Summary
The Charlotte Area Transit System (CATS) Human Resource Division is seeking a Senior Human Resources Specialist, Assistant HR Generalist , to serve in a cross-functional position to support recruitment, payroll, and performance. The primary responsibility of the Assistant HR Generalist is to ensure that the city of Charlotte and CATS ensure timely and consistent practice with various HR functions and assist recruiting to attract, hire, and retain the best employees.
Major Duties and Responsibilities
  • Work collaboratively to manage the full cycle recruitment process
  • Participate in off-site career fairs to grow the CATS brand and build relationships within the community
  • Facilitate interview process, including scheduling interviews, coordinating and/or hosting phone screens, and participating in interviews using proper screening techniques
  • Partner with Human Resources and Hiring Leaders to understand business priorities
  • Provide strategic guidance and support to deliver on talent needs. Conduct consultative intake meetings, provide weekly status reports, assess risks/challenges, and drive solution-oriented results
  • Create interview guides and applicable pre-screen activities
  • Oversee the administration of hiring assessments and testing procedures in accordance with legal standards
  • Create a pipeline of entry-level talent through building relationships
  • Assists in administration of background screening and pre-employment activities required to properly onboard new employees
  • Perform tasks related to new hires, transfers, and/or temporary assignments
  • Maintain and organize candidate files
  • Demonstrate knowledge of employee benefits and company policies to share with candidates
  • Perform payroll duties in a supportive role for the CATS Payroll Specialist
  • Assist in preparation, input, and tracking of performance reviews
  • Assist HR Generalists inputting weekly transactions to include position changes, update employee information, hiring, separations, etc.
  • Provide support to employee questions with basic understanding related to FMLA, ADA, short-term disability, benefits, payroll, educational opportunities, and other related areas
  • As part of your responsibility to support the CATS Safety Culture, report safety concerns and issues through various methods established by CATS as outlined in the Agency Safety Plan.
  • Perform related duties and responsibilities as assigned
Knowledge, Skills & Abilities

  • Solid ability to conduct, recommend and guide managers on different types of interviews
  • Identify, analyze, and provide recommendations on recruiting processes and procedures
  • Knowledge of general hiring practices and procedures
  • Knowledge of human resources, training and recruiting best practices, policies, and procedures
  • Knowledge of HR laws such as FMLA, ADA, etc.
  • Knowledge and experience working in human resources with a concentration in recruitment
  • Knowledge and experience in payroll/timekeeping regulations and procedures
  • Ability to process employee personnel transactions
  • Possess good organizational and time management skills

Preferred Qualification

  • Experience with City of Charlotte Recruitment processes and PeopleSoft or recruitment software is a plus.
  • Equivalent combination of training and development and recruiting experience
  • Recruiting experience with a concentration in Human Resources.
  • Strong oral, written communication, interpersonal, and team skills combined with effective communication strategies.
  • Strong understanding of principles and practices of full-cycle recruiting.
  • Proficient in Microsoft Office, Excel, PowerPoint, and Outlook

Minimum Qualifications

High School Graduate or Equivalent and three years related work experience
OR
Associate's Degree and one year related work experience
Conditions of Employment
The City's Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate's written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.
