Army National Guard Units is Hiring an INTERNATIONAL PARTNERSHIP SPECIALIST (TITLE 32) Near Springfield, IL

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a INTERNATIONAL PARTNERSHIP SPECIALIST (TITLE 32), Position Description Number D2089000 and is part of the IL JS, National Guard.

Qualifications:

AREA OF CONSIDERATION: The areas of considerations for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence,

  • The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG.
  • The SECOND area of consideration will be all current Federal Employees.
  • The THIRD area of consideration will be all Federal re-employment eligible.
  • The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership.
  • The FIFTH area of consideration will U.S. Citizens.

Military Grades: Officers Only - Minimum Rank O1 - Maximum Rank O4

GENERAL EXPERIENCE: MUST possess experience, education, or training which provides a general knowledge of principles of organization, management, and administration; experience using computer and automation systems.

SPECIALIZED EXPERIENCE: GS-12 Level MUST possess at least 36 months experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions: experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations: experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures: experience preparing written communications and oral presentations.

One year of specialized experience equivalent to the lower grade level in the Federal service in order to be considered for this position.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Responsibilities:

As aINTERNATIONAL PARTNERSHIP SPECIALIST (TITLE 32), GS-0301-12, you will plan, coordinate, and execute the State Partnership Program (SPP) activity initiative between the National Guard of a state and the partner nation or country.

Major Duties - This is NOT an all-inclusive list:
  • Research, analyze, development and write the budget for every fiscal year of administration that directly support year one of the campaign plan, and allows NGB to fiscally plan for years two through five of the plan.
  • Ensure all budgetary requests are justifiable, accounted for, and submitted on time to NGB and the various other funding sources.
  • Ability to maintain continual liaison with the partner country through the Bilateral Affairs Officer (when provided) and the Defense Attaché Office stationed in the embassy of the partner nation.
  • Conceptualize, plan, coordinate, and execute Senior Executive Visits.
  • Coordinate and execute visits to the partner nation by military members and civilian personnel.
  • Coordinate with the U.S. State Department, Department of Defense (DoD), NGB, Combatant Commanders, embassy staff of both the U.S. and partner nation, and U.S. Transportation Command when military air is utilized for all aspects of the event.
  • Serve as a coordination point for joint and combined military exercises between the state and the partner nation, which may include other state's partner nations, both in the U.S. and overseas.
  • Research, develop, write and submit each of the year one campaign stream project and supporting event plans to NGB for approval.
  • Utilize all required systems to ensure the SPP program is administered according to regulations from COCOMs/NGB.
  • Be a subject matter expert in program administration utilizing Army Training Information Management System (ARTIMS), ARGOS (NIPR and SIPR), APACS (NIPR and SIPR), CFR, SOCIUM and Global TISMS so that all events and projects are approved and accounted for by the State, NGB, DA, and the COCOM CDR.
  • Responsible for coordination of the preparation of all country clearance messages, event travel, and support requirements, to include the number of people traveling, dates, air/ground transportation, meals, and hotels.
  • Ensures U.S. personnel deploying to partnership country receive proper security and customs orientation briefings.
  • Oversee and provide strategic guidance for the development of each SPP event as it pertains to accomplishing the objectives of the plan.
  • Coordinate all logistical, administrative, and transportation requirements for each event both in state and country.
