Arlluk Technology Solutions, a Koniag Government Services company, is seeking a Web Developer Mid-Level with a Public Trust clearance to support ATS and our government customer in Annapolis, MD. The place of performance for this position is Annapolis, MD. This is a hybrid position that requires collaboration with CBPO staff along with weekly, one-day, site visits to the EPA’s Chesapeake Bay Program Office in Annapolis.

US EPA Chesapeake Bay Program Office (CBPO)
(University of Maryland Center for Environmental Science (UMCES) Web Development Team)
The US Environmental Protection Agency (US EPA) Chesapeake Bay Program Office (CBPO) is seeking a Web Developer to be part of the Arlluk Technology Solutions (ATS) EPA Data Center Team. The Web Developer will work closely with the University of Maryland Center for Environmental Science (UMCES) Web Development Team, an established and dynamic support group at the CBPO. This Web Developer will support the development and maintenance of functional and informative websites and relevant content management systems that respond to the suggested direction of Chesapeake Bay Program partners and stakeholders.
The CBPO
The Chesapeake Bay Program Office (CBPO) is a unique, regional partnership that has led and directed the restoration of the Chesapeake Bay since 1983. CBPO partners include the states of Maryland, Pennsylvania, and Virginia; the District of Columbia; the Chesapeake Bay Commission, a tristate legislative body; the Environmental Protection Agency, representing federal government; and participating citizen advisory groups. Arlluk Technology Solutions, a subsidiary of Koniag Government Services, provides Information Technology support and services for the Chesapeake Bay Program’s Science and Partnership Missions along with Strategic Planning in support of the Chesapeake Center for Collaborative Computing (C4). This includes planning, developing, and maintaining a portfolio of science-based applications; management of large data repositories; GIS; network and infrastructure; project management, Agile methodology; and decision support systems.
Web Developer Responsibilities
  • Create high-quality frontends from design prototypes.
  • Produce performant, mobile-first, accessibility-focused code that is cross-browser compatible.
  • Develop code for websites using languages, tools, and software including HTML5, SCSS, JavaScript, PHP, Twig, and Docker.
  • Participate in code reviews and CI/CD.
  • Implement and maintain content management systems (primarily Craft CMS), working with content editors to ensure the systems are intuitive and meet their needs.
  • Manage, track, and resolve support requests.
  • Design, create, populate, and maintain backend databases (primarily MySQL).
  • Collaborate with UX researchers, designers, and content specialists during product development, including in the preparation of project plans and timelines, the review of designs, and the discussion of usability evaluations.
Qualifications
  • Candidates should possess at least 5 years of professional experience in the development of production-ready websites.
  • They should demonstrate proficiency in executing the complete web development lifecycle, from translating UI prototypes into front-end code to deploying without reliance on external libraries or code generators.
Technical Requirements
  • Thorough and complete knowledge of HTML5 semantic markup, CSS3 features (flex, grid, custom variables), and JavaScript.
  • Strong understanding of accessibility best practices, including knowledge of WCAG (Web Content Accessibility Guidelines) 2.1 or later and attributes for screen readers and assistive technologies.
  • Proven ability to achieve fast load times and smooth user interactions by optimizing performance, including minimizing HTTP requests, and reducing JavaScript execution times.
  • Strong understanding of design principles; experience assessing design prototypes for potential development challenges; and ability to preserve the integrity of designs throughout the development process.
  • Comfortable writing vanilla JavaScript and proficiency using declarative JavaScript libraries (e.g., Vue and Alpine).
  • Familiarity with the latest JavaScript APIs (e.g., IntersectionObserver).
  • Experience building sites on the Craft CMS platform, including templating in Twig, configuring routes and API endpoints, and extending functionality through building custom modules/plugins with PHP.
  • Experience using GIT for version control, including creating well-structured pull requests and writing clear and informative commit messages.
  • Familiarity with performance analysis tools such as Google PageSpeed Insights, Lighthouse, and DevTools for continuous monitoring and improvement.
