Program/Project Manager - Grant Tracking System Client - The New York City (the “City”) Mayor’s Office of Management and Budget (“OMB”)Location – Lower Manhattan - OnsiteDuration – 7 MonthsSalary Up To $90 per hourWe are seeking a highly skilled and experienced Grant Tracking System Consultant to lead the implementation and deployment of a Grant Tracking System (GTS) in a NYC Gov Cloud hosted environment. The successful candidate will be responsible for ensuring the project remains within scope and on schedule, working closely with stakeholders to analyze business processes, and coordinating the successful migration and training for the new system.Responsibilities include:
Accountability for the project to be in scope and on schedule.
Work closely with the stakeholders to analyze business processes, identify application requirements, and assess gaps, user roles, and data security and privacy, and data migration.
Act as technical lead for the project. This includes working with OMB and agency Stakeholders to successfully implement and deploy the solutions in a NYC Gov Cloud hosted environment.
Working with the stakeholder agencies to ensure access with appropriate roles and privileges along with successful migration of existing data into the new system.
Required Skills:
Technical Skills:
Enterprise Data Management Applications (CRM Dynamics, Power BI, SQL Server, C/C , JavaScript, JSON, XML, node.js, Excel Macros, Document Management Software, Active Directory, User identity Management setup in MS Office though MFA, Data Analysis and research through Excel and SQL Systems online
Financial tracking and reporting using Excel Macros and Templates
Policy and Procedure manual development and implementation.
At least 5 years of full-time experience in developing systems using MS Dynamics.
Ability to design and implement an efficient and technically sound architecture.
Extensive experience with database design
Solid knowledge of testing tools and techniques.
Managing On-demand video tutorial and on-line user guide development.
Familiarity with Regulations per 2 CFR 200 related to federally grant funded equipment, procurement, fiscal and programmatic reporting guidelines.
Communication Skills:
Excellent written and verbal communication skills.
Ability to conduct technical platform feature scoping discussion with NYC agencies, Keep senior management up to date with management reports.
Ability to interact with NYS Division of Homeland Security and Emergency Services (DHSES) and other grant oversight committee members.
Management/Team Skills:
Extensive experience in Agile development methodology.
Ability to design feature Sprints and set direction for development for the vendor team(s).
Actively manage and pivot based on the project resources, and budget constraints.
Exemplary interpersonal skills
Ability to handle competing priorities during peak grant activity periods.
Ability to problem solve for budget-related, technology-related, and process- related issues.
Co-ordinate training sessions for stakeholder agency personnel to ensure successful implementation and use of the GTS System on Desktop/Mobile platforms.
