CATHOLIC CORRECTIONAL CHAPLAIN
Department: Restorative Justice
Status: Exempt, Full Time
Salary Range: $31.57 - $35.52
The rate of pay offered to the selected candidate is based on internal pay policy and budget. Candidates are paid at the minimum of the salary range or no higher than the first quartile of the salary range. We consider a number of factors when making compensation decisions including, but not limited to, skill sets, experience, training, and other department needs.
POSITION SUMMARY
The Office of Restorative Justice Catholic Correctional Chaplain provides pastoral leadership and is accountable for the administration of an effective Catholic Chaplaincy program at an assigned facility or at multiple facilities. The chaplain provides opportunities for and assists the Catholic community in understanding and participating in the Gospel mandate to visit the imprisoned. Chaplaincy includes a prophetic role of shaping a constituency of conscience, which measures policies and practice according to Gospel values, particularly the religious rights and freedoms of the incarcerated.
ESSENTIAL FUNCTIONS
All Archdiocesan employees represent the Roman Catholic Church, and they are expected to conduct themselves according to the goals and mission of the Church in performing their work, by:
  • Maintaining a consistent and effective pastoral presence at their assigned institution(s) with special attention to the care and treatment of the incarcerated.
  • Adhering at all times to the rules and regulations of the institution where he or she is assigned. For adult facility chaplains, the rules and regulations set forth by the Los Angeles County Sheriff’s Department (LASD) including the Department Manual of Policy and Procedures (MPP), Custody Division Manual (CDM), Facility Unit Orders, and the Religious and Volunteer Services Policy and Procedure Manual are the operative documents for conduct of this ministry. For juvenile facility chaplains, the rules and regulations as set forth by the Los Angeles County Probation Department. For those chaplains working in the Santa Barbara and Ventura Counties, adherence to those county’s rules and regulations for each facility will apply.
  • Addressing, as necessary, circumstances when the chaplain observes that life for the incarcerated is degraded or diminished by following the institutional lines of reporting.
  • Assisting the ORJ Director, in negotiation and dialogue with institution administration to obtain adequate access to the inmates and to effect appropriate changes in the policies and procedures of the facility.
  • Providing and coordinating liturgical and sacramental services each week which include Masses or Communion services, Reconciliation, Baptism, First Communion, Confirmation and Bible studies along with faith sharing groups.
  • Assist in addressing the needs of the population served, such as drug and alcohol addiction, anger management and other vices.
  • Providing crisis intervention and pastoral counseling for inmates.
  • Recruiting, interviewing, training and supervising volunteers working in their institution.
  • Have the number of volunteers needed according to the population of each facility or ministry.
  • Recruiting, interviewing, training, and supervising a chaplain, deacon, or volunteer capable of replacing the head chaplain tasks in case of absence (vacation, leave, illness or resignation)
  • Reporting each month all services/program activities and volunteer hours to the ORJ.
  • Occasional writing and speaking engagements about the ministry and mission.
  • Developing and maintaining a realistic pastoral plan for the assigned institution(s) which includes specific objectives for meeting the pastoral plan’s goal. Plans should be submitted in written form at the beginning of each fiscal year for the director’s approval.
  • Maintaining the Catholic Correctional Chaplain’s office in a professional manner.
  • Maintaining open communication and an ecumenical spirit with the pastoral personnel and the correctional administrative staff who are serving the facility.
  • Attending staff meetings, in-services, and training programs of all chaplains.
  • Participating on committees which help further the mission and ministry of the Office of Restorative Justice.
  • Participating in the department`s yearly mandatory retreat. Ample notice will be given to fulfill that obligation.
  • Directing all offers of donations or fundraising efforts to the ORJ Director for centralized management and oversight. Assisting in the solicitation of funds for the acquisition of materials needed for services and programs at the facility at which the chaplain is assigned.
  • Assignments are not permanent. Chaplains may be transferred to another facility at the sole discretion of the ORJ Director, regardless of length of service at any facility.
MINIMUM QUALIFICATIONS
Education and Experience
Any combination of education and experience likely to provide the required knowledge, skills, and abilities, typically:
  • Bachelor’s Degree in theology, spirituality, counseling, philosophy, criminal justice or a related field or equivalent training and formation in a recognized program.
  • Minimum 2 years of experience in pastoral ministry.
  • Experience in administration and working as a team member.
  • Experience and demonstrated aptitude in ministering to the incarcerated and economically disadvantaged populations.
  • Must be a Roman Catholic with knowledge of Catholic Church organization and teachings.
  • Must have a valid driver’s license and provide own transportation.
  • Bilingual English/Spanish preferred.
  • Commitment to Gospel values and holds a consistent life ethic.

Physical and Environmental Requirements:
  • Occasionally lift up to 20 pounds.
  • Sit for sustained periods of time on a daily basis.
  • Perform tasks requiring intermittent bending, stooping and walking.
  • Sustain frequent movement of the fingers, wrists, hand and arms.
