Role: Grants Merit Reviewers

EDUCATION: Bachelor's Degree
REQUIRED SKILLS:
Merit reviewers shall have expertise, knowledge, and experience as demonstrated by one or more of the following:
Technical understanding and five or more years of professional experience in one or more of the following areas relevant to the Innovation Fund:

• Working knowledge of ORAN functional components
• Wireless telecommunications
• 5G network design
• Radio access networks (RAN)
• Wireless testing
• RAN research and development
• Similar technical background or expertise.

Preferred Skills: In addition, the following expertise, knowledge, and experience will be viewed favorably:

• Direct exposure to financial assistance programs (i.e., Federal, State, local, Tribal), including but not limited to, policy development, execution, and grants administration
• Program or project management experience within telecommunications that gives the reviewer a background in management, financial performance, and/or other topics concerning project success.

Day-to-day Responsibilities: The contractor shall support the client's conduct objective Merit Review's for NOFO 2. The client's Merit Review process includes "a thorough, consistent, and independent examination of an application based on pre-established criteria by persons knowledgeable in the field of endeavor for which support is requested. A merit review must be conducted by an impartial, objective, unbiased individual with the requisite expertise, knowledge, and experience in a technical field who can evaluate or assess a proposal for its value, quality, and likelihood of success. One who conducts a merit review must not have a conflict of interest, or the appearance of a conflict of interest, regarding any application under his or her review”. The contractor will be obligated to track reviewed applications and billed hours.
