Army National Guard Units is Hiring a FACILITY OPERATIONS SPECIALIST (TITLE 5) Near Springfield, IL

THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a FACILITY OPERATIONS SPECIALIST (TITLE 5), Position Description Number T5710000 and is part of the IL CFMO, National Guard.

Qualifications:

Time-In-Grade Requirement:
Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7 Level. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In Grade requirements also apply to former Federal employees applying for reinstatement.

SPECIALIZED EXPERIENCE: You must have one year of specialized experience equivalent to the next lower grade level (GS-07) or pay band in the federal service or equivalent experience in the private or public sector. Examples of Specialized Experience include, but are not limited to: providing input for the planning and development of long-term real property acquisition, development, and construction projects for the state; coordinate with various agencies, both internal and external, on issues pertinent to planning for ARNG installations and facility management; research, draft, maintain, and coordinate the state's Military Construction and Facility Program documents; recommend location and sitting of facilities, identify and/or recommend appropriate funding sources; research the economic impact of energy laws, policies, new technology/equipment, and advise staff of impacts; assist the Realty Officer in the management of real property; and ensure work is in compliance with governing federal, state, and local laws and ARNG policies, procedures, and guidelines.

Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree with a major study in engineering, industrial arts, property management, or business administration, or equivalent graduate degree (LL.B. or J.D.), if related. NOTE: You must submit a copy of official transcripts.
OR
Combination of Specialized Experience and Education: You may meet the qualifications requirement for this position by combining your specialized experience and appropriate graduate level education according to the following formula: (a) your total months of full-time specialized experience as a percentage of a 12-month total; PLUS (b) your total number of qualifying graduate semester or quarter hours as a percentage of one year of graduate study. The total of the two percentages must equal at least 100 percent.

In order to be considered qualified, you must have one year of specialized experience equivalent to the next lower grade level in Federal service.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Responsibilities:

As a FACILITY OPERATIONS SPECIALIST (TITLE 5), GS-1640-09, you will:
  • Provide input for the planning and developing of long-term real property acquisition, development, and construction projects.
  • Coordinate with a variety of agencies, both internal and external, on issues pertinent to planning for ARNG installations and facility management.
  • Recommend appropriate funding sources and submits proposed projects to appropriate authority for final approval and funding authorization.
  • Serve as close liaison with senior commanders and directorates, state and local government authorities, Corps of Engineers and the National Guard Bureau.
  • Support the installation management program by assisting the Master Planner.
  • Assist the Realty Officer in the management of real property, in the acquisition, management, and termination of real property interests.
  • Confer with design/utilities personnel and firms in utility studies to determine status of utility systems and land use to ascertain future development.
  • Ensure work is in compliance with governing federal, state, and local laws and ARNG policies, procedures, and guidelines.
  • Maintenance of real property accountability, inventory of facilities and other real property inventories, and validation of real property quantities.
  • Assist in the preparation and submission of annual reports related to facility operations.
  • Develop project scope, prepare project estimates, draft economic analyzes, and draft programming documents.
  • Prepare staff analyzes, cost estimates, decision briefings, and other presentations on new technologies.
  • Research energy providers, new energy systems and technology with regards to ARNG Energy programs
  • Research, draft, maintain, and coordinate with the state's construction and facility program documents.
  • Receive, verify, and coordinate approval of all ARNG initial requests for construction and maintenance/repair projects.
  • Research the economic impact of energy laws, policies, new technology/equipment, and advises staff of impacts.
  • Develop, coordinate, program, and budget for construction, maintenance and repair projects for ARNG facilities.
  • Research and prepare staff analysis on new computer hardware/software, peripherals, network telecommunications systems, construction materials, techniques, building components, energy conservation techniques, and physical security systems.
