Job Summary

Aptive is seeking a Program Analyst / Junior Auditor. This position will support auditing services for the Department of Veteran Affairs (VA) Government Accountability Office (GAO) Office of Internal Audit (IA). These efforts will improve the timeliness, cost-effectiveness, quality, and safety of Veterans health. This position requires program planning, audits, and evaluations related to various healthcare programs and projects. The candidate must have strong writing, communication and organizational skills to support a VHA client and manage project deliverables in support of all Aptive team members. Candidate must thrive in a high pressure, fast paced environment and communicate effectively within a multi-disciplinary setting.

This is a contingent hire position. This full-time position is currently fully remote. However, they may be expected to travel to Washington, D.C. or other locations in the United States for meetings, audits, and events.

Primary Responsibilities

• Assist in independent and program analysis.
• Understanding and experience in the Federal accounting cycle with support on project strategic planning.
• Maintenance of the Integrated master schedule in support of the project manager.
• Timely submission and proper formatting of financial reports.
• Recommendations and professional technical assistance to senior Federal leadership for system improvements and proper accounting treatment of financial transactions.
• Provide advice and assistance to staff and Federal officials concerning financial and accounting systems procedures, reports, and other financial management requirements.
• Support other duties and assignments as required by IA.
• Assisting in drafting, reviewing, finalization and present audit reporting
• Assist in internal audit manual development and maintenance

Minimum Qualifications

• 4 years of related project management experience.
• Bachelor’s (BA / BS) degree in related field.
• Experience in independent analysis of the Federal accounting cycle.
• Proven deliverables in proper formatting of financial reports.
• Proven experience in program analysis, strategic planning, and event planning
• Past development and maintenance of an integrated master schedule
• Experience managing complex projects and transformation efforts within the federal government, preferably with VA.
• Ability to obtain and maintain a Public Trust clearance
• Legal authorization to work in the U.S.

Desired Qualifications

• MBA or master’s degree in related field.
• Ability to get up to speed quickly on complex issues.
• Desire to work in a fast-paced, rapidly evolving environment.
• Excellent ability to communicate (written and verbally) across most mediums and settings.
• Experience preparing and managing integrated project initiatives, performing major decision making, solution development, analysis and evaluation and risk mitigation.
• Ability to conduct financial auditing assistance
• Past financial management system, accounting system, and risk management experience
• Outstanding written, verbal and presentation communications skills.
• Experience with business process and system improvement projects and efforts.
• Ability to work collaboratively in teams managing multiple projects with complex deliverables in a fast-paced environment.

Client Information

IA is an independent assurance organization under the VHA Office of Oversight, Risk and Ethics. IA supports VHA governance of healthcare clinical and administrative operations by providing independent and objective audit and assurance to VHA Executive Leadership on the effectiveness of governance, risk management, compliance, and internal controls for clinical and administrative functions to enhance oversight and improve healthcare delivery to Veterans. The purpose of internal auditing is to gather information on how an organization is operating to show employees and management where they are doing well and where they can improve performance.
