALIZED EXPERIENCE GS-13:Must have at least one year of specialized experience, equivalent to at least the GS-07 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector but must demonstrate that it is comparable to the GS grade indicated. Specialized experience which includes knowledge of military command structure, missions, programs, and organizational relationships. Knowledge of quantitative and qualitative methods and techniques to develop standards covering complex program functions or missions. Experience providing comprehensive knowledge of planning, programming, regulations, guidelines, process, and techniques for analyzing and measuring the effectiveness and efficiency of the Adjutant General's enlisted personnel and career development programs. knowledge of the major issues, program goals and objectives, work processes, and administrative operations pertaining to all enlisted personnel matters in both the Army and Air National Guard. Experience providing guidance in planning, publicizing and administering enlisted 'awards and recognition' programs.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12 Level. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

Responsibilities:

The Command Senior Enlisted Leader (CSEL) serves as the primary advisor and spokesperson regarding issues related to the training, development, analysis, and enforcement of established policies and standards for all enlisted members (Army and Air).

1. Responsible for overseeing the administration, coordination, planning, development, and execution of all National Guard (NG) enlisted members programs with particular emphasis on readiness, training, morale, welfare, discipline, awards and recognition, recruiting, retention, equal opportunity, sexual harassment/assault prevention, promotion, assignment and reassignment, administration and utilization, as they affect the service contribution of the NG enlisted personnel to the accomplishment of the state's mission.

2. Responsible for the mentorship and development of enlisted personnel by facilitating and providing guidance for Leader Development Program and Non-Commissioned Officer Development Program (NCODP). Provides career counseling and mentorship to Senior NCOs. Directs, advises and coordinates with enlisted organizations, councils, groups, etc., and their representatives to teach/train all NG Service Members (Enlisted and Officers) in the Promotion Policies and the Procedures an organization will follow in preparing the Promotion Boards and Promotion Lists - all the events that must take place in a fair and organized fashion in order to be able to execute the promotions of the Enlisted Force in a Fair and Orderly fashion.

3. Establishes and maintains personal and enduring bilateral relationships with NG Senior Officer and Enlisted International Partner and State Partnership Program (SPP). Promotes and supports the State's Civil Support Teams (CST), Chemical Biological Radiological Nuclear Enhanced Response Force Package (CERF-P) and Homeland Emergency Readiness Response Force (HERF). Ensures that CERF-P's and HERF's are properly staffed, equipped, trained and ready to respond in order to provide coordination and support to state or national agencies. Testifies on enlisted matters at the Governor's or TAG's request.

4. Provides guidance in planning, publicizing and administering enlisted 'awards and recognition' programs. Oversees all enlisted welfare programs that provide advice on qualifications, advancement, benefits, retirement, etc. Conducts professional development events throughout all levels of the enlisted force to enhance leadership competencies. Ensures the enlisted force have a clear knowledge, understanding and tools needed to execute TAG priorities.

5. Performs other duties as assigned.
