Overview:

The primary objective of this effort is to improve communication, coordination, and program oversight with Fisheries Financial Management Centers (FMC) points of contact across multiple specific and functional areas. This task order is intended to provide administrative, technical, training, and information technology design support to the Office of Management and Budget (OMB).

Background:

At the heart of the NOAA Fisheries Service lies the Office of Management and Budget (OMB), a strategic hub pulsating with activity. With its main base in Silver Spring, MD, and teams dispersed nationwide, OMB orchestrates the allocation of resources, fine-tuning budgets, and charting the course for success under the Department of Commerce's stewardship. Within this dynamic ecosystem thrives the Acquisition Services Division (ASD), a vital force propelling Fisheries Acquisition programs forward. From meticulous Google site upkeep to sleek graphic design and precise editing, ASD ensures every cog in the machinery runs smoothly. Meanwhile, their technical prowess and innovative training methodologies empower Fisheries personnel for peak performance. It's a journey marked by purpose and precision, where every action drives the Fisheries mission closer to its goals.

Responsibilities:
  • Conduct the research necessary to develop and revise training courses.
  • Develop and revise courses and prepare appropriate training catalogs.
  • Prepare instructor materials (course outline, background material, and training aids).
  • Prepare student materials (course manuals, workbooks, handouts, completion certificates, and course critique forms).
  • Train personnel by conducting formal classroom courses, workshops and seminars.
  • Prepare reports and monitor training tasks in support of the goals of the Contractor Program Manager and the government sponsor(s) using standard training standards and software and hardware programs such as modeling and simulation and prototyping efforts.
  • Provide input to the Project Lead and the Contractor Program Manager on which decisions for training validation and or modifications of specified items or systems can be corrected.
  • Develop and deploy online information portals for group activities and training.
  • Design crowd/classroom engagement strategies using interactive/game-based activities, utilizing tools such as Menti and Kahoot.
  • Implement hybrid and online training solutions, including video conferencing setup, session recording, attendance tracking, facilitation, and engagement monitoring.
  • Create participant surveys for training and outreach events, ensuring they capture meaningful feedback.
  • Analyze survey data, consolidate findings into a clear summary, and recommend adjustments to curriculum or delivery based on feedback.
  • Develop technology-based strategies for participant enrollment in online, hybrid, and in-person events.
  • Automate participant enrollment into Google Calendar meetings, including updates.
  • Develop automated processes to identify conflicting or improper enrollments by comparing with relevant reports.
  • Maintain enhanced spreadsheets and tracking tools for project planning and action tracking, incorporating automation through coding and advanced formulas.
  • Review and recommend enhancements to existing Smartsheets to reduce manual work.
  • Update Smartsheet products to introduce workflow management, automation, and routing of approvals.
  • Develop Smartsheets dashboards and tools for use by senior leadership.
  • Enter events using automation, run custom reports, and maintain training records in the Department of Commerce Learning Center.
Qualifications:
  • Approximately 4 years of federal experience in online/hybrid training facilitation, including proficiency in video conferencing, audio-visual setup, and troubleshooting for training and conference events.
  • Ability to lift up to 30 pounds for moving tables, training supplies, and transporting equipment to and from training venues.
  • Expert-level proficiency in Smartsheets and Menti for efficient task management and engagement strategies.
  • Proven track record as a professional trainer, delivering government acquisition-specific topics to diverse federal clients.

BS/BA degree (or equivalent).

Related industry certification preferred
