Job Summary:

This position is responsible for managing many complex transportation planning studies. Direct project Technical Advisory Committees (TACs) and manage consultant project teams. Serve as the appointed ADOT designee to oversee external regional planning agencies, including Councils of Governments (COGs), Metropolitan Planning Organizations (MPOs), and Transportation Management Agencies (TMAs). Represent ADOT as a voting member on regional committees. Serve as a team lead for internal and external training, technical guidance, and direction.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Essential Job Duties:

  • Serve as ADOT's designee for FHWA Federal Aid and regional planning oversight and compliance of COGs, MPOs, and TMAs. Approve multimillion dollar work programs, budgets, and invoices, and recommend transportation improvement programs for executive approval.
  • Actively manage complex planning study projects and ensure compliance with scope, schedule & budget. Develop project scopes of work/proposals in collaboration with internal ADOT and external agency customers. Manage project submittals to ensure compliance with project goals, federal regulations, and best practices.
  • Direct the participation of consultant panel selection committees and technical advisory committees (TACs) in the study process. Supervise consultant contracts and teams.
  • Act as a team leader to provide internal training and assist other members of the work unit. Act as an external regional planning technical lead by providing external trainings, guidance, and direction to COGs, MPOs, and TMAs.
  • Reconcile TAC input, use critical thinking to facilitate challenging issues, and manage conflict resolution meetings. Give presentations and lead workshops on study and regional planning topics to agency executives, elected officials, and the public. Clearly communicate complex information.
  • Serve as chair, vice chair, or voting member on external committees on behalf of ADOT on a recurring basis. In rare instances, serve as the interim Executive Director of a COG, MPO, or TMA upon request of the agency's Executive Board and ADOT Director.

The Ideal Candidate will have:

Bachelor's Degree in Planning, Business, Public Administration or another related/relevant field, preferred.

Prefer five (5) years of experience in transit planning and/or transit service delivery. Experience with preparation of grant applications, administration of planning activities, preferred.

Experience that meets/exceeds the knowledge, skills, and abilities (KSA's) may be substituted.

Requirement(s):

This position requires driving or the use of a vehicle as an essential function of the job, and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
