Schnitzer Steel Industries is Hiring a Recycling Operations General Manager Near Columbus, MS

General Position Summary & Responsibilities:
The Recycling Operations General Manager (ROGM) reports directly to the Recycling Operations Regional General Manager (RORGM). The ROGM drives, guides, and influences the day-to-day business activities of a single facility or groups of facilities. The Recycling Operations General Manager relays the Metals Recycling Business' (MRB) vision of business growth and diversification to their team and drives the execution of the Scrap Materials Procurement program, monthly forecasting, and annual budgeting. The incumbent understands and effectively communicates company goals and drives home these goals at the facility and departmental manager level. The incumbent directs staff to achieve individual and facility goals and successfully delegates responsibility. The incumbent ensures compliance with company policies and established regulations; Health & Safety (H&S), and Environmental, Security, the management and administration of personnel, operations/production activities, cost controls, inventory quality and quantity specifications. Managing each department under their purview, the Recycling Operations General Manager makes informed, measured decisions regarding departmental activities. To make sound business decisions, the Recycling Operations General Manager must comprehend and synthesize high volumes of information including: metrics, reports, and written and verbal communications in a fast-paced environment.
This position operates within flexible parameters. The primary goal of this position is to achieve excellence in all facets of facility management. Providing the highest quality product safely, effectively, and efficiently decreases accidents and errors and increases profits.
Salary Range: $130,000 to $150,000 Annually
Essential Functions:
1) Environmental and Health & Safety (H&S) - Responsible for overall H&S issues within facility by working closely with the Regional Safety Engineer(s). Ensures Environmental compliance in accordance with company, federal and state policies by working closely with the Regional Environmental Manager. Specific accountabilities include:
a) Providing a safe environment for all employees, customers, and visitors.
b) Monitoring H&S programs administered by the H&S department.
c) Following an incident or accident, communicating Corrective Action Plans to all personnel per policy.
d) Monitoring environmental compliance to report any deficiencies and/or issues to the appropriate Environmental party and Regional Recycling Operations General Manager and Regional Director.
2) Commercial - Participates in the execution of Scrap Materials Procurement program as defined by the Regional Commercial Group and facility Commercial Operations team. Specific accountabilities include:
a) Communicating with Commercial and Logistics Departments, ensuring material purchase quotas are met for the facilities and that materials are transferred or shipped in a timely fashion.
b) Monitoring inbound material purchases ensuring proper grading and customer pricing.
c) Daily review of inbound material receipts report by customer and by commodity, ensuring accurate pricing and volumes.
d) Providing direct supervision as needed to the Commercial Operations Manager.
e) Reviewing purchase prices and comparing to sell prices; providing reasonable metal spreads to ensure profit of all material processing and handling.
3) Budgeting & Forecasting - Works closely with Departmental Managers and Regional Financial Business Partner(s) regarding internal budgeting and forecasting. Specific accountabilities include:
a) Analyzing operating efficiencies of each cost center (shredder, shear, torch, stockpiling, etc).
b) Reviewing inventory and production levels about material sold and current market conditions.
c) Operates facilities within the established forecasts, operating budgets, and CAPEX budgets.
d) Recommending, on a yearly basis, prioritized capital expenditures, accounting for: environmental necessities; safety enhancements; equipment condition code and replacement program; operational efficiency needs; ability to sustain operations and business growth including new business opportunities.
4) Operational Performance & Best Management Practices - Responsible for clarifying, validating, analyzing, and testing for accuracy in all assigned areas. Specific accountabilities include:
a) Production and Maintenance in all departments.
i. Assuring committed production levels are achieved and maintained for all departments.
b) Optimizing utilization of key equipment
i. Monitoring equipment needs and availability for all locations.
ii. Overseeing proper equipment maintenance, servicing and utilization.
c) P&L of inbound products - Ferrous and Non-Ferrous.
d) Reviewing Time and Weight studies.
e) Assessing relative cost effectiveness of sub-contractors, including transportation, burners, etc.
f) Forecasting monthly production with Department Managers in conjunction with Commercial group ensuring that facility goals are met.
g) Supporting other Schnitzer locations as necessary.
5) Inventory & Quality Control - Responsible for monitoring and maintaining yard inventories (ferrous and nonferrous) for accuracy. Specific accountabilities include:
a) Managing inventory levels in accordance with market data.
b) Maintaining accurate physical material inventories in all facilities keeping in compliance with all internal and SOX controls.
6) Security - Responsible for overall facility security, including the oversight of outside security contractors. At port facilities, the Recycling Operations General Manager may designate another manager (generally the Terminal Operations Manager or Ship Loading Supervisor) as the Maritime Security (MARSEC) Facility Security Officer (FSO).
a) Ensuring safe operation of facility stevedoring activities.
7) Administrative Management - Directs management in the supervision and performance evaluation of personnel and their activities within the facility. Specific accountabilities include:
a) Monitors and maintains exempt and and/or hourly staff at cost effective and competitive levels.
b) Monitors supervisory practices for self and direct reports to ensure compliance with HR policies and union contracts, as applicable.
c) Reviews performance of direct reports.
d) Interviews prospective management and/or production employees.
e) Works with Human Resources personnel to prepare job descriptions.
8) Special Projects - Performs other special projects as needed or assigned.

Internal Control Responsibilities:
Supports the Company's Internal Control process which includes understanding, communicating, and complying with defined internal controls as well as suggesting and making modifications to the policies, procedures and controls to better relate to the business.
Communicates upward problems in operations, noncompliance with the code of conduct, or other policy violations or illegal actions.
Supervisory Responsibility:
The Recycling Operations General Manager directly supervises Recycling Operations FE and NF Managers, Shredder Managers, NF Recovery Managers, Maintenance Managers, Facility District Managers, Facility Managers.
Job Conditions:
Exposure to physical operations at metal recycling yards; it is necessary to walk/climb in active industrial yards with uneven surfaces and to out-of-the-way areas. Occasional exposure to inclement weather conditions and travel is required. Work pressure can be substantial during peak times, requiring considerable adaptability; disturbances of workflow, and/or irregularities in work schedule are expected and occur on an intermittent basis. Regular overtime is required. Offsite work involves meeting in person with current or potential customers and visiting other Schnitzer locations. Travel estimated at 25%.
Physical Activities Required to Perform Essential Functions:
Ability to: lift and carry up to 20 pounds occasionally; sit for extended periods of time, up to 6-8 hours per day; write by hand and keyboard for extended periods of time, up to 6-8 hours per day; communicate by speech and hearing continuously. Visual acuity needed for: close detail work; preparing and analyzing data figures; reviewing / creating reports, schematics, blueprints; accounting and computer use; inspecting scrap material and manufacturing operations / equipment.
Qualifications:
A bachelor's degree in business administration / Operations Management or equivalent combination of education and / or experience. A minimum of 7-10 years of related experience with operations management responsibilities. Preference for experience within the metals recycling industry with experience in scrap purchasing and operations management. This position requires possession of a valid driver's license and the ability to drive an automobile.
Tact and the ability to communicate, in a professional manner, to all levels of individuals; computer skills including Microsoft Suite; supervisory and management skills. Ability to: negotiate and communicate with unions; define problems and collect data, establish facts, draw conclusions, and then make decisions; apply principles of logical or scientific thinking to a wide range of intellectual and practical problems; deal with many variables and determine a specific course of action.
