Area Agency on Aging of Pasco-Pinellas, Inc. is Hiring a Remote Assistant Director of Programs

Job Summary:

In conjunction with the Director of Program & Accountability, provide leadership, administration, supervision, and coordination of the activities of Federal programs and services of the Area Agency on Aging of Pasco-Pinellas, Inc. (AAAPP), serving as the designated Aging and Disability Resource Center. Under the leadership of the Director of Program Accountability, the Assistant Director will collaborate with Program Managers, program coordinators, and caregiver specialists on the administration of Older Americans Act (OAA), Local Service Program (LSP), EHEAP Program, and Nutrition Services Incentive Program (NSIP).


Duties and Responsibilities:

  • Plan, direct, motivate, and supervise activities of the Federal Program Manager, Health and Wellness Coordinator, and IIIE Caregiver Specialists.
  • Manage, provide technical assistance, and exercise budgetary oversight for the OAA Title IIID Disease Prevention & Health Promotion Program in PSA 5.
  • Manage, provide technical assistance, and exercise budgetary oversight for the OAA Title IIIE National Caregiver Support Program in PSA 5.
  • In collaboration with the Federal Program Manager, provide administration and budgetary oversight for the OAA Title IIIB Chore Program in Pinellas County.
  • In conjunction with the Federal Program Manager, review criteria and develop materials intended for programmatic monitoring, evaluation, and quality assurance of federally funded programs and services.
  • Collaborate with subcontractors, programmatic partners, and other AAAPP departments to obtain and organize materials to be utilized and submitted for the annual DOEA monitoring process.
  • Oversee coordination of surplus/deficit expenditures of OAA, LSP, and EHEAP providers.
  • Oversee pilot programs and new initiatives as assigned.
  • In conjunction with the Director of Program Accountability, initiate, participate, and oversee contract procurement processes and procedures, including Request for Procurements and Continuing Applications. Review submissions and, under the direction of the Director of Program Accountability, submit requests for corrections to applicants.
  • Supervise activities and assignments of the AAAPP Nutrition Consultant.
  • Coordinate outcome measure achievement with OAA providers.
  • Supervise, review, and coordinate receival, reconciliation, and tracking of expenditures of the OAA IIIB Chore program, OAA Title IIIE program, and OAA Title IIID program.
  • Participate in conferences, workshops, and similar activities relevant to assigned functional area of responsibility.
  • Serve on committees and advisory councils to represent the interest of the elderly and disabled population.
  • Participate in public awareness and outreach events.
  • Assist Director of Program & Accountability with social media content development and distribution.
  • Comply with all security and confidentiality regulations.
  • Participate in emergency preparedness activities consistent with DOEA and agency COOP/disaster plans.
  • Manage and evaluate the overall effectiveness of the Title IIIE, Title IIIB, and Title IIID programs to ensure that all grant and contractual benchmarks are met and/or exceeded.
  • Develop, implement, and oversee client satisfaction procedures for OAA Title IIIB, Title IIIE, and Title IIID.
  • Any other duties as assigned.


Education:
Bachelor’s degree in gerontology, social work, planning or a related field from an accredited college or university or an equivalent combination of education and experience.


Skills/Qualifications:

  • Working knowledge of federal and state funded programs.
  • Previous experience working with DOEA programs required.
  • Ability to analyze comprehensive problems.
  • Ability to organize data effectively, test its validity, and draw sound conclusions from it.
  • Excellent computer skills including Microsoft Word and Excel.
  • Excellent written and oral communication skills.
  • The ability to establish and maintain effective working relationships with community groups, preferably the elderly, governmental agencies, and other staff members.


Special Requirements:
Must pass DOEA Level II criminal background screening; must sign Medicaid Attestation Payroll Form per Department of Elder Affairs/AAAPP requirements. Must sign SMMCLTC Program – Prohibited Activities.
